    This open access book is based on work from the COST Action “RESTORE - REthinking Sustainability TOwards a Regenerative Economy'', and highlights how sustainability in buildings, facilities and urban governance is crucial for a future that is socially just, ecologically restorative, and economically viable, for Europe and the whole planet. In light of the search for fair solutions to the climate crisis, the authors outline the urgency for the built environment sector to implement adaptation and mitigation strategies, as well as a just transition. As shown in the chapters, this can be done by applying a broader framework that enriches places, people, ecology, culture, and climate, at the core of the design task - with a particular emphasis on the benefits towards health and resilient business practices. This book is one step on the way to a paradigm shift towards restorative sustainability for new and existing buildings. The authors want to promote forward thinking and multidisciplinary knowledge, leading to solutions that celebrate the richness of design creativity. In this vision, cities of the future will enhance users’ experience, health and wellbeing inside and outside of buildings, while reconciling anthropic ecosystems and nature. A valuable resource for scientists and students in environmental sciences and architecture, as well as policy makers, practitioners and investors in urban and regional development.

    In a regional and international context of weak growth, high inflation and growing inequality, the countries of Latin America and the Caribbean must focus policies on reactivating, rebuilding and transforming economic and production systems to advance towards low-carbon and high-tech economies that address climate change and reduce their historical gaps, structural heterogeneity and dualism.This document considers the complex conditions that pose significant challenges to accelerating growth, tackling high inflation and the cost-of-living crisis, maintaining transfers to the most vulnerable households, mitigating the social costs of the crisis and boosting investment. Its chapters analyse the dynamics of globalization and the policy challenges in changing the production structure and moving towards sustainable development. In addition, they consider strategies for reducing inequality and creating universal protection systems and decent jobs in a challenging world. Nine strategic sectors expected to drive a big push for sustainability are examined through the prism of green growth. The document concludes with policy recommendations for advancing towards a renewed model for inclusive and sustainable growth. Foreword .-- I.     The COVID-19 pandemic has hit Europe in late winter/early spring 2020. Government restrictions and voluntary individual changes in consumer and mobility behavior led to a sharp decline of nonessential activities. For 2020, European Union Gross Domestic Product (GDP) is expected to decrease by about 8 %. Therefore, unprecedented recovery measures have been taken to support the economy, i.e., EU member states will conjointly borrow money to finance a one-off recovery instrument (‘Next Generation EU’). Until recently, it remained however unclear whether the additional money will be used to return to the pre-COVID-19 status quo or to support future-oriented transition processes and shape long-term structural change towards more sustainable economies and societies, supporting the transformation process to a ‘Green Economy’. This paper looks into the diversity of territorial impacts of the pandemic and drivers behind this diversity. Furthermore, recovery measures relevant for the Alpine region are presented as well as insights from the four pilot regions involved in the current project "Alpine Convention: Sectoral development of Green Economy in the Alpine Region" are shared. As outlook, possible future developments and sector-specific access points for action are provided. Thereby, the mentioned access points are neither fundamentally new nor exhaustive. The pandemic intensifies the challenges deriving from unsustainable developments. The crisis increases their visibility and actual impact. As consequence, the increasing awareness among citizens as well as decision makers might trigger new momentum for change towards more sustainable developments in the Alps. Die COVID-19-Pandemie hat Europa im Spätwinter/Frühjahr 2020 getroffen. Nicht nur staatliche Restriktionen, sondern auch freiwillige individuelle Veränderungen im Konsum- und Mobilitätsverhalten führten zu einem starken Rückgang vor allem der nicht lebensnotwendigen Aktivitäten. Für das Jahr 2020 wird ein Rückgang des Bruttoinlandsprodukts (BIP) in der Europäischen Union um etwa 8 % erwartet. Daher wurden beispiellose Konjunkturmaßnahmen ergriffen, um die Wirtschaft zu stützen, u.a. werden die EU-Mitgliedsstaaten gemeinsam Geld leihen, um ein einmaliges Konjunkturprogramm zu finanzieren ("Next Generation EU"). Bislang ist jedoch zum Teil noch unklar, inwieweit die zusätzlichen Gelder dazu verwendet werden, um zum Status quo vor COVID-19 zurückzukehren oder um zukunftsorientierte Übergangsprozesse voranzubringen und den langfristigen Strukturwandel hin zu nachhaltigeren Volkswirtschaften und Gesellschaften zu gestalten und damit die Transformation zu einer ‚Grünen Wirtschaft‘ zu unterstützen. In diesem Beitrag wird die Vielfalt der territorialen Auswirkungen der Pandemie und die Treiber hinter dieser Vielfalt betrachtet. Außerdem werden für den Alpenraum relevante Wiederaufbaumaßnahmen und Erkenntnisse aus den vier Pilotregionen vorgestellt, die im Vorhaben "Alpenkonvention: Sektorale Entwicklung der Grünen Wirtschaft im Alpenraum" beteiligt sind. Als Ausblick werden mögliche zukünftige Entwicklungen und sektorspezifische Ansatzpunkte für Maßnahmen präsentiert. Dabei sind die genannten Ansatzpunkte weder grundsätzlich neu noch erheben sie einen Anspruch auf Vollständigkeit. Die Pandemie verschärft die Herausforderungen, die sich aus nicht nachhaltigen Entwicklungen ergeben. Die Krise erhöht deren Sichtbarkeit und tatsächliche Auswirkungen. Infolgedessen könnte das zunehmende Bewusstsein der Bürger*innen sowie der Entscheidungsträger*innen eine neue Dynamik für Wandel hin zu nachhaltigeren Entwicklungen in den Alpen auslösen.

    To bring our economies on a path to climate neutrality, investments in carbon-intensive production processes have to stop. At the same time, we need to mobilise large amounts of capital for investments conducive to a just transition. Reforming the financial sector in a way that allows this redirection of capital flows to take place is crucial. As one element of a comprehensive sustainable finance strategy, taxonomies can potentially play a pivotal role in this regard. By providing common definitions for sustainable economic activities, these taxonomies aim to increase transparency on financial markets and help market participants to align their investment decisions with sustainability considerations. This policy brief presents policy recommendations concerning the implementation of sustainable finance taxonomies based on experiences with the South African Green Finance Taxonomy (GFT). It mainly builds on data collected in semi-structured expert interviews with different stakeholders of the GFT conducted in South Africa between February and April 2023 (Hilbrich et al., 2023). The implementation phase of the GFT has revealed multiple challenges, including a need for improved regulatory embedding and enhanced capacities on the part of potential users. This has led to a low uptake by market participants. To address these challenges, this policy brief presents four recommendations that are of relevance not only for South Africa but also for many other countries that are currently implementing a sustainable finance taxonomy: Voluntary taxonomies are insufficient to facilitate the necessary widespread uptake. Public institutions need to set a credible signal that a taxonomy will indeed become the common standard on the financial market. National regulators should issue guidance notes on taxonomy usage and consider implementing mandatory reporting rules. Regulators or stock exchanges should require issuers of green financial instruments, including green bonds, to align their project eligibility criteria with a sustainable finance taxonomy. In addition, a good coordination and a clear distribution of responsibilities among governance actors is crucial in the implementation phase. A taxonomy can only fulfil its potential if it is meaningfully integrated into an overarching sustainability strategy. Taxonomy reporting requires both capacity and expertise. Both market and governance actors need to ensure possibilities for learning and for exchanging specialised knowledge. Pilot studies can help reduce uncertainties and train practitioners on the job. A lack of bankable green projects decreases the potential of a taxonomy to redirect capital flows and reduces incentives to adopt a taxonomy. Development banks should provide risk capital and seed funding to help develop green projects. Interoperability between different taxonomies is an essential goal. The European Union (EU) should formally recognise taxonomies of other jurisdictions that meet certain standards as equivalent to the EU taxonomy (and communicate under what conditions it is willing to do so). Accordingly, assets shown to align with a particular taxonomy would be recognised as aligned with the EU taxonomy without further assessment.
