    Die zunehmende Ausdifferenzierung der Humanwissenschaften stellt zu Beginn des 20. Jahrhunderts das bisherige Bild des Menschen in Frage, ohne dabei ein konsistentes Folgekonzept liefern zu können. Als Reaktion auf diese unbestimmte Positionierung des Menschen entwerfen Autoren verschiedenster Strömungen eigene Konzepte eines "neuen Menschen", an dessen Verwirklichung sie aktiv mitarbeiten. Die vorliegende Arbeit stellt anhand dreier Textbeispiele aus verschiedenen Nationalliteraturen unterschiedliche Konzepte vor dem Hintergrund philosophischer und wissensgeschichtlicher Zusammenhänge vor. Sie liefert damit auch einen Anknüpfungspunkt an aktuelle Konzepte des Post- und Transhumanismus.

    In this latest edition of our Key Themes series we examine a number of topics which we believe will be highly relevant to the global energy economy in 2023. The past twelve months have seen a huge re-prioritisation of energy policy away from environmental issues and towards energy security and affordability. Many of the articles in this document question whether this will be a long-term trend or whether sustainability will return to the top of the policymaking agenda once the short-term need to focus on security of supply has passed. Indeed, many of our contributors argue that the short-term rebalancing of the energy trilemma towards energy security may even bring environmental benefits in the longer term given the desire of many countries to reduce their exposure to hydrocarbons in the aftermath of the war in Ukraine and its energy-related consequences.To help in assessing these questions and providing some initial responses we have grouped the articles in this Key Themes paper as follows. We start within an assessment of, and outlook for, the global oil market, before continuing with a series of articles on the European gas market. Moving to a more global perspective we then review the availability of LNG to meet European demand and what this might mean for other importing regions before assessing the impact of the re-opening of the Chinese economy, the energy implications of India taking over the G20 presidency, and the development of Africa’s hydrocarbon strategy as part of the energy transition. From an environmental perspective, we look at the issues that will likely be raised in the Global Stocktake which will take place in 2023 ahead of COP28 and also consider the critical financing issues that emerged from COP27 and need to be addressed during this year. We then review carbon markets and carbon removal technologies and the issue of accounting for greenhouse gas emissions in the energy value chain. We return to look at China, which has also pledged to issue a methane action plan this year but a rapid rebound in energy demand could delay climate action and lead policy makers to focus on avoiding power shortages. Moving to the electricity sector, we discuss why 2023 will be an important year for electricity market design in Europe and consider the resurgence of nuclear power across the world. Finally, we discuss the impact of the US’s Inflation Reduction Act on the development of hydrogen technology and ask whether it undermines activity elsewhere in the world. This list of themes is long but it is clearly not exhaustive. However, it highlights many of the topics which we will be researching at OIES during 2023 and we would encourage you to access our written output at www.oxfordenergy.org.

    The impact of the Russia-Ukraine war on the natural gas trade, inter alia, continues to be felt well beyond Europe’s borders. As the accelerated decarbonisation of the world’s economies is being pushed forward, Europe’s unexpected interest in alternative sources of gas imports to replace Russian gas has triggered a temporary wave of political enthusiasm for African gas. In Africa, where attracting investments in hydrocarbon projects was complicated even before the rise of investment restrictions due to new international decarbonisation measures, such European interest in gas has been given a cautious welcome. But it also provides another opportunity for African policymakers to reiterate their deep frustration about the restricted flows of international hydrocarbon investments in Africa. Faced with uncertain investment prospects in the energy sector which would address Africa’s persistent low level of energy access, African countries are attempting to leverage the present interest in African gas to fully monetise their natural gas resources or reserves. The potential emergence of a new global ‘golden age’ for natural gas was explored a couple of times during the last decade, but regions like Africa have yet to experience it. Could the fallout of the Russia-Ukraine war and its impact on international gas markets bring about the start of a structural change in Africa’s natural gas scene? This paper focuses on two key questions: will the natural gas crisis in Europe serve as a catalyst for wider gas developments in Africa, and what are the implications for the continent’s ‘just energy transition’?

    China is currently the world’s largest oil importer and is on track to becoming the biggest consumer of liquefied natural gas (LNG). This dependency is viewed as a strategic vulnerability, especially as China’s ties with the USA are worsening and Beijing has growing concerns about Washington’s use of sanctions. As China pursues its low carbon energy transition, will reduced consumption of oil and gas shape its views of energy security and its geopolitical relations with producer countries? This paper discusses different scenarios for China’s oil and gas consumption, and notes that even though the overall demand volumes vary quite widely between outlooks, China is set to remain the world’s largest consumer of oil and the second largest importer of gas (behind the EU) for decades to come. It argues that given the dominance of coal and increasingly of renewables in the country’s energy mix, the economic impact of oil and gas supply outages is limited and will decline further. Nonetheless, China’s sense of energy insecurity will be informed as much by Beijing’s perceptions as by market realities. Looking ahead, the number of oil and gas suppliers to China is set to shrink, with imports coming predominantly from the USA, Russia, and the Middle East (and most notably Saudi Arabia for oil, and Qatar for LNG). But just as China will become increasingly dependent on a small number of exporters, their interdependence will deepen, leading producers to compete for market share in China. The dependence on a smaller number of suppliers could be seen as a vulnerability, but it also gives Beijing geopolitical leverage. The paper analyses the importance of oil and gas in China’s relations with its main suppliers, and argues that as China has incorporated energy interests into its broader foreign policy objectives, given the ongoing need for critical materials and other commodities (metals and grains, for instance), China will likely remain invested in countries and regions even after its oil and gas imports from them fall. Finally, the paper argues that China’s energy security policies are increasingly being shaped by the prospect of sanctions. Beijing will want to deepen ties and build coalitions aimed at weakening the USA’s ability to contain and suppress China. Beijing will also want to consolidate its relations with energy suppliers (as well as suppliers of other raw materials) so that, in the event of sanctions or a conflict, suppliers will struggle to pick between the USA and China, or will opt to align with China.

    In the wake of the gas crisis, in March 2022 the European Council called on the Council and the Commission to examine how ‘an aggregator model / single buyer’ could help reduce gas prices. The Council also said that Member States and the Commission would ‘work together on voluntary common purchase of gas, LNG and hydrogen, making optimal use of the collective political and market weight of the European Union and its Member States to dampen prices in negotiations.’ The latter initiative led to the setting up of the EU Energy Platform in April 2022. Further price rises in August 2022 led to the adoption of ‘Council Regulation (EU) 2022/2576 enhancing solidarity through better coordination of gas purchases, reliable price benchmarks and exchanges of gas across borders setting up a demand aggregation mechanism’ in December 2022. The Regulation sets up temporary rules to set up a service to enable demand aggregation and joint purchasing of gas. It enables the establishment of a “Temporary service contract” with a service provider to organise demand aggregation and joint purchasing. The service provider aggregates demand of natural gas companies in the EU and seek offers from gas suppliers or producers to match the aggregated demand. All EU gas companies or companies which use gas can participate in the demand aggregation and joint purchasing. Companies which participate in the demand aggregation organised by the service provider may jointly purchase gas but must comply with EU competition law. The regulation itself is only valid for one year although the Commission can propose to extend it based on a review it must conduct by 1st October 2023. It is too early to tell if joint purchasing of gas has been a success due to a lack of information on any gas contacted following matching on the platform. Therefore, it is not possible to tell if buyers have achieved lower prices than they would have done using existing market mechanisms. AggregateEU has succeeded in its limited aim of matching buyers and sellers, and a significant number of market participants have signed up. It is difficult to see how AggregateEU can add much value as the current market framework already enables effective demand aggregation and allows companies which are based in landlocked countries or have limited experience of LNG contracting to access LNG supplies to replace Russian gas flows. Only 20% of the supply matched in the first tender round relates to LNG. This is less than current LNG’s current market share of supply to the EU. As currently constructed AggregateEU can only have limited impact on the workings of the gas market as it is only a matching service. There is no obligation for joint purchasing of gas if matching occurs on the platform. It is also only a temporary measure (so far) to address the current gas crisis. It uses the existing gas market architecture and does not give companies any exemption from competition rules, so works within the existing regulatory and market framework. AggregateEU can therefore be seen as complementary to the other means of demand aggregation and matching such as the existing traded markets, even if it is not immediately clear what added benefits it brings. However, there are signs that some in the Commission wish to make the mechanism permanent and extend it. The risk for the natural gas market is that a ‘beefed up’ mechanism would be detrimental, for example by harming competition between suppliers within the EU. The current liberalised market has worked well – benefitting from competition between LNG and pipeline gas prior to the gas crises, and after the crises quickly attracting LNG supply to replace Russian gas and reducing demand in response to price signals to ensure the market balanced physically. Whilst the added value of the AggregateEU platform is not clear, it has the merit that it is limited in scope and duration and therefore unable to materially harm the internal gas market. This would no longer be the case if, for example, the EU decided to make it more than a matching platform for natural gas, or to require some form of mandatory single buyer. The Commission would need more substantial justification for any upgraded mechanism than that provided for the current arrangements, which are open to question.

    In 2022, the global LNG market faced exceptional levels of turbulence, as European gas buyers sought to offset the loss of Russian pipeline supply with an unprecedented increase in LNG imports. The ability of European buyers to access those LNG supplies was facilitated by the flexibility embedded in the global LNG market, including the ability to purchase spot cargoes from aggregators and traders. This paper argues that the LNG demand seen in Europe in 2022-23 is not temporary, but is now structural, and set to remain for the rest of the decade and likely beyond. In this context, European LNG buyers must reconcile the need to secure gas supply in the short-term with the long-term imperatives of decarbonisation, while LNG export project developers will only continue adding supply to the global market on the basis of firm offtake commitments, under binding long-term contracts. The key question is: how to reconcile the short and long-term needs of buyers and project developers, to ensure that the market remains sufficiently well supplied to manage an orderly energy transition? In addressing this question, the standout conclusions of this paper are: While the global LNG market is set to remain tight until 2025, the second half of the decade will see a substantial wave of new supply based on projects that have already taken FID. However, the supply-side outlook beyond 2030 is highly uncertain. If global LNG demand continues to grow, the market will need additional supply from projects that need to take FID in the mid-2020s, in order to launch around 2030, or else face the shift from over-supply to under-supply akin to that seen in Europe between 2019/20 and 2021/22. This uncertainty raises the possibility of several possible scenarios. In a ‘structural imbalance’ scenario, the market could be under-supplied if insufficient supply-side FIDs are taken in the mid-2020s, or over-supplied if supply continues grow faster than demand beyond 2030. A more benign, ‘structural balance’ scenario could see new liquefaction capacity taking FID in the mid-2020s on the basis of offtake agreements mostly with aggregators (portfolio players), who assume volume risk in return for earning a premium on re-selling to Europe and Asia, and end users who will only be willing to commit to contracts with destination and re-sale flexibility. Aggregators will play a vital role in reconciling the short and long-term needs of LNG producers and consumers. Their willingness to sign new, binding offtake agreements over the next several years, their confidence in their ability to re-sell those volumes, and the ability of LNG project developers to leverage those offtake agreements and raise finance sufficient to take FID, will be indicative of both the state of the LNG industry in the mid-2020s, and how it views its own future post-2030.
