Mit dem Verlust der Kolonien im Ersten Weltkrieg begann in Deutschland eine postkoloniale Phase, die mit der späteren Dekolonisierung anderer Kolonialreiche kaum vergleichbar ist. Ob als Kolonialismus ohne Kolonien oder als Metapher für den Versailler Vertrag (Deutschland sei »Kolonie der Westmächte«), ob als »Weltgeltung« oder »Weltverschwörung «: Der koloniale Schauplatz verlieh eine globale Dimension. Der seit 1933 geltende permanente Ausnahmezustand richtete sich gegen »Verräter«, die der Aufstandsvorbereitung verdächtigt wurden. Um dieses paranoische Szenario plausibel zu machen, griffen Schriftsteller auf das etablierte Motiv der rassistischen Aufstandsbekämpfung zurück

    This working paper is a case study on Ethiopia and Uganda as countries of destination for refugees. The case study looks at the approaches adopted in Ethiopia and Uganda to promote refugee self-reliance and enable refugees to work to earn income. It compares outcomes in the countries, with a specific focus on access to employment and business creation, including legal and socio-economic barriers. The case study draws from a number of evaluations of efforts by the international community to support Ethiopian and Ugandan initiatives. The case study was undertaken as part of a wider research project on learning from evaluations to improve responses to refugee crises in developing countries and supports the synthesis paper "Responding to Refugee Crises in Developing Countries: What Can We Learn From Evaluations?"

    Although efforts at soil and water conservation are routinely viewed as instrumental in reducing vulnerability to climate change, their impact has rarely been quantified. Combining data on the timing and intensity of soil and water conservation interventions in select Ethiopian watersheds from 2009 to 2016 with a pixel-level panel of vegetative cover and soil moisture data derived from satellite imagery makes it possible to assess the biophysical impacts of such measures using a difference-in-differences specification. The results point toward significant effects overall that vary by season, and that tree planting and other soil and water conservation activities are more effective on degraded than cultivated land. The results are consistent with before-after regressions for daily sediment load and stream flows in a subset of micro-watersheds. It thus appears that satellite imagery can improve the design and near-real-time monitoring of sustainable land management interventions for watersheds and landscape

    Drought is arguably one of the most devastating natural disasters in developing countries, particularly in Africa. Climate change is expected to add to this threat. Drought has far-reaching socio-economic and ecological implications that include loss of lives and livelihoods, famine, lack of water for human use and livestock, pasture and crops, diminishing energy production, and loss of assets. Further, it fuels local conflicts around natural resources, and catalyses internal and international migration. However, solutions are at hand to mitigate the effects of droughts even in poor countries and vulnerable communities, and there is an ever increasing urgency to establish drought preparedness and to improve the resilience of communities, regions and ecosystems. Drought preparedness strategies need to be pro-active, adaptable and context-specific to the drought situation, and have to include many sectors as well as emergency assistance. This study, jointly prepared by DIE and UNCCD, presents and critically examines the drought policies and institutional frameworks of two African countries frequently challenged by droughts - Ethiopia and Kenya. These countries are known to have embarked upon robust drought strategies during the last years, in particular since the last devastating drought of 2010/2011. Lessons learnt, the policy implementation challenges and relevant measures are discussed. The study is based on a literature review complemented by interviews with about 50 key stakeholders along with field visits in Ethiopia and Kenya in the first half of 2016. The study presents a number of recommendations on how to strengthen drought policies in these two countries which may be valuable to relevant actors in other drought-prone African countries and beyond.

    Definitions of catch-up growth in anthropometric outcomes among young children vary across studies. This paper distinguishes between catch-up in the mean of a group toward that of a healthy reference population versus catch-up within the group, associated with a narrowing of the outcome distribution. In contrast to conventional empirical approaches based on dynamic panel models, the paper shows how catch-up can be tested via a latent growth framework. Combined with a flexible estimator incorporating individual-specific intercepts and slopes, this enables between- and within-group forms of catch-up to be tested in a unified setting. The application of the proposed approach reveals significant differences in the nature, extent, and drivers of catch-up growth across the four Young Lives countries (Ethiopia, India, Peru, and Vietnam). In addition, the paper shows how conclusions about catch-up are sensitive to the way in which anthropometric outcomes are expressed

    In the past 10 years, Ethiopia experienced high and consistent growth, invested in public goods provision to poor households, and saw impressive gains in well-being for many households. This paper exploits variation in sectoral growth and public goods provision across zones and time, to examine whether poverty reduction was driven by growth and provision of public goods and what type of growth-growth in agriculture, manufacturing, or services-was more effective at reducing poverty. The paper pays particular attention to controlling for other drivers of poverty reduction and instrumenting growth in a sector of particular policy focus-agriculture-to identify causal effects. The analysis finds that reductions in poverty were largest in places where agricultural output growth has been higher, safety nets have been introduced, and improvements in market access have been made. Agricultural output growth caused reductions in poverty of 2.2 percent per year on average post-2005, and 0.1 percent per year prior to 2005. The government's policy focus on stimulating productivity gains in smallholder cereal farmers contributed to this growth, but only when the weather was good, and prices were high. Access to markets was essential: agricultural growth reduced poverty in places close to urban centers, but not in remote parts of the country

    This working paper is a case study on Ethiopia and Uganda as countries of destination for refugees. The case study looks at the approaches adopted in Ethiopia and Uganda to promote refugee self-reliance and enable refugees to work to earn income. It compares outcomes in the countries, with a specific focus on access to employment and business creation, including legal and socio-economic barriers. The case study draws from a number of evaluations of efforts by the international community to support Ethiopian and Ugandan initiatives. The case study was undertaken as part of a wider research project on learning from evaluations to improve responses to refugee crises in developing countries and supports the synthesis paper "Responding to Refugee Crises in Developing Countries: What Can We Learn From Evaluations?"

    Although efforts at soil and water conservation are routinely viewed as instrumental in reducing vulnerability to climate change, their impact has rarely been quantified. Combining data on the timing and intensity of soil and water conservation interventions in select Ethiopian watersheds from 2009 to 2016 with a pixel-level panel of vegetative cover and soil moisture data derived from satellite imagery makes it possible to assess the biophysical impacts of such measures using a difference-in-differences specification. The results point toward significant effects overall that vary by season, and that tree planting and other soil and water conservation activities are more effective on degraded than cultivated land. The results are consistent with before-after regressions for daily sediment load and stream flows in a subset of micro-watersheds. It thus appears that satellite imagery can improve the design and near-real-time monitoring of sustainable land management interventions for watersheds and landscape

    Context: In 2017/18 growth slowed due to political uncertainty and appropriately restrictive macroeconomic policies. The external current account deficit narrowed to 6.4 percent of GDP reflecting public-sector fiscal consolidation and a tight monetary policy stance. Reserves were thin and foreign exchange shortages persisted. Prime Minister (PM) Abiy Ahmed took office in April 2018, catalyzing a drive for reforms, including towards economic opening. Outlook: Output growth is expected to accelerate to 8.5 percent in 2018/19 as political uncertainty abates and financial inflows temporarily ease external constraints. The Debt Sustainability Analysis (DSA) continues to assess Ethiopia at high risk of debt distress. Reforms announced by the authorities-including privatizations and opening key sectors to competition and private investment-pose a substantial upside growth potential

    This Selected Issues paper investigates the macroeconomic impact of existing gender gaps in Ethiopia and discusses the authorities' policies in the areas of gender equality and women's rights, with a focus on women's economic engagement. Ethiopia has shown a firm political commitment to the advancement of gender equality and women's rights; however significant challenges around women's economic participation remain. Whilst most people work in Ethiopia, women face many barriers to formal labor force participation, have lower levels of education than men-particularly at secondary and tertiary levels-and have significant wage gaps compared to men. The findings suggest that, eliminating gender gaps in both educational attainment and the rate of formal employment could increase output in Ethiopia over time by over 24 percent. Improved institutional capacity would lead to better integration of gender issues into the planning and implementation of government policies. Ethiopia has already embedded gender units within the structure of many of its ministries
