    Abstract: "The relationship between the Convention on Biological Diversity (CBD) and the WTO Agreement on Trade-related Aspects of Intellectual Property Rights (TRIPS) is characterized by a persistent potential for disruptions in implementation, such as 'biopiracy' conflicts, because of the agreements' incompatible provisions on property rights over genetic resources. The lack of consolidation is often explained by attempts to strategically exploit interplay between the two institutions. Countries of the North and the South are said to push for provisions under their preferred agreement in order to circumvent obligations under the other. We develop an alternative explanation based on a conception of international negotiators acting as agents of particular interest groups rather than as representatives of the state as a whole. Using a Two-level Games model of independent negotiations for agreements on functionally interdependent issues, we analyze the incentives for negotiators to delay or pr

    Abstract: Dieses Papier argumentiert, dass Unterschiede in der Streuung von Unternehmensbesitz miterklären, warum Parteipositionen zum Thema Corporate Governance in verschiedenen Ländern und über Zeit stark variieren. Meist wird davon ausgegangen, dass Links/Rechts-Konflikte Kapital und Arbeit gegenüberstellen. Dabei wird übersehen, dass „Kapital“ in Bezug auf Unternehmenskontrolle kein homogenes Ganzes ist. Zwei Gruppen mit divergierenden Interessen müssen unterschieden werden: „Insiders“, die ein direktes Mitspracherecht in der Unternehmensführung haben, und „Outsiders“, die indirekt Kontrolle ausüben, indem sie mit Ausstieg drohen. Parteipositionen unterscheiden sich mit dem Größenverhältnis der Insider- und Outsider-Gruppen, die wiederum von der Struktur des Unternehmenseigentums abhängt. Das Papier stützt sich auf politische Debatten zur Übernahmeregulierung in Großbritannien, Deutschland und Frankreich seit den 1950er-Jahren.     Abstract: "This study aims at explaining property right changes in selected areas of Afar region in Ethiopia. Based on primary and secondary data, explanations are given on the existing types of land use arrangements and how the traditional communal rights of pastoralists have been changing. Both communal rights and individualized rights exist the latter being introduced with the establishment of commercial farms. The state is identified as one driving force behind property right changes especially in one study site (Ambash), which is suitable for irrigated agriculture whereas its direct intervention is minimal in other sites. The coercive interventions started in 1960s have had detrimental impacts on the livelihoods of pastoral households. In addition to the state as a change agent, natural as well as socioeconomic challenges are important in explaining the current changes in land use arrangements." (author's abstract)

    Abstract: "This paper examines interethnic conflict on grazing land previously accessed as common property. The study was undertaken in Mieso District of eastern Ethiopia where two ethnic groups experience different production systems – pastoral and agropastoral. Game theoretic approach and analytic narratives have been used as analytical tools. Results show that the historical change in land use by one of the ethnic groups, resource scarcity, violation of customary norms, power asymmetry and livestock raids are some of the factors that have contributed to the recurrence of the conflict. The role of raids in triggering conflict and restricting access to grazing area becomes particularly important. Socio-economic and political factors are responsible for power asymmetry and increasing scale of raids. The joint effect of an increase in trend of violence and a decline in capacity of customary authority in conflict management advances state role in establishing enforceable property rights instit
