    Abstract: Im Mittelpunkt steht die Frage, welche Konsequenzen die mit den Reformen von 1979 angestoßenen sozioökonomischen und politischen Veränderungen für die Außenbeziehungen des Landes haben. Der hier zu Grunde gelegte Ansatz der liberalen Außenpolitikforschung bzw. der politischen Ökonomie basiert auf der Annahme, dass Regierungen rationale, an der Maximierung des Eigennutzes orientierte Akteure sind, deren oberstes Ziel der eigene Machterhalt ist. Aus diesem Grunde kann außenpolitisches Verhalten grundsätzlich nicht abgekoppelt von der innenpolitischen Situation betrachtet werden. Die Analyse des politischen Systems Chinas gelangt zu dem Ergebnis, dass der Wandel, den dieses System seit der Öffnungspolitik Deng Xiaopings erfahren hat, in erster Linie eine Anpassungsstrategie der Kommunistischen Partei Chinas (KPCh) zur Erlangung neuer Steuerungsmechanismen darstellt, die die eigene Macht, also das politische System erhalten sollen.     Abstract: Gegenstand des vorliegenden Forschungsauftrages ist es, grundlegende Aussagen über deutsch-chinesische Interessenskonvergenzen und -divergenzen in Bezug auf Themen globaler Strukturpolitik zu treffen, eine Bestandsaufnahme der deutschen Kooperation der Entwicklungspolitik und angrenzender Politikfelder vorzulegen und dieses Gesamtportfolio in Hinblick darauf zu bewerten, ob es den deutschen Interessen an globaler Strukturpolitik entspricht. Darüber hinaus werden Wechselwirkungen zwischen dem BMZ-Portfolio und den übrigen Kooperationsfeldern sowie mögliche Synergien identifiziert und die Praxis interinstitutioneller Politikkoordination und Kooperation in Deutschland beleuchtet.     Abstract: "Germany's pioneering role in the field of renewable energies (RES) can best be observed by its world leading position in installed wind power and photovoltaics. Also its first European rank in the production of biofuels and installed solar thermal collector space is remarkable. These successes are not due to an exceptionally good natural resource base; mainly they are the result of an innovative national support policy. Pressure from the European and international commitments also have contributed to the German success story in RES. The current paper analyses the main factors of the German case in the development of RES, including the design elements of the national promotion instruments and support programmes, the policy impacts from the European and the international level, technical as well as cognitive conditions. In addition, a description is given of further driving forces for a successful RES development in other European countries. The paper ends with the question which of

Moreover, the document assesses in detail the macroeconomic, trade and employment policy and institutional changes in China and its potential effects in Central America and Mexico. These effects are analyzed in the Chinese, Central American, Mexican and US market in general, but also for the value-added chains of electronics and yarn-textile-garment. The findings presented will be of value to all of those who are trying to understand and learn from the extraordinary experience of China over the last decades.     Abstract: Purpose: The purpose of this paper is to analyze the dynamics of China's health biotech clusters from an interregional perspective. By treating clustering as the result of firms' localization choices, the paper examines whether and why different types of firms agglomerate in the various locations. Design/methodology/approach: The paper employs a demographic approach that is inspired by the 2006 work of Romanelli and Feldman on cluster development in the USA. It categorizes China's clusters based on differences in the degree of policy support and the nature of the science base. Then, it draws a sample of 75 of China's most visible firms and analyses them in terms of entrepreneurial origin, their location and, if applicable, the location of their subsidiaries. By matching types of firms with types of clusters, the paper highlights some characteristics of China's regional development. Findings: Studies on China's high‐tech agglomerations unanimously complain about a lack of "creative

    Abstract: "This paper analyzes the question whether or not in China structures of a civil society are emerging. It addresses the increasing separation of state and society, the society's differentiation, growing social and spatial disparities, the turn of the CCP from a class towards a people’s party, the arising of new interest groups and interest organizations, of issue groups, NGOs, GONGOS and think tanks, developing grassroots elections in rural and urban areas and the political role of the Internet. It concludes that the application of the term 'civil society' in this case is highly problematic as citizens in Western terms and the necessary preconditions like an enterprise culture, a civic culture, a discoursive culture and an everyday culture are just emerging."
