    ger: Soziales Lernen beschreibt einen Lernprozess, der in einem sozialen Kontext stattfindet. Dabei legt ein Individuum gezielt Informationen gegenüber (mindestens) einem anderen Individuum offen, um im Gegenzug wiederum Informationen zu erhalten. Bei dieser (verbalen) Interaktion können beide Individuen voneinander lernen. Diese Art des Lernens bietet zahlreiche Vorteile für die am sozialen Lernprozess beteiligten Akteure (z.B. Individuen und Unternehmen): Individuen können sich durch den Austausch von Informationen aufwändiges Trial-and-Error-Lernen und somit Ressourcen wie Zeit und Kosten sparen. Unternehmen können durch soziale Lernaktivitäten ihrer Mitarbeiter Produktionskosten senken, Produktentwicklungsprozesse verkürzen, die Teamleistung erhöhen und ihre Innovationsfähigkeit steigern. Anekdotische Evidenz deutet allerdings darauf hin, dass soziale Lernprozesse häufig unterbleiben, weil Individuen (bewusst) Informationen zurückhalten. Dadurch entstehen für Individuen und Organisationen potentiell hohe Opportunitätskosten. Die vorliegende Arbeit beschäftigt sich mit dem Phänomen der Zurückhaltung von Informationen. Im Rahmen dieser Dissertation sollen zwei Fragen beantwortet werden: „Wie groß ist das Problem der Zurückhaltung von Informationen?“ und „Was sind Motive für die Offenlegung bzw. Zurückhaltung von Informationen?“ Zur Beantwortung dieser Fragen wurden zwei großzahlige Studien durchgeführt. In Studie 1 wurden 3.200 Profile einer Online-Plattform ausgewertet, um das Ausmaß der Zurückhaltung von Informationen zu ermitteln. In Studie 2 wurde ein Experiment mit 754 Teilnehmern durchgeführt, um die Motive dahinter zu identifizieren. Die Ergebnisse der Studien deuten darauf hin, dass die Zurückhaltung von Informationen ein Problem großen Ausmaßes darstellt (>70 %) und Individuen Informationen zurückhalten, weil sie die mit der Offenlegung der Informationen potentiell verbundenen Kosten vermeiden wollen. Basierend auf den Ergebnissen der Studien wurden abschließend Handlungsempfehlungen für verschiedene Anwendungsfälle formuliert, in denen potentiell zu wenige Informationen offengelegt werden. Das Ziel der Handlungsempfehlungen ist es, die Informationsoffenlegung von Individuen zu erhöhen, um mehr soziale Lernprozesse entstehen lassen zu können. eng: Social learning describes a learning process that takes place in a social context. An individual deliberately discloses information to (at least) one other individual in order to receive information in return. In this (verbal) interaction, both individuals can learn from each other. This type of learning has many benefits for the actors involved in the social learning process (such as individuals and companies): Individuals can save resources such as time and money. Companies can use social learning activities to reduce production costs, shorten product development processes, increase team performance, and increase their ability to innovate. However, anecdotal evidence suggests that social learning often does not take place because individuals (consciously) withhold information. As a result, individuals and organizations potentially incur high opportunity costs. This dissertation deals with the phenomenon of withholding information. In the course of this thesis, two questions are to be answered: “To what extent do individuals withhold information?” and “What are motives for disclosing or withholding information?” To answer these questions, two large-scale studies were carried out. In Study 1, 3,200 profiles of an online platform were evaluated to determine the extent of information withholding. In Study 2, an experiment was conducted with 754 participants to identify the motivations for disclosing or withholding information. The results of the studies indicate that information withholding is a major problem (> 70 %) and that individuals withhold information because they want to avoid the potentially associated costs. Based on the results of the studies, recommendations for action were given for various applications in which potentially too little information is disclosed. The aim of the recommendations is to increase the information disclosure of individuals in order to allow more social learning between individuals to emerge.

    In this paper we examine causal effects of German public assistance programs for young firms administered by the Deutsche Ausgleichsbank (DtA). The empirical analysis is based on a combined data set with information from the ZEW Entrepreneurship Study and the DtA data base that contains all assistance contracts between 1990 and 1999. We focus on medium-term program effects on the survival chances and the average annual employment growth rates of assisted firms. In order to estimate causal effects a statistical matching procedure is used to draw an adequate control group from the pool of all available control firms for comparison with the treatment group of assisted firms. The empirical analysis shows significant positive effects of public assistance on the survival chances and the average annual employment growth rates of young German firms.
