    Die Prozesse der Umstrukturierung und der Transformation im Groß- und Einzelhandel sowie in der Handelsvermittlung in den neuen Bundesländern stellen für die wissenschaftliche und empirische Handelsforschung eine große Herausforderung dar. denn die über viele Jahrzehnte entwickelten Methoden der Gewinnung, Aufbereitung und Interpretation von Daten und Informationen über die Entwicklung in der Warendistribution haben ihre Bewährungsprobe zu bestehen. In der Darstellung und Analyse der Entwicklung im ostdeutschen Handel muß nicht nur einzelwirtschaftlichen, sondern vor allem gesamtwitschaftlichen Effekten die notwendige Aufmerksamkeit geschenkt werden, da von diesem Sektor wichtige Anstöße für eine funktionsfähige Marktwirtschaft in den neuen Bundesländern ausgehen.

    Gegenstand der Studie ist die Ausgestaltung des deutschen Fiskalföderalismus. Es soll gezeigt werden, in welchem Umfang das Konzept des föderalen Wettbewerbs für die bundesdeutsche Finanzverfassung nutzbar gemacht werden kann. Diese Fragestellung umfasst das Verhältnis zwischen Bund und Ländern ebenso wie das Verhältnis der Länder untereinander. Konkret wird das System des Länderfinanzausgleichs, die gegenwärtige Aufgabenverteilung auf Bund, Länder und Gemeinden sowie die Möglichkeit einer eigenständigen Steuerpolitik der Länder untersucht.

Von der einstigen "Lokomotive" der europäischen Wirtschaften ist nicht mehr viel übrig geblieben. Der Export ist vordergründig das Aushängeschild der bundesdeutschen Ökonomie, doch die ausgeführten Waren wurden vielfach im Ausland produziert und hierzulande lediglich veredelt. Die Folgen dieser Praxis für den deutschen Arbeitsmarkt sind ebenso fatal wie ihre Auswirkungen auf die bundesdeutsche Wettbewerbsfähigkeit und das Wirtschaftswachstum.Welche Rolle spielt die Globalisierung in diesem Zusammenhang? Wie sind die Exportstatistiken zu interpretieren und zu bewerten? Welche Konsequenzen müssen aus den erkannten Fehlentwicklungen gezogen werden?     Eine funktionsfähige Infrastruktur ist eine der wesentlichen Grundlagen einer funktionierenden und Wohlstand stiftenden Wirtschaft. Dies gilt sowohl für die Industrie als auch für den Dienstleistungssektor. Auch wenn dem Zustand der verschiedenen Infrastrukturen in Deutschland heute ein gutes Zeugnis ausgestellt werden kann, gibt es aufgrund von Qualitätsschwächen teilweise erhebliche Beeinträchtigungen der Geschäftsabläufe von Unternehmen. Die bestehende und gut ausgebaute Infrastruktur ist ein Standortvorteil für Deutschland. Dennoch besteht Anlass zur Sorge angesichts der Herausforderungen, denen sich die wichtigsten Infrastrukturen ausgesetzt sehen: Bei Fernstraßen inklusive der Brücken ist besonders in den westlichen Bundesländern eine zunehmende Alterung festzustellen. Bei der Kommunikationsinfrastruktur liegt die Aufgabe darin, die bestehenden Netze zu ergänzen und durch neue Technologien höhere Qualitäten zu erreichen. Die Energiewende erfordert eine Anpassung des Stromnetzes, um die Versorgungssicherheit zu gewährleisten. Dabei ist die Sicherung einer adäquaten Infrastruktur für Deutschland nicht primär eine Frage der öffentlichen Finanzierung, sondern bedarf struktureller Veränderungen bei der Infrastrukturbereitstellung. A smooth-running economy capable of bringing a nation prosperity requires functioning infrastructure for both industry and the service sector. Though the various elements of Germany's infrastructure are today generally in good shape, its companies business' operations are often hampered, and sometimes even obstructed, by quality deficiencies. Germany's extensive existing infrastructure makes the country an attractive location for investment. Nevertheless, there are grounds for concern in view of the looming challenges facing the most important elements of the country's infrastructure. There are unmistakable and increasing signs, particularly in the west, of trunk roads and the bridges they cross suffering from ageing. In the case of communication infrastructure the task ahead is to complete existing networks and to improve quality through new technologies. The dramatic change in Germany's energy policy, abandoning nuclear power and investing heavily in renewables, will necessitate an adjustment to the electricity system to guarantee uninterrupted supply. Securing the infrastructure Germany needs is not primarily a matter for the public purse but requires structural changes in the way infrastructure is provided.

    Die Industrie hat in Deutschland in den letzten Dekaden beträchtlich an Bedeutung verloren. Weniger als ein Viertel der gesamtwirtschaftlichen Wertschöpfung entfiel zuletzt auf das Verarbeitende Gewerbe. Die Gründe für diese lange Zeit zu beobachtende De-Industrialisierung sind im Nachfragewandel hin zu Dienstleistungen, in der steigenden Dienstleistungsintensität des Produktionsprozesses, in der Produktionsverlagerung an andere Standorte und im Produktivitätsfortschritt und dem harten Preiswettbewerb in der Industrie zu sehen. Gleichwohl haben diese Belastungen in den letzten Jahren an Wirkung verloren und die deutsche Industrie konnte ihre Position im gesamtwirtschaftlichen Branchengefüge wieder ausbauen. Auch in Zukunft wird die Entwicklung der deutschen Wirtschaft maßgeblich von der Industrie bestimmt, denn sie ist der Träger des Wachstums von unternehmensnahen Dienstleistungen, sie dominiert den deutschen Außenhandel sowie die gesamtwirtschaftliche Innovationstätigkeit. Außerdem stehen Industrieunternehmen oftmals im Zentrum von regionalen Clustern, die sehr oft eine überdurchschnittliche wirtschaftliche Performance aufweisen. Over the last few decades manufacturing industry in Germany has lost a great deal of its importance and now accounts for less than a quarter of national value-added. The reasons for this long apparent de-industrialisation are to be found in the growing demand for services, the increasing role of services in production processes, the transfer of production to other countries, improvements in productivity and the fierce price competition in manufacturing industry. However, the effect of these pressures has waned in recent years and German industry has been able to re-establish and even expand its position among the country's business sectors. Indeed, the development of the German economy will continue to be largely determined by manufacturing industry, which is the main source of growth in business-to-business services and dominates both Germany's foreign trade and innovation processes in the economy as a whole. Moreover, industrial companies tend to form the core of regional clusters, which very often have above-average levels of economic performance.

    Für Deutschland, Österreich und die Schweiz bedeuten Globalisierung, Alterung der Gesellschaft und Strukturwandel gleichermaßen Chance und Herausforderung. Aber auch spezifische nationale Probleme verlangen nach Lösungen, um die Bedingungen für Beschäftigung und Wachstum zu verbessern. Dabei unterscheidet sich die wirtschaftliche Ausgangslage der drei Nachbarländer erheblich: Während in Deutschland seit den neunziger Jahren das Wirtschaftswachstum niedrig und die Arbeitslosigkeit hoch ist, herrscht in den Alpenrepubliken nahezu Vollbeschäftigung. Österreich entwickelte sich seit der Jahrtausendwende dynamischer, und auch die Schweiz erlebt nach mehrjähriger Wachstumsschwäche einen Konjunkturaufschwung. Das "D A CH-Reformbarometer" vergleicht die Reformpolitik der drei Länder im Zeitraum September 2002 bis September 2006 und bewertet die Reformansätze in den Bereichen Arbeitsmarkt-, Sozial- sowie Steuer- und Finanzpolitik anhand ausgewählter ökonomischer Kriterien. Danach haben sich die Voraussetzungen für mehr Beschäftigung und Wachstum in allen drei Ländern verbessert. Während für Österreich die Reformbilanz am günstigsten ausfällt, war die deutsche Wirtschaftspolitik nur teilweise erfolgreich. Die Schweiz zeichnet sich im Drei-Länder-Vergleich durch die geringste Reformdynamik aus. For Germany, Austria and Switzerland, globalisation, the ageing of society and structural change all represent both opportunities and challenges. However, there are also specific national problems to be solved to improve the conditions necessary for exploiting employment and growth potential. In this respect, the economies of the three neighbouring countries start from very different positions. Whilst in Germany the growth rate has been low and unemployment high since the nineties, the two Alpine republics have been enjoying almost full employment. The Austrian economy has been more buoyant since the turn of the millennium and after several years of slow growth even the Swiss economy is now experiencing a boom. The "D A CH-Barometer" compares the three countries' reform policies for the period September 2002 to September 2006 and assesses their approaches to labour market, welfare, as well as tax and financial policy reform using selected economic criteria. The results show that the fundamentals required for increasing employment and growth have improved in all three countries. Whilst the Barometer reaches the most favourable conclusions about Austrian reforms, German economic policy is shown to have only been partly successful. The three-country comparison identifies Switzerland as having the least energetic reforms.

    Die gesamtwirtschaftliche Entwicklung wird in Deutschland stärker von der Industrie bestimmt als in den meisten anderen hochentwickelten Volkswirtschaften. Dabei gibt es eine Reihe von Megatrends des globalen Strukturwandels, welche die deutschen Unternehmen auch in Zukunft maßgeblich begünstigen können. Die fortschreitende Globalisierung und die zunehmende Wohlstandsorientierung der Bevölkerungen in den aufstrebenden Volkswirtschaften eröffnen den stark auf Vorleistungs- und Investitionsgüter ausgerichteten deutschen Industrieunternehmen gute Chancen. Hinzu kommen positive Impulse aus einer wachsenden Weltbevölkerung, die zunehmend in Städten leben wird. Auch die klimatischen Veränderungen, die steigende Ressourcennachfrage und die wachsenden Sicherheitsbedürfnisse erfordern industrielle Problemlösungen. Nicht zuletzt bieten die technologische Entwicklung und die steigende Bedeutung von Wissen und Information vielen Industrieunternehmen eine günstige Entwicklungsbasis. In welchem Maße der Standort Deutschland von diesen handfesten Chancen für Industrieunternehmen und industrienahe Dienstleister profitieren wird, hängt vom Engagement und der Innovationstätigkeit der Unternehmen ab sowie von der weiteren Ausgestaltung der wirtschaftlichen Rahmenbedingungen durch die Politik. Manufacturing industry has a stronger influence on overall economic development in Germany than in most other highly developed economies. Moreover, some of the megatrends which are currently revolutionising the global economy will continue to give German companies a considerable advantage. The advance of globalisation and the increasing interest of the populations of emerging economies in the fruits of their growing prosperity offer promising opportunities to German manufacturers with their focus on capital and intermediate goods. Further positive effects can be expected from the growth and increasing urbanisation of the world's population. Equally, climate change, the rising demand for natural resources and an increasing need for security are problems that will require industrial solutions. Last but not least, technological development and the growing importance of knowledge and information offer manufacturers a favourable basis for their own development. The extent to which German industry will profit from these real opportunities for the manufacturing and related service sectors will depend on the commitment and innovative drive of its companies and the business environment created by its political leaders.
