    Die Computerspieleentwicklung steht wie kaum eine andere Branche in Europa für kreative Wissensarbeit unter z. T. riskanten Beschäftigungsbedingungen. Die weltweiten Zahlen des Computerspielemarktes deuten darauf hin, dass wir es mit einer wachsenden Branche zu tun haben, deren Bedeutung in europäischen Volkswirtschaften eher zu- als abnehmen wird. Für drei Länder wird das Zusammenspiel von makro-institutionellen und branchenspezifischen Bedingungen sowie den Arbeits- und Beschäftigungssystemen auf der Unternehmensebene untersucht. Auf der Mikroebene wird ein Schwergewicht auf die Interessenvertretung, die Flexibilität von Arbeit und Beschäftigung sowie die Rolle der Ausbildung und Qualifizierung gelegt. Auf der makroinstitutionellen Ebene konzentriert sich die Studie auf das System der Arbeitsregulierung sowie das Ausbildungs- und das Finanzsystem. Die Verfasserin forscht und lehrt im Bereich komparativer Institutionenanalyse sowie globaler Wertschöpfungsketten. Along with only a small handful of European industries, video game development typifies creative knowledge work under high-risk employment conditions. Data on the global video game market indicate that the industry is expanding worldwide and will only continue to gain in relevance for European economies in the future. In this context, the author of this study analyses the interaction between macro-institutional and industry-specific conditions as well as work and employment systems at company level in three countries. At the micro-level, the author focuses on interest representation, employment flexibility and the role of worker qualifications and skills. At the macro-institutional level, she focuses on analysing labour regulation as well as on educational and financial systems. The author, Christina Teipen, conducts research and teaches in the areas of comparative institutional analysis and global value chains.

    Irregular migration from West Africa to Europe across the Sahara and Mediterranean is extremely risky for migrants and a key policy concern. A cluster-randomized experiment with 3,641 young men from 391 settlements in The Gambia is used to test three approaches to reducing risky migration: providing better information and testimonials about the risks of the journey, facilitating migration to a safer destination by providing information and assistance for migration to Dakar, and offering vocational skill training to enhance domestic employment opportunities. Current migration to Senegal was increased by both the Dakar facilitation and vocational training treatments, partially crowding out internal migration. The vocational training treatment reduced intentions to migrate the backway and the number of steps taken toward moving. However, the backway migration rate from The Gambia collapsed, even in the control group, resulting in no space for a treatment effect on irregular migration from any of the three interventions.

    Die Computerspieleentwicklung steht wie kaum eine andere Branche in Europa für kreative Wissensarbeit unter z. T. riskanten Beschäftigungsbedingungen. Die weltweiten Zahlen des Computerspielemarktes deuten darauf hin, dass wir es mit einer wachsenden Branche zu tun haben, deren Bedeutung in europäischen Volkswirtschaften eher zu- als abnehmen wird. Für drei Länder wird das Zusammenspiel von makro-institutionellen und branchenspezifischen Bedingungen sowie den Arbeits- und Beschäftigungssystemen auf der Unternehmensebene untersucht. Auf der Mikroebene wird ein Schwergewicht auf die Interessenvertretung, die Flexibilität von Arbeit und Beschäftigung sowie die Rolle der Ausbildung und Qualifizierung gelegt. Auf der makroinstitutionellen Ebene konzentriert sich die Studie auf das System der Arbeitsregulierung sowie das Ausbildungs- und das Finanzsystem. Die Verfasserin forscht und lehrt im Bereich komparativer Institutionenanalyse sowie globaler Wertschöpfungsketten. Along with only a small handful of European industries, video game development typifies creative knowledge work under high-risk employment conditions. Data on the global video game market indicate that the industry is expanding worldwide and will only continue to gain in relevance for European economies in the future. In this context, the author of this study analyses the interaction between macro-institutional and industry-specific conditions as well as work and employment systems at company level in three countries. At the micro-level, the author focuses on interest representation, employment flexibility and the role of worker qualifications and skills. At the macro-institutional level, she focuses on analysing labour regulation as well as on educational and financial systems. The author, Christina Teipen, conducts research and teaches in the areas of comparative institutional analysis and global value chains.

    This paper undertakes a meta study on informal apprenticeship in developing countries. It compares the findings of country-level research conducted by the ILO and others in the past 15 years to shed more light on apprenticeship systems in the informal economy. It discusses the features and practices of informal apprenticeship systems, their responsiveness to rights at work, and the effectiveness of such systems along criteria such as dropouts, training quality, and transitions to employment. The analysis is complemented by a selected number of country case studies that describe and assess the policies and programmes that were introduced during past years to strengthen and upgrade apprenticeship systems in the informal economy. The findings aim to improve understanding of this complex, heterogenous, yet self-sustained training system in the informal economy for evidence-based discussions and policy dialogue between ILO constituents and beyond.

    We examine how education expansions affect the job opportunities for workers with and without the new education. To identify causal effects, we exploit a quasi-random establishment of Universities of Applied Sciences (UASs), bachelor-granting three-year colleges that teach and conduct applied research. By applying machine-learning methods to job advertisement data, we analyze job content before and after the education expansion. We find that, in regions with the newly established UASs, not only job descriptions of the new UAS graduates but also job descriptions of workers without this degree (i.e., middle-skilled workers with vocational training) contain more high-skill job content. This upskilling in job content is driven by an increase in high-skill R&Drelated tasks and linked to employment and wage gains. The task spillovers likely occur because UAS graduates with applied research skills build a bridge between middle-skilled workers and traditional university graduates, facilitating the integration of the former into R&D-related tasks.

    The EU member states in Central and Eastern Europe (EU-CEE) have been experiencing increasing labour shortages, which only briefly subsided in the wake of the COVID-19 pandemic. Ongoing demographic decline suggests that labour shortages will only get stronger over time. As a result, the bargaining power of labour has increased, wages have been generally rising ahead of labour productivity, and industrial action (strikes) - the level of which has remained low in recent decades - has emerged in some instances. In the face of labour and skill shortages, people have been investing in education. The share of employees with tertiary education has increased, and vocational training has gained in importance, although active labour market policies have been used only selectively. Employers have increasingly been investing in fixed assets, especially in manufacturing, and the degree of robotisation has risen strongly. Despite domestic concerns that automation would generate massive job losses, our findings suggest that capital deepening has taken place faster where labour was in higher demand. Thus, labour was not substituted with capital, but rather the complementary effect prevailed. Employment actually increased in EU-CEE over the past two decades - despite the shrinking working-age population. Employers could hire not only the formerly unemployed, but also the formerly inactive, and used the relaxed immigration policies to attract foreign workers, especially from Ukraine and the Western Balkans. Czechia, Hungary, Slovenia and Slovakia and most recently Poland have become net receivers of migrants, while in Bulgaria immigration largely compensates for the natives who go abroad. However, immigration from non-European countries as a general solution to the problem of labour shortages in the region is highly problematic in the current domestic political context. Overall, both our findings for the EU-CEE region over recent years and the experience of Western Europe during the 'golden age' (1950- 1973) suggest that labour shortages are not in themselves an obstacle to rapid structural change and income growth. However, for such an economic model to be sustainable, more active government policies will be needed, such as greater public investment in education and training, higher minimum wages in order to encourage automation, and more extensive welfare networks in order to deal with the possible negative short-run side-effects of automation.

    Using a randomised experiment, we show that providing better information about prospective jobs to vocational trainees can improve their placement outcomes. The study setting is the vocational training programme DDU-GKY in India. We find that including in the training two information sessions about placement opportunities make trainees 17% more likely to stay in the jobs in which they are placed. We argue that this effect is likely driven by improved selection into training. As a result of the intervention, trainees that are over-optimistic about placement jobs are more likely to drop out before placement.

    This paper presents evidence on the short and long-term impact of the first COVID-19 wave on India's rural youth. We interviewed about 2,000 vocational trainees from Bihar and Jharkhand between March 2020 and March 2021. We report a stark difference between men and women: while many male workers took up informal employment, most female workers dropped out of the labour force. Using a randomised experiment, we find that a government supported digital job platform does not increase job search or employment. Our findings suggest that bridging the gap between rural youths and urban formal labour markets requires much more active and targeted policy interventions, especially for female workers.

    Based on a randomized controlled trial conducted on extremely poor youths in Nepal, we report the impact of a vocational training program that offered long-duration training combined with incentives for trainers tied to trainees' success. Furthermore, to mimic the practices in the field, a component of the program allowed trainers to select trainees from eligible applicants. For the trainees that were randomly selected, after nine months of program completion, we found no significant effect of the training on the outcomes except for employment prospects. However, we observed some improved outcomes for the trainees selected by trainers. The findings are consistent with the observed pattern of finding a better outcome when the program implementers non-randomly select the treatment groups. Our investigation thus points out that trainee selection can provide a better outcome of vocational training.

    What are the economic returns to education in Australia? Using data from the 2018-2022 waves of the Household, Income and Labour Dynamics in Australia survey, and taking account of existing estimates of ability bias and social returns to schooling, I estimate the economic return to various levels of education. As in Leigh (2008), which used data from the 2001-2005 waves of the same survey, I report large returns. Across high school, vocational education and university qualifications, an additional year of schooling raises hourly wages by 7 percent, boosts annual earnings by 13 percent, and increases the probability of reporting positive earnings by 4 percentage points. In terms of hourly wages, the largest per-year returns are from completing a Bachelor degree. In terms of annual earnings, the largest per-year returns are from completing year 12. Testing for changes in returns to schooling over time provides little evidence of systematic trends over the period 2001-2022. Over the lifecycle, returns to education tend to decline from age 60 for high school and vocational qualifications, and tend to decline from age 55 for university qualifications, suggesting that the value of education diminishes as workers approach retirement age.
