    We estimate the causal effect of parole on recidivism by exploiting the random assignment of parole board members to hearings in Quebec prisons. Board members vary in their propensity to grant parole and to place parolees to supervised halfway houses. We find that parole decreases the likelihood of recidivism by 8 percentage points within 5 years. Parolees at the margin of remaining incarcerated spend on average 4 fewer months incarcerated during the course of the next 5 years. This effect is largely driven by the direct release of parolees, but also by reduced incarceration time in future sentences. We further investigate the role of halfway houses in the reintegration process by estimating their effect on different groups of compliers. Our analysis shows that a stay in a halfway house is especially effective for convicts at the margin of remaining incarcerated

    Increasing evidence suggests that incarceration can improve the social reintegration of inmates in some circumstances. Yet, the mechanisms through which incarceration may favor rehabilitation remain largely unknown. This paper exploits variations in program availability in Quebec (Canada) to estimate their effects on recidivism. We find that reintegration programs can substantially decrease the probability of future incarceration. However, this is mitigated by an increase in the probability of future community sentences, though these are associated with less serious offenses. Programs addressing self-development, violent behavior, or education and employment deficiencies exhibit strong effects. Conversely, those focusing on addiction issues and other program types are not found to affect recidivism. These results suggest that specific rehabilitation programs can explain the beneficial effects of incarceration found in the literature

    We estimate the causal impact of access to means-tested public health insurance coverage (Medicaid) on health outcomes and recidivism for those recently released from incarceration. To do so, we leverage a policy change in South Carolina that allowed simplified Medicaid re-enrollment for previously incarcerated eligible individuals. Using linked administrative data on criminal convictions and health insurance claims, we find that reducing barriers in access to Medicaid for vulnerable populations increases enrollment and utilization of health care services. However, we do not find that this improved health care insurance access reduces 1-year or 3-year recidivism, suggesting that effectiveness of such policies is context dependent.

    In 2005, Germany introduced the integrated welfare benefit 'unemployment benefit II' for needy individuals capable of working and their families. In line with international trends, the benefit system is characterised by a broad definition of eligibility and a focus on labour market integration through activation. The heterogeneous recipient groups comprise not only unemployed individuals but also, e.g. low-wage and part-time workers and recipients with family responsibilities. Not only individual employment take-up can enable exits from benefit receipt, but also changes in household composition or household income. A considerable share of exits is only temporary, i.e. former recipients become dependent on benefits again after a short time. Using rich administrative data and estimating discrete-time hazard rate models, we analyse non-employed benefit recipients' chances to exit from and to remain independent of benefit receipt considering different exit routes. We find that employment-related exits from benefit receipt are more stable than others are. Labour market resources are important particularly for employment-related exits, but do not safeguard former recipients from returning to benefit receipt. Among sociodemographic characteristics, cumulative disadvantages for foreign citizens and for the labour market integration of older recipients emerge in that they are associated with low exit and high return probabilities. The results call for differentiated measures addressing not only specific subgroups but also different exit strategies. Im Jahr 2005 wurde in Deutschland die integrierte Sozialleistung "Arbeitslosengeld II" für erwerbsfähige Hilfebedürftige und deren Familien eingeführt. Im Einklang mit internationalen Trends ist das Leistungssystem durch eine breite Definition der Anspruchsberechtigung und einen Schwerpunkt auf der Arbeitsmarktintegration durch Aktivierung gekennzeichnet. Die heterogenen Empfängergruppen umfassen nicht nur Arbeitslose, sondern z.B. auch Geringverdiener, Teilzeitbeschäftigte und größere Familien. Nicht nur die individuelle Aufnahme einer Beschäftigung kann den Ausstieg aus dem Leistungsbezug ermöglichen, sondern auch Veränderungen in der Haushaltszusammensetzung oder im Haushaltseinkommen. Ein beträchtlicher Teil der Ausstiege ist nur vorübergehend, d. h. ehemalige Leistungsbeziehende sind nach kurzer Zeit wieder auf Leistungen angewiesen. Unter Verwendung umfangreicher administrativer Daten und durch Schätzung diskreter Verweildauermodelle analysieren wir die Chancen von nicht erwerbstätigen Leistungsbeziehenden, aus dem Leistungsbezug auszusteigen und unabhängig davon zu bleiben, wobei wir verschiedene Ausstiegswege berücksichtigen. Wir stellen fest, dass beschäftigungsbezogene Ausstiege aus dem Leistungsbezug stabiler sind als andere. Arbeitsmarktressourcen sind vor allem für einen beschäftigungsbezogenen Ausstieg wichtig, schützen ehemalige Leistungsbeziehende aber nicht unbedingt vor einer Rückkehr in den Leistungsbezug. Unter den soziodemografischen Merkmalen zeigen sich kumulative Nachteile für ausländische Staatsangehörige und für die Arbeitsmarktintegration älterer Leistungsempfänger, da sie mit niedrigen Ausstiegs- und hohen Rückkehrwahrscheinlichkeiten verbunden sind. Die Ergebnisse erfordern differenzierte Maßnahmen, die nicht nur auf bestimmte Untergruppen, sondern auch auf unterschiedliche Ausstiegsstrategien abzielen.

    We examine 70,581 felony court cases filed in Chicago, IL during the period 1990-2007. We exploit case randomization to assess the impact of judge assignment and sentencing decisions on the arrival rates of new charges. Relative to prior research, we document an important source of heterogeneity in the impact of incarceration on recidivism. Incarceration creates lasting reductions in recidivism among first offenders but not repeat offenders. We present suggestive evidence that these reductions among first offenders primarily reflect outcomes for offenders who live in lower-crime areas of the city and are not involved in the drug trade. During our sample period, Illinois parole officers were able to issue arrest warrants for former inmates under their supervision. These powers place former inmates at significant risk of returning to prison as punishment for violations of technical conditions of their supervision. However, we find no evidence that these police powers increased the arrival rate of new charges against formerly incarcerated offenders. Incarceration does not reduce the arrival of new criminal charges among repeat offenders, and this outcome is not the result of parole officers over-policing repeat offenders.

    Increasing evidence suggests that incarceration, under certain circumstances, can improve inmates' social reintegration upon release. Yet, the mechanisms through which incarceration can lead to successful rehabilitation remain largely unknown. This paper finds that participation in social rehabilitation programs while incarcerated can significantly reduce recidivism. This result is entirely driven by inmates whose risk and needs were evaluated by a widely used assessment tool identifying their criminogenic needs. For this group, we estimate that participation in these programs reduces recidivism by about 9 percentage points within three years following release. Our results suggest targeting criminogenic needs is crucial for successful rehabilitation. We also find considerable heterogeneous program treatment effects: inmates with a high overall risk score, or who exhibit procriminal attitudes, benefit little if at all from program participation. We investigate the stability of the treatment effect coefficients and conclude they unlikely suffer from an omitted variable bias.

    Communities across the United States are reconsidering the public safety benefits of prosecuting nonviolent misdemeanor offenses. So far there has been little empirical evidence to inform policy in this area. In this paper we report the first estimates of the causal effects of misdemeanor prosecution on defendants' subsequent criminal justice involvement. We leverage the as-if random assignment of nonviolent misdemeanor cases to Assistant District Attorneys (ADAs) who decide whether a case should move forward with prosecution in the Suffolk County District Attorney's Office in Massachusetts. These ADAs vary in the average leniency of their prosecution decisions. We find that, for the marginal defendant, nonprosecution of a nonviolent misdemeanor offense leads to large reductions in the likelihood of a new criminal complaint over the next two years. These local average treatment effects are largest for first-time defendants, suggesting that averting initial entry into the criminal justice system has the greatest benefits. We also present evidence that a recent policy change in Suffolk County imposing a presumption of nonprosecution for a set of nonviolent misdemeanor offenses had similar beneficial effects: the likelihood of future criminal justice involvement fell, with no apparent increase in local crime rates.
