    Anhand von Paneldaten für Deutschland, die Schweiz, Großbritannien und die USA wird die Auswirkung der Mitgliedschaft in einer Gewerkschaft auf Parteipräferenzen untersucht. Die Kontrolle zeitinvarianter Selektionseffekte stellt heraus, dass Gewerkschaften einen zwar leichten, aber stetigen linkspolitischen Einfluss auf den durchschnittlichen Arbeitnehmer ausüben, der einer Gewerkschaft beitritt, sie jedoch nicht mehr auf die Präferenzen der Mitglieder der Arbeiterklasse einwirken können. Mit einem longitudinalen Ansatz zeigen wir, dass Veränderungen bei den Parteipräferenzen auf die bereits vorhandenen Neigungen von Mitgliedern und auf die in den Gewerkschaften vorherrschenden politischen Ansichten zurückzuführen sind. Gewerkschaften ziehen vor allem Personen an, die deren politische Gesinnungen bereits teilen. Diese schon bestehenden linken Überzeugungen bewirken einen zusätzlichen Linksruck über einen Mechanismus der Wertekongruenz, der durch Interaktionen mit langjährigen Gewerkschaftsmitgliedern ausgelöst wird, die politisch noch weiter links stehen als jene, die erst vor Kurzem beigetreten sind. Dementsprechend vertreten neue Mitglieder aus der Arbeiterklasse weniger ausgeprägte linke Ansichten, bevor sie einer Gewerkschaft beitreten, und infolge enttäuschter Erwartungen vertiefen sich ihre Überzeugungen, nachdem sie Mitglied geworden sind. Relying on panel data for Germany, Switzerland, the United Kingdom, and the United States, the paper examines the impact of union membership on partisan preferences. By leveraging panel data to control for time-invariant selection effects, we show that unions exert a small consistent left-wing influence on the average wage earner who becomes affiliated, but they are no longer able to modify the preferences of working-class members. A longitudinal approach reveals that changes in partisan preferences can be linked to members’ preexisting predispositions and to the prevalent political views within unions. Unions mainly attract individuals who already share their political inclinations before joining. These preexisting left-wing convictions allow an additional left-wing shift to take place through a value congruence mechanism provoked by interactions with long-term union members who are even more left-wing oriented than the newcomers. Symmetrically, working-class joiners exhibit less pronounced left-wing inclinations before becoming affiliated, a gap that widens further after they join as a consequence of their unmet expectations.

    We analyze recent developments in Bolivia's politics through the lens of political cleavage theory, in particular cleavage displacement. Bolivia's current party system is characterized by a stable and dominant MAS at one end of the spectrum, and at the other a fractious, unstable collection of parties, movements, and other vehicles that have failed to articulate a coherent set of political ideas. It emerged when the previous party system collapsed in 2003-05, shifting politics from a conventional left-right axis of competition unsuited to Bolivian society, to an ethnic/rural vs. cosmopolitan/urban axis closely aligned with its major social cleavage. But society did not freeze in 2005. We analyze the deep roots of Bolivia's current politics, and explore emerging or changing generational, ethnic, urban-rural, regional, class, and religious divides. Understanding how cleavages interact to determine political outcomes allows us to make sense of the deep tensions and sources of instability that both Bolivia, and the MAS internally, currently face, and to shine a light on major coming challenges.

    How important are political parties in motivating and disciplining elected officials? Using a difference-in-discontinuity design, we study how shocks to incumbents're-election probabilities affect legislative behavior in a setting where parties fully control candidate selection. We find that within-session variation in lame-duck status has a strong negative effect on the probability of showing up in parliament to vote. We find, however, no clear evidence that lame-duck status affects the extent to which legislators deviate from the party line. Our findings align well with the citizen-candidate framework, where candidates have fixed ideological positions that do not vary based on electoral incentives.

    The persistence literature in economics and related disciplines connects recent outcomes to events long ago. This influential literature marks a promising development but has drawn criticism. We discuss two prominent examples that ground the rise of the Nazi Party in distant historical roots. Several econometric, analytical, and historical errors undermine the papers' contention that deeply rooted culture and social capital fueled the Nazi rise. The broader lesson is that research of this type works best when it incorporates careful econometrics, serious consideration of underlying mechanisms (including formal theory), and, most important, scrupulous attention to history and to the limitations of historical data.

    Am 26. September 2021 fand die Wahl zum 20. Deutschen Bundestag statt. In diesem Working Paper werden die Zweitstimmenergebnisse der in den Bundestag gewählten Parteien räumlich differenziert auf Gemeinde- und Kreisregionsebene analysiert. Dabei wird untersucht, welche Unterschiede in den Stimmergebnissen es bezüglich des Faktors „Ländlichkeit“ gibt. Zugrunde liegen dabei der Ländlichkeitsindex des Thünen-Instituts für Ländliche Räume und die Thünen-Typisierung ländlicher Räume. Unsere Analyse zeigt teilweise sehr deutliche Unterschiede der Zweitstimmenergebnisse der Parteien bei der Bundestagwahl 2021 in Abhängigkeit von der Ländlichkeit der Gemeinden, in denen die Ergebnisse erzielt wurden, und auch von dem Kreisregionstyp, in dem die Gemeinde liegt. Ebenfalls auffallend sind die deutlichen Unterschiede zwischen den Ergebnissen in Ost- und Westdeutschland. Die Unterschiede zwischen ost- und westdeutschen Wahlergebnissen sind bei der Linken und der AfD am größten, bei der SPD am geringsten. Ein ausgeprägter Zusammenhang zwischen dem Grad der Ländlichkeit auf Gemeindeebene und dem Stimmenanteil zeigt sich bei Bündnis90/Die Grünen (verallgemeinert: je ländlicher, desto geringer der Stimmenanteil) und bei der AfD für die ostdeutschen Gemeinden (verallgemeinert: je ländlicher, desto höher der Stimmenanteil, allerdings nur bis zu einem bestimmten Ländlichkeitswert, ab dem die Stimmenanteile dann wieder zurückgehen.). Auf Ebene der Kreisregionen weisen die CDU/CSU, die AfD und die „sonstigen Parteien“ deutlich höhere durchschnittliche Stimmenanteile in eher und sehr ländlichen Räumen als in nicht-ländlichen Räumen auf. Bündnis90/Die Grünen und die Linke erzielen dagegen in nicht-ländlichen Räumen deutlich höhere Anteile als in den beiden ländlichen Regionstypen. Relativ ausgeglichen über die Regionstypen sind die Stimmenergebnisse von SPD und FDP. On September 26, 2021, the election for the 20th German Bundestag took place. In this working paper, we analyze the election results at the level of municipalities and district regions with respect to the factor "rurality". The analysis is based on the rurality index of the Thünen Institute for Rural Areas and the Thünen typology of rural areas. Our analysis shows some very significant differences in the results of the parties in the 2021 federal election depending on the rurality of the municipalities in which the results were obtained and also on the county region type in which the municipality is located. Also striking are the marked differences between the results in eastern and western Germany. The smallest differences between East and West German election results are largest for Die Linke and the AfD, and smallest for the SPD. A pronounced correlation between the degree of rurality at the municipality level and the share of the vote can be seen for Bündnis90/Die Grünen (generalized: the more rural, the lower the share of the vote) and for the AfD for the eastern German municipalities (generalized: the more rural, the higher the share of the vote, but only up to a certain rurality value, above which the share of the vote then declines again). At the level of the district regions, the CDU/CSU, the AfD and the "other parties" have significantly higher average vote shares in rather and very rural areas than in non-rural areas. Bündnis90/Die Grünen and Die Linke, on the other hand, achieve significantly higher shares in non-rural areas than in the two rural region types. The vote shares of the SPD and FDP are relatively balanced across the different types of region.

    We use electoral survey data to examine the impact that two large external shocks had on the development of New Zealand First (NZF), one of the oldest populist parties in the OECD. We find that structural reforms, which led to large negative impacts on particular locations, and immigration reforms, which led to large spatially concentrated increases in skilled migration, both increased voting for NZF in its first years of existence. These shocks led to changes in political attitudes and policy preferences and had persistent effects on voting for NZF even twenty years later. Overall, they play an important role in explaining the rise of populism in NZ. Understanding how these shocks led to the development of NZF is particularly relevant for thinking about how populism has been extending its reach in the 2010s.

    We investigate the influence of anti-immigrant parties on foreigners' location choices in Italy. Considering municipal elections from 2000 to 2018, we create a database that includes a scientific-based classification on the anti-/pro-immigration axis of all Italian political parties based on experts' opinions. Via the adoption of a regression discontinuity design, we find that the election of a mayor supported by an anti-immigrant coalition significantly affect immigrants' location choices only when considering the most recent years. This finding does not appear to be driven by the enactment of policies against immigrants but by an 'inhospitality effect', which got stronger over time due to the exacerbation of political propaganda at the national and local level.

We find that structural reforms, which led to large negative impacts on particular locations, and immigration reforms, which led to large spatially concentrated increases in skilled migration, both increased voting for NZF in its first years of existence. These shocks led to changes in political attitudes and policy preferences and had persistent effects on voting for NZF even twenty years later. Overall, they play an important role in explaining the rise of populism in NZ. Understanding how these shocks led to the development of NZF is particularly relevant for thinking about how populism has been extending its reach in the 2010s.
