    Governmental and public organisations have historically been generating and accumulating vast amounts of data which could provide many potential benefits for society and national economies. One example of an important dataset is accounts payable providing information about purchases and expenditures of the governmental sector. Academic research in the area of open data is rather new and fragmented. There is a gap in understanding socio-economic impact of open government data ex post at organisational level. This research aims to understand what kind of socio-economic impact a municipality gains by publishing accounts payable as open data, and how municipalities perceive the major benefits, challenges and risks related to open publishing of this dataset. For analysis, we use the example of Swedish municipalities that are already publishing or preparing to publish accounts payable dataset as open data. We discuss costs related to open data initiative, and benefits related to open publishing of analysed dataset. We also provide more insights into benefits and challenges perceived by municipalities in relation to open publishing of accounts payable.

    The paper at hand provides deep insights into the development of the German bioeconomy at the municipality level. The aim was to find out which determinants play a role in the location of bioeconomy patents at the municipality level and to analyze the respective stages of the bioeconomy in the industry life cycle (ILC). Within the three fields of biomass, biotechnology, and biomaterials, subfields were built through a keyword-driven approach to capture the bioeconomy. We conducted a logit regression model using the following data sets: population density, the area of forestry and agriculture, German Federal subsidy data, topic-specific patents and publications, as well as the overall patent and publication activity. The results indicate that the researched bioeconomy fields are in different stages of their life cycles and that they perhaps change the known structure of the life cycles. It appears that bioeconomy patents rather emerge in rural areas, and that there is only a minor influence of the usage of the surrounding landscape. Most of the subfields show a positive reaction to public subsidies. Furthermore, path dependence is strongly influencing the occurrence of bioeconomy patents. Our research can be used by diverse stakeholder groups, especially federal and local politicians as well as scientists, and contribute to the understanding of the bioeconomy on the so far relatively uncommon, but comprehensive level of municipalities.

    We study the role of education during the COVID-19 epidemic in Italy. We compare the trends of mortality rates between municipalities with different shares of educated residents between 2012 and 2020, by means of a continuous event study model and controlling for many confounders. We find that education played a protective role, significantly reducing mortality rates, during the first wave of the pandemic (between March and May 2020), but not during the second wave (between October and December 2020). We tentatively interpret this finding as the outcome of the interplay between education and public health communication, whose coherence and consistency varied between the different stages of the epidemic.
