    Science, innovation, knowledge and digital technologies have played a fundamental role in the growth potential, social inclusion and environmental sustainability of countries in recent decades, and have become even more important in the context of the crisis caused by the coronavirus disease (COVID-19) pandemic.While Latin American and Caribbean countries have adopted various measures —many of them based on access to technology— to tackle the effects of the pandemic, the region’s structural challenges have become more pronounced, and the need for more comprehensive, complex, participatory and capable innovations systems more evident. This document identifies the areas where efforts should be focused to make progress towards new, more inclusive and sustainable development strategies in which science, technology and innovation are key players for a transformative recovery.     Purpose: This study aims to present the overview of intellectual capital creation micro-mechanisms concerning formal and informal knowledge processes. The organizational culture, transformational leadership, and innovativeness are also included in the investigation as ascendants and consequences of the focal relation of intellectual capital and knowledge processes. Method: The empirical model was developed using the structural equation modeling (SEM) method based on a sample of 1,418 Polish knowledge workers employed in the construction, healthcare, higher education (HE), and information technology (IT) industries. Findings: The study exposes that the essence of transformational leadership innovativeness oriented is developing all intellectual capital components. To do so, leaders must support both formal and informal knowledge processes through the organizational culture of knowledge and learning. Furthermore, for best results of the knowledge transformation into intellectual capital, the learning culture must be shaped by both components: learning climate and acceptance of mistakes. Originality: This study presents the "big picture" of all intellectual capital creation micro- mechanisms linking transformational leadership with organizational innovativeness and explains the "knowledge paradox" identified by Mabey and Zhao (2017). This explanation assumes that intellectual capital components are created informally (i.e., human, and relational ones) and formally (i.e., structural ones). Therefore, for best effects, both formal and informal knowledge processes must be supported. Furthermore, this study exposes that the intensity of all explored micro-mechanisms is industry-specific. Implications: Presented findings can be directly applied to organizations to enhance innovativeness. Namely, leaders who observe that the more knowledge is formally managed in their organizations, the less effective the knowledge exchange is - should put more effort into supporting informal knowledge processes to develop human and relational intellectual capital components smoothly. Shortly, leaders need to implement an authentic learning culture, including the mistakes acceptance component, to use the full organizational potential to achieve intellectual capital growth. Intellectual capital growth is essential for innovativeness.

    Nordostdeutschland ist einer der räumlichen "Hotspots" der deutschen Energiewende für die Windkraft an Land wie auch für andere Anlagen erneuerbarer Stromproduktion. In Brandenburg und Mecklenburg-Vorpommern wurden dazu in den letzten Jahren vielfältige Erfahrungen gesammelt und Herausforderungen seitens der Regionalplanung gemeistert. Der Forschungsbericht analysiert dieses dynamische Themenfeld aus der Perspektive der Innovationsforschung. Ansätze der Innovationsforschung werden vorgestellt und auf ihre Relevanz für die Analyse des Planungssystems diskutiert, Rahmenbedingungen der regionalen Steuerung der Energiewende in Bund und Ländern werden beschrieben. Diskussionen mit Fokusgruppen untermauern die Betrachtungen empirisch. Der Forschungsbericht macht sichtbar, welche Beiträge die Regionalplanung zu den Erfolgen insbesondere im Windkraftausbau der letzten Jahre geleistet hat. Wenngleich Akteure der Regionalplanung sich in ihrer traditionellen Selbstbeschreibung nicht unbedingt als innovativ verstehen, sind sie sich aber bewusst, dass sie an tiefgreifenden Veränderungen mitwirken. Northeast Germany is one of the spatial "hotspots" of the German energy transition for onshore wind power as well as for other renewable electricity production facilities. Regional Planning in Brandenburg and Mecklenburg-Western Pomerania gained a wide range of experience in recent years and mastered respective challenges. This report analyses this dynamic topic area from the perspective of innovation research. It presents and discusses approaches of innovation regarding their relevance for the analysis of the planning system; it explains framework conditions of the regional control of the energy transition in the federal and state governments. Discussions with focus groups provided empirical support for the observations. The report enlightens the contributions of regional planning to the successes of recent years, especially in the expansion of wind power. Although actors in regional planning do not necessarily see themselves as innovative in their traditional self-description, they are aware that they are involved in profound changes. The title of this report evokes the question about the innovative power of regional planning. In general, we can answer this question in a positive way. We detected atmospheres of innovativeness in supra-local spatial planning in terms of informal moderation of social negotiation processes, with regard to the development of goals and guiding principles, but also in the transformation of formal regional planning processes. This necessary transformation did not only follow a top-down approach, but was actively promoted at all levels of the planning system. Hence, the challenging transformation process of the energy transition was not only a conflict driver, but also an "innovation driver". It created a climate of innovation in the field of action of regional planning.
