    The ex ante analysis aims, among other aspects, to formulate public policies and design government programs that are born ready to be monitored and evaluated. Evidence-based policies and programs may be improved only if each step taken by public action leaves some traces for the monitoring of inputs, processes, and outputs. In the long run, the monitoring system must leave clues that can be used to identify the results and impacts of the policy or program that have been sedimented along the way. This Discussion Paper complements the previous Ex Ante Analysis of Public Policies: theoretical-conceptual foundations and methodological guidelines for practical purposes (Discussion Paper, n. 2817). While that previous study details and guides the use of theoretical references and serves as a methodological guide for the ex ante analysis, this work is devoted to exploring how to design and implement monitoring and evaluation systems and cycles. This paper encourages the emergence of a community of experts on guidance and facilitating activities aimed at ex ante analysis. This qualification is essential for crafting policies and programs to demonstrate their raison d'être to the public and their biggest and best benefits to society.

    This ethnographic study explores the implementation of bilingual education in Mozambique: how it is understood, adapted, and resisted by school directors, teachers, and local officials. Bilingual education uses local languages in early grades before a gradual shift into Portuguese, which most Mozambican children do not speak when entering school. Our study confirms that students participate actively and understand content better in bilingual classes. Regardless of education policy, school directors decide whether or not to form bilingual classes. They report pressure from parents for Portuguese-only instruction because of misunderstanding about the nature of bilingual education, poor resourcing, and fears about students failing tests. Some teachers demonstrate an impressive ability to provide bilingual education despite a lack of training and materials. Others resist and do little to hide their negative attitude. District officers are not able to supply schools with basic materials for local-language teaching. We conclude that bilingual education has lost momentum in Mozambique.

    An intervention project is a proposal structured to intervene on a relevant public policy problem to offer a very specific and prototyped solution, based on a model. The project is aimed at the decision support of an organization with governance over the referred problem. The core of an intervention project is implementation, that is, the execution of actions from inputs and processes to the generation of one or more products. In some cases, these projects progress to the point of mapping processes and predicting, in detail, indicators, results and impacts to be achieved, respectively, in the short, medium and long term. But the solution chosen by a project has to meet the strategic requirement of focusing on a "node" (or bottleneck) of the problem to positively change its status. This is what justifies the project and its products. In addition to offering basic guidelines to the formulation of intervention projects with reasonable innovative potential, this working paper provides recommendations so that the implementation to be carried out by the "street level" bureaucracy maintains its adherence to the public policy strategy that originated it, avoiding what is known as the formulation of the implementation and also the mistake of developing projects that can be very successful, delivering a simple product, but do not contribute to achieve medium-term results and long-term impacts to overcome the central problem of public policy.

    When governments launch policies or programs without any prior analysis, with unclear objectives, undefined or unjustifiable public selection, poorly conceptualized interventions, fragmented and often contradictory actions, without indicators and targets, and with insufficient inputs (small and poorly trained teams; reduced budget, and intermittent flow of resources), the chance that anything goes right is zero. The ex-ante analysis is an examination that seeks to identify inconsistencies and incoherences and fill in some of these gaps with answers and recommendations. This true existential void of many policies and programs that always had or have acquired difficulties in answering who are we, where do we come from and where are we going to makes ex-ante analysis more necessary than ever. The ex-ante analysis is an approach with a very specific methodology and is still mastered by a few people. The main purpose of this working paper is to detail and clarify the references and, more precisely, the ex-ante analysis methodology, in order to make it increasingly user-friendly, practical, applied, and in the public domain. The paper provides a roadmap to leaders, policymakers, program designers, public managers, advisors, consultants, and the public. If they gain fluency in ex-ante's grammar, they will be more assertive in the dialogue for solutions to overcome collective problems. This working paper also encourages the formation of a community of experts in moderation and process facilitation of ex-ante analysis. Such qualification is crucial for crafting policies and programs born ready to be monitored and evaluated so as to demonstrate their "raison d'être" to the public.

    Does information dissemination among beneficiaries of welfare programmes mitigate their implementation failures? We present experimental evidence in the context of a rural public works programme in India, where we assess the impact of an intervention that involves dissemination of publicly available micro-level data on last mile delays in payment and programme uptake, along with a set of intermediate outcomes. The findings point to a substantial reduction in last mile payment delays along with improvements in awareness of basic provisions of the programme and process mechanisms while indicating a limited effect on uptake. However, we find a considerable increase in uptake in the subsequent period, which is potentially indicative of an 'encouragement' effect through the reduction in last mile delays. A comparatively higher impact on payment delay was found for deprived communities. The findings lay a platform for an innovative information campaign that can be used by government and civil society organizations as part of transparency measures to improve efficiency.

    In this article we combine Debreu's (1952) social system with Hurwicz's (1994, 2008) ideas of embedding a "desired" game form into a "natural" game form that includes all feasible behavior, even if it is "illegal" according to the desired form. For the resulting socio-legal system we extend Debreu's concepts of a social system and its social equilibria to a socio-legal system with its Debreu-Hurwicz equilibria.We build on a more general version of social equilibrium due to Shafer and Sonnenschein (1975) that also generalizes the dcmechanism of Koray and Yildiz (2018) which relates implementation via mechanisms with implementation via rights structures as introduced by Sertel (2001). In the second part we apply and illustrate these new concepts via an application in the narrow welfarist framework of two person cooperative bargaining. There we provide in a socio-legal system based on Nash's demand game an implementation of the Nash bargaining solution in Debreu-Hurwicz equilibrium.

    Im öffentlich-politischen Diskurs liegt zunehmend ein Fokus darauf, Alternativen zu den gegenwärtigen auto-orientierten Mustern der individuellen Mobilität zu finden. Daher ist das Interesse an den unter sozialen, ökonomischen und Umweltaspekten nachhaltigen Fortbewegungsarten des zu Fuß Gehens und Radfahrens gestiegen und diese Dissertation untersucht den Umsetzungsprozess von Fußgänger- und Fahrradstrategien in britischen Kommunen. Die Ergebnisse einer quantitativen Befragung per (postalischem) Fragebogen werden mit vertiefenden, qualitativen Fallstudien von spezifischen Kommunen zusammengeführt. Die Fallstudien wurden über einen eigens zu diesem Zweck entwickelten Fallstudienauswahlindex bestimmt (Case Study Selection Index - CSSI). Im Rahmen dieser Arbeit werden Bedingungen und Faktoren benannt, die Umsetzungsergebnisse beeinflussen und es wird ein entwickelt konzeptionelles Modell entwickelt, welches diese Faktoren in Beziehung zueinander stellt. Dies ist die erste Arbeit, die sich mit dem Umsetzungsprozess - und nicht seinen Ergebnissen - in einem Themenfeld der politischen Entscheidungsfindung in Großbritannien befasst. Eines der Ziele war es, die Ergebnisse für Umsetzungsakteure vor Ort relevant zu machen. Zu diesem Zweck wurden die Ergebnisse zu Handlungsempfehlungen zusammen gefasst, die sich auf das neue, konzeptionelle Umsetzungsmodell stützen um die Chancen, Probleme und Lösungen zu präsentieren, die für die Umsetzung von Fußgänger- und Fahrradstrategien relevant sind. Die Handlungsempfehlungen sollen Akteuren auf allen Ebenen dabei helfen, Umsetzungsergebnisse zu verbessern. Das konzeptionelle Modell leistet einen wichtigen Beitrag zu sowohl dem theoretischen Diskurs zur Umsetzung - der in den letzten Jahren nicht sehr rege geführt wurde - als auch zur Analyse von Umsetzung in der Praxis. Zusammen bilden die Handlungsempfehlungen und das Modell ein - hoffentlich - nützliches, einfaches und praxisnahes Werkzeug, das Akteuren helfen kann, die Umsetzungsprozesse, deren Teil sie sind, zu verbessern. ...
