    This study analyses the development policy measures of the German Federal Ministry for Economic Cooperation and Development (BMZ) in Mali and Senegal. In particular, it discusses the extent to which the BMZ guidelines Marshall Plan and Gender GAP II can be implemented in the measures to empower women and girls in the areas of education and labour market integration. Until now, there is only a limited number of publications on the empowerment of women in education and labour market integration in West Africa. This work is one of the first to offer concrete recommendations for action based on expert knowledge.The book contains the text in German and French.Die vorliegende Studie analysiert die entwicklungspolitischen Maßnahmen des Bundesministeriums für wirtschaftliche Zusammenarbeit und Entwicklung (BMZ) in Mali und im Senegal. Dabei wird insbesondere erörtert, inwieweit sich die BMZ Leitlinien Marshallplan und Gender GAP II in den Maßnahmen zum Empowerment von Frauen und Mädchen in den Bereichen Bildung und Arbeitsmarktintegration in den dortigen Ländern umsetzen lassen. Bis dato gibt es nur eine begrenzte Anzahl von Publikationen zum Empowerment von Frauen in Bildung und Arbeitsmarktintegration in Westafrika. Diese Arbeit ist eine der ersten, die konkrete Handlungsempfehlungen auf Grundlage von Expertenwissen aufweisen kann.Das Buch enthält den Text in einer deutschsprachigen und in einer französischsprachigen Version.

    A range of research studies has found that women report greater importance of religion and spirituality in their lives than men do. This study extends the literature on this phenomenon, and the theories that aim to explain it, by looking at whether gender differences in the three European countries (the United Kingdom, France, and Germany) differ by adult age group (young adults 18-39, midlifers 40-59, and older adults 60+), and by the cultural gender equality of the countries in question. Participants provided data on the importance of religiosity and spirituality to their life. Significant gender differences were found within all three countries, for each of the three age groups. In line with predictions based on Global Gender Gap Report 2016, Germany showed the smallest difference, followed by France and the United Kingdom. Gender differences were smaller in the young adult samples than for midlife adults or older adults.

    We exploit a sharp birthday discontinuity in a large and universal Swedish cash transfer program, creating plausibly exogenous variation in the default disbursement option, while holding entitlements and other financial incentives constant. When the cash transfer is paid out to the mother by default, instead of a 50/50 default, it has a huge effect on the probability that the transfer is deposited in the mother's bank account also in the long run. Surprisingly, we find that the default policy redistributes resources to separated low-income mothers. We find no indications that the 100%-to-the-mother default induces mothers to work less or to take more responsibility for the children.

    We present experimental evidence that enabling access to universal early child care for families with lower socioeconomic status (SES) increases maternal labor supply. Our intervention provides families with customized help for child care applications, resulting in a large increase in enrollment among lower-SES families. The treatment increases lower-SES mothers' full-time employment rates by 9 percentage points (+160%), household income by 10%, and mothers' earnings by 22%. The effect on full-time employment is largely driven by increased care hours provided by child care centers and fathers. Overall, the treatment substantially improves intra-household gender equality in terms of child care duties and earnings.

    Social norms are an important barrier to gender convergence. We show that public policy designed to promote gender equality at home can pave the way towards gender convergence by shaping gender norms in the next generation. We combine the introduction of paternity leave in Spain with a large-scale lab-in-the field experiment in secondary schools. Following a local difference-in-differences approach, we show that children born after the policy change exhibit more gender egalitarian attitudes and perceive less stereotypical social norms. They are also more likely to engage in counter-stereotypical day-to-day behaviors and to deviate from the male-breadwinner model in the future.

    Many countries are currently debating whether to reduce or eliminate taxes on feminine hygiene products as a measure to address "period poverty" and promote gender equality. Legislators often reject proposals involving reforms of "tampon taxes" as the pass-through of sales taxes into consumer prices cannot be guaranteed. This paper uses a permanent reduction of the tax on tampons & pads in Germany in 2020 as a natural experiment to study the price and unit-sales effects of the tax. Exploiting an extensive data set on the unit sales and scanner prices of feminine hygiene products in Germany and Italy, our results indicate that the incidence of tampon taxes is fully on consumers, while demand for these products is price-inelastic. We do not find cross-price effects for a closely related product group, which remained taxed at the standard tax rate. Both the pass-through and demand effects are found to be homogenous along the pre-reform market-share and price distributions.

    In many high-income economies, the recession caused by the Covid-19 pandemic has resulted in unprecedented declines in women's employment. We examine how the forces that underlie this observation play out in developing countries, with a specific focus on Nigeria, the most populous country in Africa. A force affecting high- and low-income countries alike are increased childcare needs during school closures; in Nigeria, mothers of school-age children experience the largest declines in employment during the pandemic, just as in high-income countries. A key difference is the role of the sectoral distribution of employment: whereas in high-income economies reduced employment in contact-intensive services had a large impact on women, this sector plays a minor role in low-income countries. Another difference is that women's employment rebounded much more quickly in low-income countries. We conjecture that large income losses without offsetting government transfers drive up labor supply in low-income countries during the recovery.

    Purpose - The purpose of this paper is to critically examine the multinational oil companies' (MOCs) corporate social responsibility (CSR) initiatives in Nigeria. Its special focus is to investigate the impact of the global memorandum of understanding (GMoU) on development of enterprising rural women as custodians of seed, food and traditional knowledge for climate change resilience in the Niger Delta region of Nigeria. Design/methodology/approach - This paper adopts a survey research technique, aimed at gathering information from a representative sample of the population, as it is essentially cross-sectional, describing and interpreting the current situation. A total of 768 rural women respondents were sampled across the rural areas of the Niger Delta region in Nigeria. Findings - The results from the use of a combined propensity score matching and logit model indicated that the meagre interventions of MOCs' CSR targeted at the empowerment of rural women in custodians of seed, food and traditional knowledge for climate change resilience recorded significant success in improving the role of women in agricultural production, especially in women involvement across value chains. Practical implications - This suggests that any increase in the MOCs' CSR targeted at increasing rural women's access to seed preservation facilities, food processing facilities, extension system that impact strong body of knowledge and expertise that can be used in climate change mitigation, disaster reduction and adaptation strategies, will enhance women's responsibilities in households and communities, stewards of natural and household resources, and will position them well to contribute to livelihood strategies adapted to changing environmental realities. Social implications - This implies that MOCs' GMoUs' policies and practices should enhance women's participation; value and recognise women's knowledge; and enable women, as well as men farmers to participate in decision-making process in agriculture, food production, land and governance; as women need to be acknowledged and supported, as the primary producers of food in the region, able to both cultivate healthy food and climate change resilience through small scale agro-ecological farming system. Originality/value - This research contributes to gender debate in agriculture from a CSR perspective in developing countries and rational for demands for social projects by host communities. It concludes that business has an obligation to help in solving problems of public concern.

    Part-time work is a popular way to reconcile work and family obligations. This study uses large-scale observational data from an online recruitment platform and an online job board to examine how easy it is to get a part-time job and whether this depends on the gender of a jobseeker. First, I relate the number of hours stated on job advertisements to the gender preferences of firms indicated in a confidential online form. Second, I analyze hiring decisions of recruiters who navigate through jobseeker profiles. I estimate contact penalties for male and female jobseekers looking for part-time jobs by applying supervised machine learning to control for all relevant jobseeker characteristics visible to recruiters and by exploiting within jobseeker changes of hours preferences over time. I find that recruiters prefer full-time over part-time workers and that the part-time penalty is much more pronounced for men than for women, even when comparing applicants for the same position. Hence, the gender differences cannot be explained by differences in job or workplace characteristics. Instead, the preponderance of evidence points towards bias coming from gender stereotypes.

    In early 2022, Germany's development minister Svenja Schulze announced the adoption of a feminist development policy. With this announcement, Germany joins a growing group of governments that have adopted or declared the adoption of an explicitly feminist perspective in their external policies. Drawing on these governments' policies and the observations and recommendations by civil society and researchers, this Discussion Paper outlines ten key recommendations for Germany's first feminist development policy. The first three recommendations focus on the conceptual foundation of the policy and lay out the importance of 1) an inclusive definition of gender, 2) a clarification of the feminist approach and the policy's overall goal as well as 3) the need for an intersectional approach. The second set of recommendations concerns the implementation of the policy and stresses the importance of 4) a permanent cooperation with gender-focused and feminist organisations and 5) the necessity to increase funding for gender-related objectives in general and 6) for feminist organisations in particular. Further recommendations include 7) widening the range of sectors that target gender equality through a transformative approach and context-sensitive programming and by providing mechanisms to monitor and evaluate the implementation of the strategy's goals, objectives and activities. The last three recommendations emphasise institutional aspects and the importance of 8) creating an institutional environment that best supports gender equality within the development ministry and its main implementing organisations, 9) the necessity of a coherent feminist approach between the different ministries, and 10) the importance of addressing possible challenges the ministry might face in the implementation of its feminist development policy.

    Using Austrian and Danish administrative data, we examine the impacts of parenthood on mental health. Parenthood imposes a greater mental health burden on mothers than on fathers. It creates a long-run gender gap in antidepressant prescriptions of about 93.2% (Austria) and 64.8% (Denmark). These parenthood penalties in mental health are unlikely to reflect differential help-seeking behavior across the sexes or postpartum depression. Instead, they are related to mothers' higher investments in childcare: Mothers who take extended maternity leave in quasi-experimental settings are more likely to face mental health problems.

Bis dato gibt es nur eine begrenzte Anzahl von Publikationen zum Empowerment von Frauen in Bildung und Arbeitsmarktintegration in Westafrika. Diese Arbeit ist eine der ersten, die konkrete Handlungsempfehlungen auf Grundlage von Expertenwissen aufweisen kann. Das Buch enthält den Text in einer deutschsprachigen und in einer französischsprachigen Version. This study analyses the development policy measures of the German Federal Ministry for Economic Cooperation and Development (BMZ) in Mali and Senegal. In particular, it discusses the extent to which the BMZ guidelines Marshall Plan and Gender GAP II can be implemented in the measures to empower women and girls in the areas of education and labour market integration. Until now, there is only a limited number of publications on the empowerment of women in education and labour market integration in West Africa. This work is one of the first to offer concrete recommendations for action based on expert knowledge. The book contains the text in German and French.

    For the fifth time, the countries of the region are convening in the framework of the Forum of the Countries of Latin America and the Caribbean on Sustainable Development. On each occasion, the Economic Commission for Latin America and the Caribbean (ECLAC) has presented a report on regional progress and challenges in relation to the 2030 Agenda for Sustainable Development. Since 2020, efforts to assess progress towards meeting the 2030 Agenda have had to be undertaken amid the constraints imposed by measures to address the coronavirus disease (COVID-19) pandemic.In this difficult context, ECLAC continued to step up its efforts to assess the progress towards the achievement of the Sustainable Development Goals (SDGs). Whereas in 2019 we only had 19 statistical series of SDG indicators for the region to analyse progress towards 2030, in this fifth report we are presenting the results for 359 series, corresponding to 111 targets, 73 of which are targets covered by the prioritized indicators for the region.Given the contradiction between, on the one hand, the growing institutional efforts to bring to fruition the Decade of Action of the Sustainable Development Goals called for by the United Nations Secretary-General and his proposal of Our Common Agenda and, on the other, the insufficient progress towards the achievement of the Goals, ECLAC stresses once again its proposal to launch a decade of action for a change of era. The Sustainable Development Goals will not be achieved by doing more of the same; we must move towards a new, inclusive and sustainable economic and social system.This document presents specific proposals in four areas in which we must continue to work: strengthening multilateralism, particularly in the area of financing for development; improving implementation of productive, social and environmental policies of national and regional scope; building up the resilience of institutions; and overcoming conflicts through agreements and compacts.     The phenomenon of informality in Latin America is strongly conditioned by the main structural axes of the social inequality matrix. It is a heterogeneous and multifaceted phenomenon in which socioeconomic, territorial, gender, age and ethnic/racial inequalities are manifested. Deeper analysis of the characteristics and nature of this phenomenon, taking into account that diversity and heterogeneity, is a still pending task that calls for the production of data and information systems able to encompass those various dimensions. This is also a central condition for the design and implementation of policies capable of tackling informality in a more appropriate, efficient and sustainable manner and of making progress in expanding the possibilities for better-quality and more protected productive and labour market insertion, as well as in closing gaps in access to decent work. This paper reviews the conceptual discussion on existing and new forms of informality in Latin America and analyses in depth the relationship between informality and the various axes of inequality that shape its labour markets, with an emphasis on the territorial and subnational dimension. Likewise, based on that diagnostic assessment, policy recommendations are proposed to advance towards the formalization of informality in its existing and new forms. Summary .-- Introduction .-- I.     There were signs of a partial recovery in the labour markets and economies of Latin America and the Caribbean during 2021, in the wake of the crisis caused by the coronavirus disease (COVID-19) pandemic. Nonetheless, although the labour force participation rate and employment both improved in the year, figures for some of the groups hit hardest by the pandemic, such as women and domestic workers, remained well below pre-pandemic levels. The partial recovery in local demand and the effect of global conditions on production costs contributed to a rise in regional inflation, in turn affecting minimum wages and real wages. The second section of this report outlines how real wages in the region remain further from pre-pandemic levels than employment and economic activity, and underscores the importance of institutional mechanisms and social dialogue in the world of work to facilitate appropriate adjustments to workers’ wages in Latin America and the Caribbean.

    Forty-five years ago, the first Regional Conference on the Integration of Women into the Economic and Social Development of Latin America was held (Havana, 1977), as an intergovernmental platform for the region following the World Conference of the International Women’s Year (Mexico City, 1975). This meeting culminated in the adoption by the governments of the region of the Regional Plan of Action for the Integration of Women into Latin American Economic and Social Development, the region’s first road map for active inclusion of women in economic, political, social and cultural life, and increased awareness of the obstacles they faced in improving their circumstances, given multiple inequalities. The governments of the region thus gave the Economic Commission for Latin America and the Caribbean (ECLAC) a mandate to convene periodically, at intervals of no more than three years, a Regional Conference on Women.This report is a contribution to implementation of the commitments assumed. It compiles the agreements adopted by governments at the sessions of the Regional Conference on Women in Latin America and the Caribbean, and is a tool for consultation, but above all for action and construction of a future based on the collective memory of the women of Latin America and the Caribbean and of the care society; a future of sustainable development with equality and sustainability of life as principles to drive the change of era sought by the region.     In early 2022, Germany's development minister Svenja Schulze announced the adoption of a feminist development policy. With this announcement, Germany joins a growing group of governments that have adopted or declared the adoption of an explicitly feminist perspective in their external policies. Drawing on these governments' policies and the observations and recommendations by civil society and researchers, this Discussion Paper outlines ten key recommendations for Germany's first feminist development policy. The first three recommendations focus on the conceptual foundation of the policy and lay out the importance of 1) an inclusive definition of gender, 2) a clarification of the feminist approach and the policy's overall goal as well as 3) the need for an intersectional approach. The second set of recommendations concerns the implementation of the policy and stresses the importance of 4) a permanent cooperation with gender-focused and feminist organisations and 5) the necessity to increase funding for gender-related objectives in general and 6) for feminist organisations in particular. Further recommendations include 7) widening the range of sectors that target gender equality through a transformative approach and context-sensitive programming and by providing mechanisms to monitor and evaluate the implementation of the strategy's goals, objectives and activities. The last three recommendations emphasise institutional aspects and the importance of 8) creating an institutional environment that best supports gender equality within the development ministry and its main implementing organisations, 9) the necessity of a coherent feminist approach between the different ministries, and 10) the importance of addressing possible challenges the ministry might face in the implementation of its feminist development policy.
