    The current dynamics of sharing competences and financial resources exposes the need to remodel and refine intergovernmental relations through processes of coordination and cooperation in order to minimize asymmetries. It is in this context that public consortia have been standing out in the federative scenario, given the possibility of responding to certain competences from the gain of scale, technical improvement and rationalization of public spending. Although several entities of this kind have been formalized in the country, the perception remains that the results obtained by these arrangements are still incipient. Thus, the objective of the study is to diagnose the existing limitations in the implementation of associative initiatives between federated entities through public consortia, in order to propose recommendations to improve cooperative ties in favor of more effective results to the demands of public interest. From the research with multiple political and institutional actors located at different levels, nineteen problems were identified, which are related to political-institutional, financing and technical-operational aspects.

    International comparisons show that the reasons why e-government development in Germany does not occupy the desired "top spot" in rankings lie primarily in the inadequate provision of online services with little corresponding user orientation. In order to provide better and faster public services in Germany, the Online Access Act was introduced in 2017, which stipulates that the federal, state and local governments must provide 575 services electronically via administrative portals by 2022. However, this deadline has not been met. This study suggests that Germany's federal political structure is significant and that swift and successful implementation of e-government systems in the future will require additional energy, willingness and effort for systematic, comprehensive and intensive coordination between the various levels of government. This applies both to the development of digital solutions for public services and to the reuse of "one-for-all" services already provided for their broad availability across states and municipalities.

    We investigate the consequences of a peaceful shift of power from one social group to another. Theoretically, we show that an individual's decision to stay put or migrate depends on the difference between the political preferences of groups and the change in tax. Empirically, we use the case of the unexpected creation of the Canton of Jura in Switzerland, which witnessed a power shift from German to French speakers in the 1970s. We find robust evidence supporting the model's predictions using data at the municipal and individual levels. Our research sheds light on population sorting in the shadow of power transitions.

    Brazilian society has been facing a new historical cycle since the second half of the last decade, whose most relevant characteristic is the adoption of the neoliberal reforms of the 1990s on a more systemic basis, forming an ultraliberal inflection - a concept that refers to the meaning of the process (inflection) and its content (ultraliberal). The purpose of the article is to discuss the implications of these transformations for the Brazilian federative regime. The argument is that the ultra-liberal inflection has altered key elements of the Brazilian federal system, thus engendering a new federative dynamic, distinct from the one that has prevailed since the 1988 Constitution.

    This Discussion Paper deals with the institutional and economic aspects of the Brazilian federative state according to the 1988 Constitution. The context of vertical coordination of urban infrastructure investments is then examined. Previous studies have shown that the benefits of economic efficiency in this type of investment between 2013 and 2015 - made possible by the Caixa Econômica Federal (CEF) intermediation and administration of federal resources - depended much on local institutional aspects of the federative coordination. Based on new evidence, the text examines the state of local execution of federal investment projects in the period 2015-2019. For this analysis, data gathered by the Tribunal de Contas da União (TCU) were used. The most recent performance of these projects is then evaluated vis-à-vis the performance of federal investments as a whole - and, particularly, vis-à-vis the performance of those projects listed in the (by now terminated) Programa de Aceleração Econômica (PAC). Thus, the consequences of an altered state of federative coordination on the economic efficiency of local investments are inferred. It is concluded that technical difficulties and budget restrictions due to an altered state of federative coordination strongly impacted (in a comprehensive and differentiated way) the performance of investments carried out with federal resources. Finally, it is recommended to regularize the financing of recoverable projects and to seek improvements in vertical coordination for the successful local execution of investments financed with federal resources.

    Public policies of national scope in the context of Brazilian federalism contain a diversity of challenges for their implementation, given the complexity of the contexts in which they face and the territorial magnitude of their scope. The theme of school feeding, structured around the National School Feeding Program (PNAE), present in all municipalities, is largely faced with these challenges. This study proposed to raise different administrative, political and institutional responses adopted, within the scope of the local application of federal resources transferred by the PNAE, to promote the purchase of food from family farming, pursuant to article 14 of Law No. 11,947/2009. For this purpose, four municipalities were chosen - Bonfinópolis de Minas and Brasilândia de Minas, in the state of Minas Gerais, and Ourém and Santa Izabel do Pará, in Pará - which, despite having similar geographic characteristics, record different performances in complying with this new rule. The cases analyzed express a set of methods aimed at understanding the dynamics surrounding the State in action, demonstrating concrete aspects of the challenges and potentials associated with the insertion of this public in institutional markets, while emphasizing possible factors for the potentialization of this instrument in Brazilian territory.

    In response to the Covid-19 pandemic, governments mobilized scientists to help them design, implement and evaluate policies. These scientists analysed the available scientific evidence and worked to incorporate it into policies, being in this way an essential interface between governments and scientific community. They played the role of "knowledge brokers", filtering, synthesizing or distilling scientific evidence from a broader universe of scientific knowledge - and transforming it into knowledge that could be directly used by governments. In Brazil, in a context of decentralized and fragmented policies against Covid-19, state governments created 69 scientific committees, groups of experts, or crisis committees. This work compares these institutional arrangements, assessing whether - and to what extent - they had the following characteristics: i) timely creation; ii) comprehensive and precise scope; iii) participation of experts; iv) interdisciplinarity; v) transparency; and vi) proximity to the political process. This work also investigates the use of information not based on scientific evidence in government policies or recommendations. These could be related to so-called "early treatment" of Covid-19, other forms of treatment or prevention of Covid-19 not based on scientific evidence, discouragement of social distancing, or support to herd immunity via disease transmission. I compared the characteristics of these institutional arrangements quantitatively, based on which I calculated an indicator that measures the extent to which Brazilian states adopted mechanisms that favoured the incorporation of scientific evidence into policies. Data indicate that most states created good mechanisms of knowledge brokerage. The states with the highest values in the indicator were Paraíba, Rio Grande do Sul, Santa Catarina, São Paulo, Espírito Santo, and Rio Grande do Norte. Other states, however, lacked good mechanisms, such as Alagoas, Amapá, Mato Grosso, and Roraima. Rio de Janeiro showed the greatest instability, having initially a good arrangement, but replacing it by other with limited capabilities. Also, institutional arrangements were better in some points than in others. On the one hand, most governments created these arrangements early in the pandemic, experts played a central role, and arrangements were usually influential. On the other hand, in many cases their scope was not comprehensive, they lacked precision, transparency was limited, and interdisciplinarity was weak. Interdisciplinarity was the weakest point (among those assessed) in state governments' institutional arrangements. Finally, there were in fifteen states policies or recommendations not based on scientific evidence, especially those related to the so-called "early treatment".

    This study describes China's tax system and the applied tax policies against the covid-19 crisis, which were the Value Added Tax (VAT) deferral and Corporate Income Tax (CIT) deductions. China has a tax system following international standards, having a unified and decentralized tax agency. The system has a VAT with simplified rates, Excise Taxes and a dual Personal Income Tax (PIT) system, progressive on labor and proportional on dividends and capital gains. The social contributions have been increasingly comprehensive but focused on formal workers. On the other hand, the local taxes are complex, existing a myriad of taxes on real estate transactions and urban fees. In addition, it lacks a recurrent tax on immovable property, a tax on inheritances, and a net wealth tax. The study concludes that China should adopt more progressive tax policies due to the growing inequality, exacerbated after the post-pandemics crisis.

    We investigate the consequences of a peaceful shift of power from one social group to another. Theoretically, we show that an individual’s decision to stay put or migrate depends on the difference between the political preferences of groups and the change in tax. Empirically, we use the case of the unexpected creation of the Canton of Jura in Switzerland, which witnessed a power shift from German to French speakers in the 1970s. We find robust evidence supporting the model's predictions using data at the municipal and individual levels. Our research sheds light on population sorting in the shadow of power transitions.

    This text aims to analytically reflect on the decentralized execution process of the National School Feeding Program (PNAE), especially after an innovation that occurred through Law No. 11.947/2009, with the requirement that all federative entities commit a minimum of 30% of financial transfers received from the federal government for the purchase of food products directly from family farmers. We sought to investigate the proposed instruments to encourage adherence and coordination rules to be followed between subnational units in order to achieve the purpose set out in the program's new regulatory framework. According to the analyzes carried out, despite being a change that made the process of decentralized execution of the PNAE more complex, there was an effort on the part of local managers to move in the direction provided for by Law No. 11.947/2009, even if marked by large differences in execution in the national territory with regard to the average acquisition of family farming.

    Brazil is a federation composed by the Federal Government, twenty-six states and the Federal District and 5,570 municipalities. The organization of the national health system is a shared responsibility of this three spheres of government and must comply to the constitutional principles of universal coverage, comprehensiveness and equity, and also with the decentralized management of the the Unified Health System (SUS). This constitutes an immense challenge. To preserve the constitutional principles of the system, several instruments were used to reinforce coordination between the levels of government, among which the transfers of federal resources to states, the Federal District and municipalities. Collegiate management bodies were also organized. Various initiatives and experiences were implemented to improve and conduct a systemic coordination in of the different dimensions of the health system. In this context, this work, based on a narrative review of technical-scientific literature and legal documents, analyzes the experience of the SUS from the following perspectives: i) constitutional and legal foundations that organize the health system; ii) SUS implementation experience, seeking to identify the main advances, problems and challenges; iii) identification of the relevance of federative coordination for the SUS, highlighting, in this sense, the importance of the role of the Federal Government in providing effective support for the achievement of the constitutionally defined principles for the health area, especially in countries with the characteristics of Brazil.

    This paper overviews theoretical and empirical contributions that study political borders from an economic perspective. It reviews theories of the number and size of nations focused on the trade-off between economies of scale in public-good provision and heterogeneity of preferences over public policies as well as on the factors affecting this trade-off, such as democratization, international openness, and conflict. It also reviews studies of political integration and disintegration that focus on economic inequality, redistribution policies, and the geographical distribution of resources. Finally, the paper discusses recent empirical studies that shed light on the relations among heterogeneity, conflict, and borders. This line of research is part of a growing literature on the interplay between cultural variables and economic and political outcomes.
