    Over the last two decades, national development agencies have committed to results-based approaches and to putting evidence at the centre of their decision-making. For evidence “optimists”, this is a much-needed corrective to past practice; in contrast, “pessimists” worry about ideology masquerading as science, and results-based approaches contributing to the further depoliticisation of development. This paper argues that reality falls somewhere in between these two extreme interpretations, and that the experiences of development organisations are varied enough to warrant further interrogation, not into whether evidence shapes policymaking, but into how it does so, and whose evidence matters most. The paper seeks to address these questions through an analytical framework that highlights the process of contestation between evidence agendas against a backdrop of policy complexity, professional barriers, and organisational incentives. A brief review of evidence from development cooperation agencies – with spotlight cases from Germany, Spain and the United Kingdom – reveals that institutionalisation and entrepreneurship play a critical role in enabling and shaping evidence-based policymaking. This leads to clear implications for practitioners, whose focus should be not only on getting the right kind of evidence, but on getting the politics of evidence right.

    Intellectual property rights are fundamental to how economies organize innovation and steer the diffusion of knowledge. Copyright law, in particular, has developed constantly to keep up with emerging technologies and the interests of creators, consumers, and intermediaries of the different creative industries. We provide a synthesis of the literature on the law and economics of copyright in the digital age, with a particular focus on the available empirical evidence. First, we discuss the legal foundations of the copyright system and developments of length and scope throughout the era of digitization. Second, we review the literature on technological change with its opportunities and challenges for the stakeholders involved. We give special attention to empirical evidence on online copyright enforcement, changes in the supply of works due to digital technology, and the importance of creative re-use and new licensing and business models. We then set out avenues for further research identifying critical gaps in the literature regarding the scope of empirical copyright research, the effects of technology that enables algorithmic licensing, and copyright issues related to software, data and artificial intelligence.

    While cities are important emitters of greenhouse gases (GHG), they are also vulnerable to the impacts of climate change; at the same time they constitute innovation hubs for climate action. For cities to fulfil their potential for global climate action, a thorough understanding of the governance of transformative change towards the decarbonisation of cities is necessary. This study asks: Which governance approaches facilitate successful transformative change towards zero carbon in cities? It specifically addresses the three key aspects stakeholder involvement, financing, and impact assessment, and looks at how they contribute to transformative change - particularly to the dimensions CO2 reduction, the dynamics of transformation, and acceptance by citizens. The empirical analysis is based on a mixed methods approach. An international survey involving city government officials of cities that are proactive in the fight against climate change was conducted in order to obtain an overview of socio-ecological transformation paths. In addition to this macro-level approach, in-depth case studies of three cities that are widely regarded as proactive on climate action in their respective world regions - Bonn, Quito and Cape Town - provide complementary insights. The survey data show a generally positive tendency in the way local governments approach GHG emission reduction activities. Most of the participating cities engage in the mainstreaming of policies to address climate change in local decision-making and have established climate action plans and emission reduction targets; however, on actual climate action and the reduction of emissions, the picture is more mixed. While stakeholder involvement is generally considered a key success factor in the survey responses and in the three case-study cities, stakeholders were seldom involved in a truly inclusive and cooperative way. While Bonn has gradually expanded citizen engagement, in Quito relations between the local government and stakeholder groups have often been short-term and project-bound, while a close connection between city government and academic institutions has been established in Cape Town. In terms of finance, cities mostly rely on traditional financing sources such as intergovernmental transfers, local taxes and fees, as well as international grants to cities of the Global South. Additional funding through the generation of local revenues or market-based finance mechanisms is less widespread. Both Quito and Cape Town depend heavily on external funding from international organisations and donors, along with central government transfers, which are less relevant in Bonn. While building the metro is absorbing finances for additional climate action in Quito, perverse incentives exist in South Africa where cities receive revenues from re-selling fossil fuel-based energy to consumers. Bonn has recently started to experiment with a sustainability budget to align budgeting with sustainability and climate goals. As far as impact assessment is concerned, most cities in the survey including the three case-study cities collect relevant data. However, systematic impact assessment or the incorporation of lessons learned from monitoring and evaluation into policy occur less frequently. Despite its limitations, this study contributes to the theoretical and empirical discussions in the field of transformative urban governance by suggesting a conceptual framework for dimensions of success for transformative change, by combining survey and case study-based data, and by looking at finances and impact assessment which are two important governance dimensions that are not frequently investigated.

    This research aims to draw a radiograph of the use of evidence by senior bureaucrats of the federal government, from a survey applied between November 2020 and January 2021, with 787 occupants of management and advisory positions (DAS), levels 4, 5 and 6 and related, in organizations of the Direct and Indirect Administration. As part of the project "What informs public policies: the use and non-use of evidence by the federal bureaucracy", the study explores questions about the constraints and purposes of the use of scientific evidence by senior bureaucrats, in comparison with the results of a survey conducted in 2019 with the general universe of federal bureaucrats. The present study innovates by proposing experiments in survey and brings as main results: i) the preponderance of internal sources among the informational resources used by senior bureaucrats - a pattern already identified in the 2019 survey; ii) the high potential of absorption of scientific evidence by senior bureaucrats, given the high analytical capacity they accumulated and the relational nature of the tasks they perform; and iii) the identification of challenges related to the development of organizational capabilities and governance systems for the expansion of use of scientific evidence in the federal government.

We draw from the level of experiences of other-than-human beings, especially spirits and "ungraspable" presences, as social practices in and of themselves as well as acts of mobilizing those which are meaningful for knowledge production in Indigenous Amazonia and North European contexts. Our two cases show how in state territorial protection debates and health services, visibility, quantification, measurability, Euro-American dominant, mainly binary, and bounded concepts are employed to create the grounds of validity. Yet, for actual individual or collective experiences, new types of evidence work can emerge in collaborations. Thus, this article sheds light on the needs for contextual and communicative actions to overcome contrasting onto-epistemologies in the context of the state.

    This paper proposes and applies a formal theoretical model of an automatic (prosocial and antisocial) caring mechanism: the informational affective tie mechanism (iATM) model. Novel in the formalization is the factoring in of information extraction concerning the behavioral type of agents interacted with, jointly with the contexts of these interactions and the attention they attract. Empirical support comes from five very different data sources: experimental findings, econometric results, model-based brain scanning (fMRI) findings, additional neurobiological evidence, and translational and evolutionary evidence. Applications address: the impact of time pressure and cognitive load; the endogeneity of different behavioral response patterns (like tit-for-tat); social preference drift and tipping points in collective action; why behavioral survey questions can be problematic; spread of caring through affective networks, an uncertainty-based link between social-, risk- and time-preferences; happiness and identity; and, the neglected political economic role of communities (next to centralized authorities and markets). The endogeneity of caring preferences sharply contrasts with the standard assumption in economic theory ofstable (mostly selfish) preferences. Moreover, the provision of a neurobiological underpinning moves the iATM model away from the standard as-if approach towards an as-is approach. Although the focus is on humans, some attention will be paid also to the model's relevance for studying other species.

    In diesem Artikel geht es um die Verwendung von Evidenzen zitierter Autoren; um (kritische) Literaturübersichten. Das Thema ist schon von andren Autoren behandelt worden – z.B. von WEBSTER und WATSON (2002) in der Zeitschrift MISQ und bei LATOUR (1987) in dem Buch "Science in Action". Erstere gehen von der Basismetapher ("root metaphor") aus, dass es sich bei referierter Literatur um objektive Fakten, um wahre Wegweiser auf Empirisches, handelt, während LATOUR annimmt, dass Literaturverweise strategisch eingesetzt werden, um den Leser für die eigene Position zu gewinnen. Hier soll anhand der Basismetapher des Gerichtssaals eine mittlere Position entworfen werden. Das Erfinden und die Rechtfertigung alternativer Basismetaphern ist von besonderer Bedeutung in der interpretativen Forschung. Von daher bietet die Darstellung unterschiedlicher Interpretationen desselben Gegenstands (Literaturreferenzen) eine einmalige Gelegenheit, "Interpretationssuche" als Forschungsmethodologie zu begreifen. Den Leserinnen und Lesern wird angeraten, die beiden genannten Interpretationen neben diesem Artikel zu lesen, um bemerken zu können, wie verschiedene Basismetaphern zu sehr unterschiedlichen Einschätzungen einer Situation führen können. Von daher wird in diesem Beitrag Sozialforschern nahegelegt, Literaturreferenzen als Sachverständigen-Gutachten für oder gegen die eigene Position zu betrachten.     Die Darstellungen von Gegenwart, Unmittelbarkeit und Präsenz werden in den literarischen Arbeiten von Rolf Dieter Brinkmann in der vorliegenden Studie mit Hilfe von Evidenzverfahren erklärt. In zwei verschiedenen Aggregatzuständen, denen der Transparenz und der Störung, sind jene Verfahren in der Lage, das „Aufscheinen der Präsenz im Augenblick“ (Rüdiger Campe) in unterschiedlicher Weise zu konzeptualisieren. Evidenzverfahren in der Tradition der antiken Rhetorik sorgen meist für eine transparente Vergegenwärtigung des Medialisierten durch das ,Vor-Augen-Führen‘ und die Veranschaulichung des Abwesenden (Augenzeugentopos), die den Blick auf das Signifikat zu lenken im Stande sind. Evidenzverfahren, die medienadäquat agieren, ziehen die ,medienvergessene‘ oder transparente Karte. Das Medialisierte ist darauf quasi-ontologisch aufgrund von gewohnheitsmäßiger und problemloser Mediennutzung zu erkennen. Man hat es also bei transparenten Evidenzkonzepten mit einer Gegenüberstellung von unsichtbaren Inszenierungsprozessen und sichtbaren Präsenzeffekten zu tun. Stets geht es um die Sichtbarkeit des Signifikats in der anschaulichen Gegenständlichkeit der semantischen Evidenz und Klarheit. Mit Rolf Dieter Brinkmann könnte man von einem Film in Worten sprechen. Daneben ist es hingegen auch möglich Präsenz und Unmittelbarkeit mit Mitteln der Störung herzustellen. Die über die Abweichung von „der semiotischen Normalitätserwartung“ (Aleida Assmann) funktionierenden Präsenzeffekte setzen auf die Mechanismen der Störung normierter Mediennutzung. Einmal versuchen sie quantitativ, dann aber auch qualitativ, Evidenz jenseits der herkömmlichen Medienverwendung herzustellen. Durch störungsindizierte Techniken kann die eigene Wahrnehmungssituation bewusst werden, sodass nicht das erzählte Geschehen im Augenblick aufscheint, sondern die Medialität und Gemachtheit der Vermittlung.     Die Studie unternimmt den Versuch, das sprachwissenschaftliche Hauptwerk Karl Philipp Moritz', die 'Sprachlehre für Damen' (1782), einer rhetorischen und poetologischen Lektüre zu unterziehen. Sie revidiert die in der Forschung vorherrschende These einer dezidiert antirhetorisch fundierten Konzeption der Sprachphilosophie und Ästhetik Moritz', indem sie anhand einer 'mikrologischen' Lektüre der Moritzschen Darstellungsästhetik deren Abhängigkeit vom rhetorischen Konzept der evidentia nachweist. Als unmittelbare Zustimmungsnötigung, als Aussage, die sich selbst bezeugt, hebt Evidenz die Notwendigkeit persuasiver, mittelbarer Zustimmungsnötigung durch Argumentation auf; sie ist somit ein Grenzbegriff der Rhetorik und läßt einen neuen Blick auf die rhetorischen Fundamente der Theoriekonzeption Moritz' zu. Ästhetik und Sprachtheorie verfolgen rhetorische Strategien der Evidenzsicherung, der argumentativen und performativen Selbstdarstellung, die sich im Einsatz von Metaphern, selbstreflexiven Inszenierungen oder Sprachspielen verdichtet. Rhetorik, Glaubwürdigkeit und Fiktionalität werden dabei als Verfahren der Autorisierung eingesetzt, die sowohl auf der epistemologischen Ebene der Wissensproduktion wie auf der sozialen Ebene der Distribution dieses Wissens aktiv werden. Die Texte Moritz werden deswegen darauf hin untersucht, welche Überzeugungsverfahren sie anwenden, wie sie Transparenz und Evidenz erzeugen, affektivische Leitbilder aufbauen und Suggestionen erzeugen. Die Studie ist in drei Kapitel unterteilt, von denen das erste die methodischen Grundlagen anhand einer rhetorischen Re-Lektüre des New Historicism entwickelt, das zweite Kapitel die 'Sprachlehre' unter dem Aspekt einer intrinsischen Verbindung von Sprachtheorie, Rhetorik und Poetologie untersucht, und im dritten Kapitel schließlich zeigt, wie sich Moritz' Verfahren der 'poetischen Darstellung' auch auf die Konzeption und Darstellung der Stillehre und der Ästhetik ausgewirkt hat. ; published
