    REVISED MARCH 2019 This paper studies the effects of Los Angeles Metro Rail on the spatial distribution of people and prices. Using a panel of bilateral commuting flows, I estimate a quantitative spatial general equilibrium model to quantify the welfare benefits of urban rail transit and distinguish the benefits of reduced commuting frictions from other channels. The subway causes a 7%-13% increase in commuting between pairs of connected tracts; I select plausible control pairs using proposed subway and historical streetcar lines to identify this effect. The structural parameters of the model are also estimated and are identified using a novel strategy that interacts tract-specific labor demand shocks with the spatial configuration of the city. These parameters indicate people are relatively unresponsive to changes in local prices and characteristics, implying that the commuting response corresponds to a large utility gain. The welfare benefits by 2000 are significant: LA Metro Rail increases aggregate welfare by $246 million annually. However, these benefits are only about one-third of annualized costs. While benefits did not outweigh costs by 2000, I employ more recent data to show that there are dynamic effects: Commuting continues to increase between connected locations

    In this study, we employ the pairwise stochastic convergence approach to identify the pairs of NUTS2 regions for all 28 EU Member States that exhibit co-movement in their growth dynamics, over the period 1980-2018. We then use the observed stochastic convergence trajectories to assess the role of first nature geography, which is defined by variations in physical geography, locations and proximities, and second nature geography, corresponding to the economic interactions between partners, in causing economic growth convergence patterns. We find that western and northern parts of Europe have higher pairwise stochastic convergence (and lower intra-country convergence) rates than regions in East and Southeast Europe. Focusing on the converging NUTS2 regions, we find strong evidence that first and second nature geography drive cluster-like convergence dynamics. Regions with common locational characteristics (metropolitan, coastal, islands, and mountainous) tend to converge to each other, while they do not converge with dissimilar regions. Regardless of national borders, contiguity and accessibility are significant drivers of convergence. Congruence in sectoral specialisation results in divergence that could be driven by competing economic interests within the common market. The opposite holds for dissimilarities in specialisation, which could be explained by complementarity in the production process. Overall, we find strong evidence for stochastic club convergence at the top of the EU. In contrast, bottom regions with low market dynamism and poor economic development, do not converge to each other, and collectively lag significantly behind top European regions. Finally, we find evidence of EU Cohesion Fund payments facilitating the observed convergence dynamics across the EU, which highlights the importance of targeted regional policy interventions in reducing persistent structural regional disparities within the EU.

    What locations generate more business ideas, and where are ideas more likely to turn into businesses? Using comprehensive administrative data on business applications, we analyze the spatial disparity in the creation of business ideas and the formation of new employer startups from these ideas. Startups per capita exhibit enormous variation across granular units of geography. We decompose this variation into variation in ideas per capita and in their rate of transition to startups, and we find that both components matter. Observable local demographic, economic, financial, and business conditions account for a significant fraction of the variation in startups per capita-and more so for the variation in ideas per capita than in transition rate. Income, education, age, and foreignborn share are generally strong positive correlates of both idea generation and transition. Overall, the relationship of local conditions with ideas differs from that with transition rate in magnitude and, sometimes, in sign: certain conditions (notably, the African American share of the population) are positively associated with ideas but negatively with transition rates. We also find a close correspondence between the actual rank of locations in terms of startups per capita and the predicted rank based only on observable local conditions-a result useful for characterizing locations with high startup activity.

    The primary motivation behind quantitative modeling in international trade and many other fields is to shed light on the economic consequences of policy changes. To help assess and potentially strengthen the credibility of such quantitative predictions we introduce an IV-based goodness-of-fit measure that provides the basis for testing causal predictions in arbitrary general-equilibrium environments as well as for estimating the average misspecification in these predictions. As an illustration of how to use our IV-based goodness-of-fit measure in practice, we revisit the welfare consequences of Trump's trade war predicted by Fajgelbaum et al. (2020).

    We analyse the general equilibrium effects of an asymmetric decrease in transport costs, combining a large scale spatial dynamic general equilibrium model for 267 European NUTS 2 regions with a detailed transport model at the level of individual road segments. As a case study we consider the impact of the road infrastructure investments in Central and Eastern Europe in the context of the EU cohesion policy programme. Our analysis suggests that the decrease in transportation costs benefits the regions targeted by the policy via substantial increases in GDP and exports compared to the baseline, and small increases in population. The geographic information embedded in the transport model leads to relatively large predicted benefits in peripheral countries such as Greece and Finland who hardly receive funds, but whose trade links cross Central and Eastern Europe and thus profit from the investments there. The richer, Western European non-targeted regions also enjoy a higher GDP after the investment in the East, but these effects are smaller. Thus, the policy reduces interregional disparities. There are rippled patterns in the predicted spillovers of the policy. In non-targeted countries, regions trading more intensely with regions where the investment is taking place on average benefit more compared to other regions within the same country, but also compared to neighbouring regions across an international border. Using regression analysis we uncover that regions which import intermediate inputs from Central and Eastern Europe enjoy the largest spillovers. These regions become more competitive and expand exports locally, at the detriment of other regions in the same country.
