    Since Leontief's (1953) seminal work on the factor content of trade, the validity of the Heckscher-Ohlinmodel has been judged not only on the basis of formal tests of the theory but also tested against prior expectation. In this vein, this paper uses the Heckscher-Ohlin-Vanek (HOV) approach to investigate whether supposed US leadership in the digital domain can be traced back to digital task endowments embodied in labour services. In a comparison between EU member states and the US, we find that the latter is more intensive in digital tasks than the EU and that this difference is explained by both an intensity-effect (US occupations being more digital-task intensive) and a structural component (relatively more digital-task intensive occupations). Viewed through the lens of the HOV theorem we find that the US is abundant in digital tasks relative to non-digital tasks, while the opposite is true for the EU. The standard tests for the predictive power of the HOV theorem are high and in line with the results for labour in previous literature.

    In this report, we analyse the international competitiveness of the EU in four industry groups over the period 1995-2018. The groups are delineated by specific factor intensities, where these intensities are assessed from digital tasks performed by labour services and ICT capital stocks. The EU's positions relating to trade balances, revealed comparative advantages and unit value ratios are assessed relative to its main competitors, such as the US, China, Japan and South Korea. The trade specialisation patterns confirm EU advantages in traditional industries, which still represent the largest part of global trade, and in the group of digital task-intensive industries. In the cyber-physical group of industries, which are characterised by both high digital task and ICT capital intensities, the EU records a trade deficit, although this has been receding in recent years. Competitiveness indicators depict heterogeneity among EU countries. The loss of international competitiveness for some technology front-runners is a worrying sign. On the positive side, however, a reduction in trade deficits or an improvement in product quality and market shares is evident for certain EU countries, especially in the Central European region.

    Digitalisation has fundamentally changed the global economy and will continue to do so. This paper draws on economic research to identify some of its key implications for labour markets, inequality, e-commerce and the financial system. Beyond its potential to boost productivity and living standards, digitalisation: i) does not necessarily replace jobs on aggregate but changes their content; ii) tends to raise income and wealth inequality; iii) has ambiguous effects on competition; and iv) might change how the retail and financial sectors respond to monetary policy. Developing adequate (re-)training opportunities and providing a labour market, regulatory, and innovation environment which encourages the creation of "good jobs" is essential to improve productivity and equity while avoiding a polarisation of labour markets. E-commerce and fintech will likely lead to a faster transmission of monetary policy. The rise of fintech brings about new risks for regulatory arbitrage and has ramifications for financial stability.

    This study investigates the characteristics of Africa's tech sector, its digital services, and its impact on economic development, specifically on labour markets. Our literature review and new analyses based on a database of African startups shows that Africa's emergent tech sector is adapting to the continent's constraints on development and, sometimes, contributes to overcoming them. A case in point is the credit constraints that numerous startups have overcome to attract very significant amounts of capital. Tech startups tend to be concentrated in financial services in the "Big Four": Egypt, Kenya, South Africa, and Nigeria. We show, first, that "home-grown" African platform businesses do not simply connect demand and supply, but also invest in logistics and infrastructure; second, that many tech firms offer multiple products that complement the original service; and third, that business models often rely on large networks of agents. We conclude that more evidence on the impact of digital technologies is needed.

    Austria is one of the countries with persistently high gender segregation in combination with a high matching of training and occupations. In this context, we analyse how educational and occupational segregation interact in the male-dominated fields of science, technology, engineering, and mathematics (STEM) and in the female-dominated areas of education, health and welfare (EHW). We discuss how atypical education can reduce gender segregation in the labour market and whether automation risks affect women and men in STEM and EHW differently. Firstly, our analysis shows that educational segregation is heavily transmitted to the occupational system in this fields. Secondly, the results point to the potential of gender-atypical fields for reducing segregation but also to their limitations especially since we find a double mismatch for women in STEM. Based on findings from digitalisation and automation research, we find that women are overrepresented in STEM jobs focussing on manual routine tasks which are more likely to be automated than the jobs primarily performed by men. While EHW is less prone to automation in general, the distribution of tasks between men and women indicates vertical segregation despite EHW being a female-dominated sector. Österreich zählt zu den Ländern mit anhaltend hoher Geschlechtersegregation, gleichzeitig zeigt sich eine hohe Übereinstimmung zwischen fachspezifischen Berufsbildungsabschlüssen und Berufstätigkeit. Vor diesem Hintergrund wird die Frage untersucht: Wie interagieren das Berufsbildungssystem und die berufliche Segregation in zweistark segregierten Bereichen des Arbeitsmarktes? Mit dem Fokus der Analyse auf die männerdominierten Bereiche Mathematik, Informations- und Kommunikationstechnologie, Naturwissenschaft und Technik (MINT) einerseits und die frauendominierten Bereiche Bildung, Gesundheit und Soziales (BGS) andererseits verfolgen wir das Ziel, Geschlechtersegregation auf einer konkreten inhaltlichen Ebene zu diskutieren. Unsere Analysen zeigen erstens, dass sich Bildungssegregation in hohem Ausmaß auf das Berufssystem überträgt. Die Ergebnisse zu Frauen in MINT und Männer in BGS verweisen zweitens auf ein gewisses Potential geschlechtsuntypischer Ausbildungen und Berufe in Richtung Abbau der Segregation, zugleich aber auch auf deren Grenzen insbesondere bei Frauen in MINT. Darauf aufbauend, und unter Bezugnahme auf bisherige Erkenntnisse aus der Digitalisierungsforschung, können drittens Schlussfolgerungen zum zukünftigen Potential in STEM und EHW gezogen werden.

    The Covid-19 pandemic has sparked hope that firm digitalisation will result in long-lasting reductions in mobility and related carbon missions via the use of working from home and online services. In this study, we quantify the extent to which firm digitalisation can be associated with changes in mobility during the Covid-19 crisis in Germany, both when strong restrictions were in place and after the restrictions were lifted. To this end, we employ a novel text-mining approach to measure digitalisation based on firm websites. We aggregate our firm digitalisation indicator at the district level and link it to changes in mobility between January 2020 and December 2022. Our results indicate that districts with a higher level of firm digitalisation experienced a stronger reduction in mobility during the first two years of the pandemic. However, mobility almost came back to pre-crisis levels after most restrictions were lifted, suggesting that environmental improvements are not long-lasting.

    The United Kingdom has been among the most affected OECD economies by the COVID-19 crisis, reflecting the high share of services in output and its integration in the world economy. Productivity growth in the United Kingdom has consistently underperformed relative to expectations and was more disappointing than in most other OECD economies since at least the global financial crisis. Sluggish productivity growth in the service sectors was the main factor behind this weak performance. Raising productivity will help to sustain employment and wages but will require a broad range of policies. Keeping low barriers to trade and competition in the UK service sectors will create a supportive environment for strong productivity performance. Prioritising digital infrastructure in the allocation of the planned increase in public investment is expected to bring large productivity dividends. Reviewing the system of support to small firms in the light of the COVID-19 crisis will help to re-prioritise resources towards young innovative firms. Further increasing public spending on training to develop the digital skills of low-qualified workers, which have been particularly affected by the COVID-19 crisis, will be a double-dividend policy, boosting productivity and lowering inequality.

    This report describes Norway’s landscape for Digital Science and Innovation Policy (DSIP) - the overarching framework through which governments make intensive use of digital technologies and data resources to support the formulation, delivery and administration of STI policy. The report describes how Norway’s DSIP landscape is shaped by its broader digital government framework and agenda, introduces the main actors in the DSIP system and discusses their main features in relation to their key objectives and the generic purposes of DSIP approaches. Special attention is paid to the role of STI statistics. It concludes by drawing out key findings and potential implications to help the Norwegian government identify opportunities that promote the system’s further development in line with its strategic objectives. This study also provides an indication of the potential opportunities and challenges that other countries might face when developing, implementing and maintaining digital systems for STI policy and administration.

    Equal access to reliable information is essential for democracy and social cohesion. The rise of information pollution, particularly in digital spaces, poses significant challenges to democratic societies worldwide. While extensive research has focused on its impact in developed, English-speaking democracies, there is a gap in understanding its effects in younger democracies, conflict zones, and less developed contexts. This study fills that gap by analysing Mexico as a case study. Based on interviews with Mexican media professionals, public sector officials, academics and human rights defenders, the study provides insights on the root causes of the problem and and strategies to combat information pollution, safeguard democracy, and promote social cohesion, underscoring the urgency of proactive measures both within Mexico and on a global scale in Mexico, information pollution significantly threatens the country's social cohesion and democratic principles. Structural conditions like poverty, inequality, violence, corruption, and media landscape issues enable societal vulnerability to digital information pollution. Factors directly driving information pollution include the exploitation of digital spaces by drug cartels, divisive narratives against marginalised groups, an increasingly media-hostile environment as well as the incumbent government’s post-factual approach to reality and politics. Information pollution has fostered a polarised discours, contributed to eroding trust in traditional media and amplified identity-based societal cleavages. It weakens the deliberative, participatory and liberal dimensions of democracy dimensions by decreasing the quality of public debate, damaging civil society watchdog roles, and reducing government transparency and accountability. Recommendations for Mexico encompass enhancing public resilience to information through civic education and targeted communication campaigns, empowering media capacity, and fortifying an open data culture in the Mexican public sector. Internationally, efforts should address elite-driven information pollution by reinforcing independent accountability institutions and leveraging diplomatic and economic incentives against leaders attacking these institutions.

    The productivity-enhancing effects of digitalisation have generated increased interest in the promotion of digital technologies. This report provides different estimations for euro area countries of the impact of digital uptake on productivity at firm level, showing that the adoption of digital technologies could lead to an increase in firms' productivity in the medium term. However, not all firms and sectors experience significant productivity gains from digital adoption, and not all digital technologies deliver significant productivity gains. The report highlights possible factors behind the low productivity benefits of digitalisation in euro area countries. For example, a lack of strong institutions and governance structures may help to explain why digital diffusion is slower than expected, why it is slower in some countries than others and why the expected productivity benefits from digitalisation have not been fully achieved by now. Furthermore, the report suggests that the full benefits of the digital revolution will be reaped by properly supplying skills to firms and also by investing in computerised information in low-productivity firms.

    The increasing use of online labour platforms as intermediaries for finding work - known as crowdwork or gig work - is a new form of 'hybrid' (solo)self-employment that hinges on the borders of dependent and self-employment. In this study we use a novel international dataset of online platform workers, the Cedefop Crowdlearn dataset, to analyse if engagement in hybrid digital self-employment could augment individuals' skills and hence potentially act as a stepping stone towards fuller entrepreneurship. We also examine if a digital proto-entrepreneurial experience is sustainable over time by analysing crowdworkers' satisfaction from their work. The paper's findings provide some support to the hypothesis that hybrid work experiences, especially when platform work is carried out alongside another dependent job, can facilitate additional and varied skill development done via one's secondary platform activity and potentially spur fuller entrepreneurial commitment. However, such skill formation dividends are deficient for part-time hybrids who are mostly driven towards solo self-employment out of necessity, making their journey from proto- to full entrepreneurship less feasible. Our paper provides additional evidence to the marked diversity and hybridity of different forms of (solo)self-employment in modern labour markets.

    This paper provides a conceptual framework for the emerging phenomenon of algorithmic man-agement and outlines some of the implications for work, from work organisation to working condi-tions (job quality). The paper defines algorithmic management as the use of computer-programmed procedures for the coordination of labour input in an organisation and puts it into context to discuss its usage in both digital labour platforms and 'regular' workplaces and companies, exploring its implications and providing a few policy suggestions. The paper argues that while algorithmic man-agement should be understood as the digital evolution of certain pre-existing trends that have long characterised the organisation of economic activity, it is potentially disruptive. This is because it increases considerably the organisational ability of controlling complex economic and work pro-cesses, as it benefits from the massive capacity to collect, store and process information of digital technologies. In algorithmic management, these technological developments are combined and used for re-organising control and re-shaping power balances in the workplace. This paper contrib-utes to the growing academic and policy literature on algorithmic management, proposing a con-ceptual framework for empirical investigations and a basic compass for policy making in this area.

    Digitalisation and its impact on businesses - including access to information through digital sources - have been rapidly recognised from different research disciplines. Digitalisation helps entrepreneurs to gather and manage information, to create intensive resources, to reduce transaction costs, and to gain rapid access to the flow of information. A growing demand and use of digital information sources, especially in the midst of the COVID-19 pandemic. indicate a need for further investigation of the effect of digitalisation on changing and transforming entrepreneurs' information-seeking behaviours (ISBs), opportunities, and challenges. Furthermore, the concept of critical -21st-century skills has been found to be crucial to the effectiveness of digital transformation in the entrepreneurship field. From this perspective, this paper carries out a systematic literature review on the research conducted on digitalisation and entrepreneurs' information-seeking behaviours. Through this systematic literature review, this paper seeks answers to two objectives: (i) to review previous studies on digitalisation and ISBs within the entrepreneurship literature and on understanding the relation between these two concepts, and (ii) to assess the role of critical -21st-century skills on entrepreneurs' decision regarding information source selection. The review was conducted in three main phases: planning the review, conducting the review, and reporting the review. In the first step, we defined the inclusion and exclusion criteria. With the specific search terms, the selection included academic English publications for the period 1990-2020. Based on the criteria, three main databases - Web of Science, Scopus, and Ebsco - were searched, and in total 745 publications were retrieved. After removing duplicate and irrelevant articles, the final dataset included 39 articles. We then reviewed the articles and classified them into five main themes for further analysis. The themes were (i) entrepreneurs' information sources/services, (ii) entrepreneurs' -21st-century skills, (iii) entrepreneurs' access to information, (iv) entrepreneurs' environmental scanning, and (v) the ICT adoption behaviours of entrepreneurs. A future research agenda is also provided.

    Bei der vorliegenden Studie handelt es sich um eine Folgebefragung, die nach 2016 zum zweiten Mal den Digitalisierungsgrad von Unternehmen im Verarbeitenden Gewerbe untersucht. Unsere Ergebnisse zeigen, dass die Bedeutung der Digitalisierung in den letzten fünf Jahren deutlich zugenommen hat. Rund die Hälfte der befragten Unternehmen sieht noch umfangreiche Digitalisierungspotenziale. Motiviert wird die digitale Vernetzung - innerhalb der Unter-nehmen und auch über die Unternehmensgrenzen hinweg - weiterhin durch die Möglichkeiten Kosten einzusparen, während der mit einer Vernetzung verbundene hohe organisatorische Aufwand die Unternehmen davon abhält. Der tatsächliche Fortschritt der Unternehmen auf dem Weg zur digitalen Fabrik ist hingegen eher gering. Als wesentliche zukünftige Herausforderung für die Digitalisierung sehen die Unternehmen die Sicherstellung einer qualifizierten Belegschaft. Based on a follow-up survey, this study examines the level of digitalisation among manufacturing companies since 2016. Our results show that the importance of digitalisation has increased significantly over the past five years. Around half of the companies surveyed still see the vast potential for digitalisation. Digital networking - within and across companies - continues to be motivated by the opportunities for cost savings, while the associated high organisational costs discourage companies from digital networking. In contrast, companies' actual progress toward the digital factory is relatively low. The companies see securing a qualified workforce as a critical future challenge for digitalisation.

    Due to the omnipresence of digital technologies in the economy, measuring firm digitalisation is of high importance. However, current indicators show several shortcomings, e.g., they lack timeliness and regional granularity. In this study, we show that advances in text mining and comprehensive firm website content can be leveraged to generate real-time and large-scale estimates of firm digitalisation. We use a transfer learning approach to capture the latent definition of digitalisation. For this purpose, we train a random forest regression model on labeled German newspaper articles and apply it on firm’s website content. The predictions are used as a continuous indicator for firm digitalisation. Plausibility checks confirm the link to established digitalisation indicators at the firm and sectoral level as well as for firm size classes and regions. Lastly, we illustrate the indicator’s potential for giving timely answers to pressing economic issues by analysing the link between digitalisation and firm resilience during the Covid-19 shock.
