    Green parties are commonly seen as strong proponents of wind power. This paper presents an alternative view, examining data from the highly decentralized institutional setup in Sweden where approval of wind power applications is delegated to local governments. I demonstrate that the approval rate of land based wind power drops by 11 percentage points (from 49 % to 38 %) in municipalities where the Greens are in the ruling coalition, conditional on the share of Green seats in the local council. The association is identified using a twoway fixed-effects logit model with panel data on electoral outcomes from six election terms (2000-2020) in 290 municipalities, combined with detailed data on every application for wind power in Sweden. No statistically significant effect is found for any other of the main parties. A likely mechanism is that even if the Greens have relatively stronger preferences for climate policy than other parties, they are also relatively more concerned about local environmental disamenities caused by wind power. Since decision making is decentralized, local environmental concerns dominate preferences for climate policy, which should be especially pertinent in small municipalities. In line with this argument, I also show that the effect is inversely correlated with municipality population size.

    State decentralization is often promoted to improve public service delivery. However, its effects on forest conservation are ambiguous. Decentralization might not only improve local forest governance, but also change the incentives to promote agricultural expansion into forests. This study focuses on the power devolution caused by the proliferation of new administrative units in Indonesia. The discontinuous changes in government responsibilities at new administrative borders provide exogenous spatial variation to study forest outcomes. Using a spatial boundary discontinuity design with 14,000 Indonesian villages, we analyze the effects of 115 district splits between 2002 and 2014. Results show a 35% deforestation decline within new districts relative to existing districts both immediately before and after splits. In pre-split years, this can be explained through agricultural divestment by existing districts on territories that will be lost. In post-split years, the short-term forest conservation benefits seem to be rooted in temporary administrative incapacity to attract agricultural investments.

    In recent decades, information and communication technology (ICT) has been associated with far-reaching changes in the design of jobs. However, it still remains unclear whether these changes will lead to more centralization or more decentralization in firms. Previous literature on this debate has focused on a strict dichotomy between the two possible directions. In contrast, our theoretical and empirical analyses show that equipping employees with ICT leads to both more centralized and more decentralized job-design policies. This finding is particularly pronounced for executive employees, who are granted more work autonomy but also experience more control via stronger monitoring, while non-executive employees only experience more monitoring without receiving more work autonomy. Our theoretical setting is based on a modified principal-agent model. In our empirical approach we apply estimation models that account for both endogeneity and essential heterogeneity, thereby exploiting exogenous geographic variation in our instrumental variable.

    Brazil is a federation composed by the Federal Government, twenty-six states and the Federal District and 5,570 municipalities. The organization of the national health system is a shared responsibility of this three spheres of government and must comply to the constitutional principles of universal coverage, comprehensiveness and equity, and also with the decentralized management of the the Unified Health System (SUS). This constitutes an immense challenge. To preserve the constitutional principles of the system, several instruments were used to reinforce coordination between the levels of government, among which the transfers of federal resources to states, the Federal District and municipalities. Collegiate management bodies were also organized. Various initiatives and experiences were implemented to improve and conduct a systemic coordination in of the different dimensions of the health system. In this context, this work, based on a narrative review of technical-scientific literature and legal documents, analyzes the experience of the SUS from the following perspectives: i) constitutional and legal foundations that organize the health system; ii) SUS implementation experience, seeking to identify the main advances, problems and challenges; iii) identification of the relevance of federative coordination for the SUS, highlighting, in this sense, the importance of the role of the Federal Government in providing effective support for the achievement of the constitutionally defined principles for the health area, especially in countries with the characteristics of Brazil.
