    Die Frage nach der Rolle des Karnevals in der deutschsprachigen Literatur wurde bislang nicht näher erörtert. Vor dem Hintergrund, dass das närrische Brauchtum ein kulturelles Phänomen von universeller Natur ist, war eine Untersuchung dieses Gegenstands aber schon lange überfällig. Das Werk spannt einen zeitlichen Bogen von 500 Jahren und nimmt dabei die – weitestgehend – kanonisierte Literatur unter die Lupe. Die Rolle des Narren und die Funktion des Maskierens erfahren besondere Berücksichtigung, spiegelt beides doch die identitätsstiftende Eigenschaft, die dem Karneval innewohnt, wider. Im Medium des Karnevals – so eine Kernthese des Werks – werden die Ich-Krisen der literarischen Figuren inklusive potenzieller Lösungswege verhandelt. The question of the role of carnival in German-language literature has not been discussed in detail until now. Against the background that carnival customs are a cultural phenomenon of a universal nature, however, an investigation of this subject was long overdue. The work spans a time span of 500 years and takes a close look at the - largely - canonised literature. The role of the jester and the function of masquerading are given special consideration, as both reflect the identity-forming quality inherent in carnival. In the medium of carnival - according to a core thesis of the work - the ego crises of literary characters are negotiated, including potential solutions.

    The paper discusses the implications of General Artificial Intelligence (GAI) in public administrations and the specific questions it raises compared to specialized and « numerical » AI, based on the example of Customs and the experience of the World Customs Organization in the field of AI and data strategy implementation in Member countries. At the organizational level, the advantages of GAI include cost reduction through internalization of tasks, uniformity and correctness of administrative language, access to broad knowledge, and potential paradigm shifts in fraud detection. At this level, the paper highlights three facts that distinguish GAI from specialized AI : i) GAI is less associated to decision-making process than specialized AI in public administrations so far, ii) the risks usually associated with GAI are often similar to those previously associated with specialzied AI, but, while certain risks remain pertinent, others lose significance due to the constraints imposed by the inherent limitations of GAI technology itself when implemented in public administrations, iii) training data corpus for GAI becomes a strategic asset for public administrations, maybe more than the algorithms themselves, which was not the case for specialized AI. At the individual level, the paper emphasizes the "language-centric" nature of GAI in contrast to "number-centric" AI systems implemented within public administrations up until now. It discusses the risks of replacement or enslavement of civil servants to the machines by exploring the transformative impact of GAI on the intellectual production of the State. The paper pleads for the development of critical vigilance and critical thinking as specific skills for civil servants who are highly specialized and will have to think with the assistance of a machine that is eclectic by nature.

    The objective of this paper is twofold. First, it examines the effects of the implementation of trade facilitation (TF) measures on international trade flows and on participation in global value chains (GVCs). Second, it provides policy recommendations for developing Asia and the Pacific derived from model estimations. The main focus is to disentangle the effectiveness of a wide range of TF actions taken at a country level and see whether these have paved the way toward more sustainable trade flows. The data used are from the UN Global Surveys on Digital and Sustainable Trade Facilitation, covering 144 countries worldwide for the years 2015, 2017, 2019, and 2021. The empirical estimations obtained from a gravity model of trade indicate that TF measures related to transparency, institutions, and formalities are of utmost importance, whereas sustainable TF actions are still in their infancy, and more data are needed for a proper evaluation of their effectiveness. Moreover, the implementation of TF is related to reductions in the time and cost to export and import as well as to improvements in logistic performance. There are several policy recommendations and implications for developing Asia and the Pacific concerning TF, trade, and GVCs: first, transparency policies will increase trade in manufactured goods more than proportionally, especially in low-income countries in Asia (such as Afghanistan, Bangladesh, Bhutan, Cambodia, Lao PDR, Myanmar, Nepal, and Timor-Leste); second, improving the quality of TF-related institutions will foster participation in global value chains; and finally, for small islands in the Pacific (Kiribati, Solomon Islands, Tuvalu, and Vanuatu), public investments directed at improving their logistics performance would be of special relevance.

    There is a widespread perception that taxing in sub-Saharan Africa has been and remains fraught with problems or government failure. This is not generally true. For more than a century, colonial administrations and independent states have steadily developed the capacity to routinely collect more substantial revenues than one might expect in a low-income region. The two main historical dimensions of this collection capacity were (a) powerful, centralized bureaucracies focused on achieving revenue collection targets and (b) large, taxable international trade sectors. In recent decades, those centralized bureaucracies have to some extent been reformed such that in structure and procedure they resemble more closely tax administrations in OECD countries. More strikingly, nearly all states have adopted VAT and found it to be a very powerful revenue collection instrument. However, the tax share of GDP has been broadly constant for several decades, and it will be hard to increase it. It is difficult for African governments to effectively tax transnational corporations, especially in the mining and energy sectors, which are of growing importance. Tax administrations continue to approach richer Africans with a light touch, and to exaggerate the potential for taxing small-scale ('informal') enterprises. The revenue operations of sub-national governments are often opaque. Ordinary people often pay large sums in 'informal taxes' that are generally regressive in impact. And the standard direction of travel in the reform of tax policy and administration is not appropriate to those large areas, especially in the Sahel, that are afflicted by internal and cross-border armed conflicts.
