    Previous estimates indicate that COVID-19 led to a large drop in the number of operating businesses operating early in the pandemic, but surprisingly little is known on whether these shutdowns turned into permanent closures and whether small businesses were disproportionately hit. This paper provides the first analysis of permanent business closures using confidential administrative firm-level panel data covering the universe of businesses filing sales taxes from the California Department of Tax and Fee Administration. We find large increases in closures rates in the first two quarters of 2020, but a strong reversal of this trend in the third quarter of 2020. The increase in closures rates in the first two quarters of the pandemic was substantially larger for small businesses than large businesses, but the rebound in the third quarter was also larger. The disproportionate closing of small businesses led to a sharp concentration of market share among larger businesses as indicated by the Herfindahl-Hirschman Index with only a partial reversal after the initial increase. The findings highlight the fragility of small businesses during a large adverse shock and the consequences for the competitiveness of markets.

    Die Übergabe eines Unternehmens ist mit einer Vielzahl von Herausforderungen verbunden. Zentral für die Realisierung einer Übergabe ist das Finden eines Nachfolgers oder einer Nachfolgerin. Nur dadurch kann auf Dauer eine Unternehmensstilllegung vermieden werden. Die vorliegende Studie untersucht erstmals für Deutschland, wie viele Betriebe im geplanten Übergabezeitraum stillgelegt werden und welche Faktoren die Stilllegung bzw. den Fortbestand beeinflussen. Es zeigt sich, dass ein Viertel aller übergabereifen Betriebe, für die im Zeitraum von 2012 bis 2016 eine Übergabe geplant wurde, in eben diesem Zeitraum stillgelegt wurden. Kleinere Betriebe und solche, die eine mangelhafte Ertragslage, eine geringe Exportorientierung oder geringe Investitionsausgaben aufwiesen, hatten eine höhere Wahrscheinlichkeit, im geplanten Übergabezeitraum stillgelegt zu werden. Demgegenüber bestanden übergabereife Betriebe, für die eine familieninterne Übergabe angestrebt wurde, vergleichsweise oft fort. The transfer of a business involves a multitude of challenges. Among them, it is essential to find a successor willing to take over the business to avoid a closure. This study is the first of its kind to examine for Germany how many businesses are being closed down during the planned transfer period and which influencing factors can strengthen or inhibit closure or continuation. The study reveals that a quarter of all business owners who had planned a transfer in the period from 2012 to 2016 had to close down their businesses during this time span. Smaller firms and those with poor profitability, low export orientation or low investment expenditures were more likely to be shut down during this period of time. In contrast, those businesses whose owners aimed to transfer their business to a family member continued to exist comparatively more often
