    The frequency, duration, and magnitude of extreme weather events such as droughts, floods, and variation in rainfall onset and cessation periods will continue to increase. Such stress may result in significant shifts in the functioning of ecosystems. As climate change affects the capacity of ecosystems to mitigate the effects of extreme events such as drought and floods, leading to disruptions in water supply and food production, or to the destruction of infrastructure, human well-being is ultimately impacted. Chief among those impacts are those on the four dimensions of food security: food availability, accessibility, utilization, and stability. An interesting channel of impacts is through the observed and forecasted increase in the variability of water availability. This is said to cause uncertainty in agricultural production resulting in reduced productivity, food insecurity, weak economic growth and the widespread food poverty in Africa today. Due to overreliance on rain-fed agriculture in Sub Saharan Africa, people usually engage in both temporary and permanent migration after consecutive years of bad harvests and reduced incomes from agriculture with migration acting as an adaptation strategy to climatic shocks. Food value chains can be significantly affected, something that the paper identifies as an area that requires further research mainly on the resilience of food value chains to water variability.

    This paper examines the formation of India's energy-policy strategy as an act of doubleedged diplomacy. After developing an analytical framework based on the two-level game approach to international relations (IR), it focuses on the domestic context of policy preference formation. India's energy strategy is shaped by a shortage of energy and the scarcity of indigenous reserves; these problems have together resulted in a growing import dependence in order to sustain economic growth rates, outdated cross-subsidies, overregulation, and nontransparent bureaucratic structures which are adverse to private investment. The Indian government still dominates the energy sector, but large electoral constituencies within the country exert a considerable indirect influence. The paper analyzes how all these domestic necessities combine with India's general foreign policy goals and traditions to form an overall energy strategy. We finally discuss how this strategy plays out in a competitive international environment where global resources are shrinking (with most claims already distributed) and environmental concerns are on the rise. -- preferences in two-level games ; Indian foreign policy ; energy security Der vorliegende Beitrag untersucht die Herausbildung der indischen Energiestrategie unter dem Gesichtspunkt der Mehrebenen-Diplomatie. Zunächst wird ein Analyserahmen - aufbauend auf der Literatur zu "Two Level Games" in den Internationalen Beziehungen (IB) - entwickelt und anschließend die innenpolitischen Einflüsse auf den Prozess der Präferenzbildung erörtert. Die indische Energiestrategie wird sowohl von Energieknappheit als auch mangelnden eigenen Reserven geprägt. Dies hat aufgrund des rasanten Wirtschaftswachstums, durch überholte Subventionen, Überregulierung sowie intransparente bürokratische Strukturen - was wiederum private Investoren abschreckt - zu mehr Importabhängigkeit geführt. Die Regierung ist nach wie vor der wichtigste Akteur auf dem indischen Energiemarkt, jedoch üben bestimmte Wählergruppen indirekt einen beachtenswerten Einfluss aus. Die Autorin und der Autor analysieren darüber hinaus, wie die verschiedenen internen Faktoren mit Indiens allgemeinen außenpolitischen Zielen und Traditionen zusammenwirken und sich in eine umfassende energiepolitische Strategie einfügen. Abschließend diskutieren sie, wie sich diese Strategie im internationalen Wettbewerb vor dem Hintergrund schwindender Energieressourcen und zunehmender Beachtung der Umweltproblematik entfaltet.     GlobalG.A.P. compliance has often become a key requirement for farmers to access high-value global markets. Yet, the global spread of certification is highly uneven among countries. We assess the drivers and dynamics behind these unequal patterns, applying panel data regressions. Findings show that global agricultural trade networks remain relevant, but are no longer sufficient in explaining certification. Fostering a favourable business environment – via providing secure land tenure and a functioning judicial system - as well as investing in transportation and information infrastructure may facilitate farmers' participation in certification schemes. Stringency of existing public regulations is helpful for overcoming entry barriers.

    Germany and the EU plan to import hydrogen and its derivatives from the Arab Gulf states. Although Germany has signed a joint declaration of intent with the Sultanate of Oman to this end, its efforts focus primarily on Oman’s larger neighbours. However, it would be a mistake to overlook Oman’s potential role within German and European energy policy, geostrategy, and climate diplomacy. Oman’s ambitious hydrogen plans can provide Germany and the EU with affordable clean energy; and enhanced (trade) relations with the Sultanate align with a value-based approach to trade, support global climate action, and stabilise regional power balances - thus preventing the potential of dangerous conflict.

    When it comes to being supplied with raw materials, Europe faces a number of chal­lenges. These include the diversification of European supply chains, the implementation of effective sustainability standards, and the reduction of strategic dependencies on China. What will European-Chinese raw material supply chains look like in 2030? This paper outlines three possible scenarios, illustrating the combined effects of dif­ferent political and socio-economic developments and the impact they could have on European-Chinese supply chains.     Sudan's two main security forces are fighting each other. A swift military outcome is not to be expected in view of the relatively balanced power between the Sudanese Armed Forces (SAF) and the Rapid Support Forces (RSF). This strategic stalemate means that the chances for successful mediation are not hopeless. For this to happen, how­ever, Sudan’s international partners would have to abandon the approach that domi­nated negotiations for decades, namely giving violent actors a leading role in nego­tiations. Civilian actors formed a broad anti-war coalition that should set the tone for peace talks from the very beginning. This could well be in the interest of the parties to the conflict, as they will need a third actor to arbitrate their relationship in the future. The German government should strive for stronger coordination of the inter­national mediation approaches under civilian leadership from Sudan, while the Euro­pean Union (EU) should initiate constrains on the financial leeway of Sudan’s violent actors.

    Der vorliegende Beitrag analysiert die im Energiesektor erfolgten Ministererlaubnisse vor dem Hintergrund der Betrachtung der Gemeinwohlbegründung „Energieversorgungssicherheit in Deutschland“. Anhand der vertieften Untersuchung des Falles E.ON/Ruhrgas als zuletzt ministererlaubter Fusion im Energiebereich wird dargestellt, dass die Energieversorgungssicherheit Deutschlands auch vor dem Zusammenschluss wohl nicht gefährdet war und nach der Ministererlaubnis durch die gesteigerte Abhängigkeit von russischem Erdgas eher noch gemindert wurde. Es zeigt sich die erhebliche Reformbedürftigkeit des Instrumentes Ministererlaubnis insgesamt, wofür entsprechende Überarbeitungsvorschläge - etwa im Rahmen der 12. GWB-Novelle - vorgelegt werden. This article analyzes the ministerial approvals granted in the energy sector against the background of the public interest justification "security of energy supply in Germany". Based on an in-depth examination of the case of E.ON/Ruhrgas as the last ministerial-approved merger in the energy sector, it is shown that Germany's energy supply security was probably not endangered even before the merger and was rather reduced after the ministerial approval due to the increased dependence on Russian natural gas. The considerable need for reform of the instrument of ministerial approval as a whole becomes apparent, for which corresponding proposals for revision - for example, within the framework of the 12th GWB amendment - are presented.

    The "Zeitenwende" in international politics implies a need to improve strategic thinking and better prepare for future challenges. Germany is already doing so by drafting strategic documents on national security and relations with China. With respect to Russia, a similar approach suggests itself. First, because Russia's aggression against Ukraine has significantly worsened the situation in Europe and beyond for the foreseeable future. Second, because the conception of a Russia policy based on the principles declared since 2022 offers an opportunity to correct previous mistakes and transform measures that have emerged from a crisis situation into long-term policy.

    Verbreitung ist die Vervielfältigung und Durchsetzung (Etablierung) einer Innovation sowohl geografisch innerhalb eines bestimmten Gebietes als auch zwischen verschiedenen Akteuren. Wir unterscheiden vier ineinandergreifende Schritte der Verbreitung. Das Wachstum im Inneren geschieht lokal durch Verbreitung zwischen Akteuren und Konkretisierung der Lösungsoption bis hin zu einer quantitativen Vervielfältigung. Durch gegenseitiges Lernen kann die innovative Lösung weiterentwickelt und das Wachstum im Inneren unterstützt werden. In Nischen erprobte Lösungen werden von regionalen und überregionalen Akteuren aufgegriffen, in gleicher oder ähnlicher Form repliziert oder bei stark abweichenden Rahmenbedingungen übertragen (transferiert). In Summe steht am Ende eine überregionale Etablierung durch Vervielfältigung der Innovation. Diese Publikation beschreibt Verbreitungswege und Verbreitungsprozesse anhand von drei Beispielen auf lokaler und regionaler Ebene. Die Beispiele sind sehr unterschiedlich in Bezug auf den Gegenstand der Verbreitung, repräsentieren unterschiedliche Typen der Verbreitung. Sie zeigen, welche Arten von Hindernissen in konkreten Beispielen entstehen, wie diese gelöst werden und welche Faktoren die Verbreitung unterstützen. Propagation is the multiplication and adoption (establishment) of an innovation both geographically within a given area and between different actors. We distinguish four interlocking steps of propagation. Internal growth occurs locally through diffusion between actors and concretization of the solution option up to quantitative multiplication. Mutual learning can further develop the innovative solution and support internal growth. Solutions tested in niches are taken up by regional and supra-regional actors, replicated in the same or similar form, or transferred into settings with strongly differing framework conditions. The end result is a supra-regional establishment through multiplication of the innovation. This publication describes propagation paths and processes through three examples at the local and regional level. The examples are very different in terms of the object of propagation, representing different types of propagation. In concrete examples, they show what types of obstacles arise, how they are solved, and what factors support propagation.

    There has been a significant policy shift in Germany’s energy transition – the Energiewende – resulting from Russia’s invasion of Ukraine and the subsequent war. The Easter Package, rolled out in Spring 2022, set a series of ambitious renewable energy targets and laws to enable both climate action and energy security. These are to be implemented in tandem with existing laws such as the Coal Exit Law and the Federal Climate Change Act. Aligning policies and targets to reduce greenhouse gas (GHG) emissions and ensure energy reliability and affordability requires concerted policy coherence, a policy process to pursue multiple goals in a way that maximises synergies and minimises trade-offs. Reducing trade-offs (and their consequences) is especially crucial if the energy transition is to be just for all and become a vehicle towards a broader Just Transition, as well as to achieve the aims of the 2030 Agenda for Sustainable Development (including “leaving no one behind”) and the Paris Agreement. This policy brief first examines some of the most important policies – and (in)coherences – pertaining to the Energiewende, with a specific focus on the state of North Rhine-Westphalia (NRW), one of Germany’s main coal-mining regions. The brief then goes on to explore the main political drivers – through the lens of ideas, interests and institutions – of policy (in)coherence in two parallel Energiewende policy processes that are particularly relevant to the electricity sector: the coal phase-out and the phase-in of onshore wind. Although solar power and green hydrogen are also key to a successful Energiewende, these are not the subject of this brief. Our insights derive from policy document analysis and 28 semi-structured interviews. To move towards a Just Transition, the following recommendations are made to promote coherence in Germany’s Energiewende and inform the ongoing revision of the NRW Sustainability Strategy (last updated in 2020). The recommendations may also be of interest to the newly appointed NRW Advisory Board on Sustainability: • Mitigate ideological, institutional and interest-based barriers to ambitious climate action by ensuring a political commitment to policy coherence. In NRW in particular, this means meeting recent promises to deliver a coal phase-out by 2030 and lift the 1,000 metre (m) “rule” (i.e. 1 kilometre (km) between residential buildings and wind turbines), as well as mitigating arising conflicts between residents’ interests, particularly around the sharing of profits. Such commitments should be made explicit in the revised NRW Sustainability Strategy and legislated. • Promote greater political equality in all Energiewende policy-making decision processes at all governance levels (i.e. federal, state and municipal) in consultative and participatory mechanisms towards greater energy democracy. Reducing political in-equality is key to increase the public’s acceptance of renewable energy projects (e.g. through cooperatives) – one of the aims of the latest NRW Sustainability Strategy. • Integrate notions of social and climate justice into Energiewende policy to ensure the German energy transition is a just one for all individuals, and not just for German coal workers. Notions of procedural, distribution and recognition justice are featured here and should be highlighted in the updated NRW Sustainability Strategy.
