    This study was prepared by the Economic Commission for Latin America and the Caribbean (ECLAC), at the request of the Government of Mexico in its capacity as Pro Tempore Chair of the Community of Latin American and Caribbean States (CELAC), at the virtual ministerial meeting on health matters for response and follow-up to the COVID-19 pandemic in Latin America and the Caribbean, held on 26 March 2020.The report addresses three topics: the economic and social impacts of the pandemic in the region, the actions taken by ECLAC in response to the request by CELAC and, on the basis of these, a set of policy recommendations to address the pandemic and its effects in different areas.     Currently the world is going through an unprecedented health, social, human and economic crisis due to the pandemic caused by the disease COVID-19. Even though in the current health crisis derived from COVID-19, the frequency of infection and mortality in the child population are lower than in other age groups, children are being affected by the socioeconomic impacts and, in some cases, by mitigation measures that may inadvertently cause more harm than benefit. The pandemic will exacerbate existing vulnerabilities, including an increased risk of child marriage1, child labour, and teenage pregnancy. According to ILO estimates (2017), the percentage of children and adolescents between 5 and 17 years-old in child labour in Latin America and the Caribbean fell from 10.8% in 2008 to 7.3% in 2016, which is equivalent to a decrease of 3.7 million people in this situation. Despite this good news, there are still around 10.5 million children and adolescents in child labour, and the current situation has the potential to reverse this positive trend, placing the region at risk of not being able to reach Target 8.7 of the Sustainable Development Goals (SDGs), as it relates to “ending child labour in all its forms by 2025”.

    The coronavirus disease (COVID-19) pandemic affects the activities of the food system (food production, processing, distribution, marketing and consumption) and its outcomes —particularly food security and social well-being. The United Nations Secretary-General has drawn attention to the need for an immediate response to avoid a food crisis.This report, co-edited by the Economic Commission for Latin America and the Caribbean (ECLAC) and the Food and Agriculture Organization of the United Nations (FAO), offers policy recommendations for sustaining demand and administering the food trade during the emergency and preventing a regional food crisis should it continue.     The Information Technology enabled Services sector (also referred to as modern services) has been one of the fastest growing segments of India’s exports to and foreign direct investment in Latin America and the Caribbean (LAC) over the past decade. This sector also showed significant resilience during the COVID-19 pandemic, as many Indian firms were able to reinforce their digital transformation, which strengthened their growth and export potential. India’s main comparative and competitive advantages are its large educated workforce, a developed Information and communication technologies (ICT) related infrastructure, and strong innovation performance in this sector. However, imports in this sector remain more restricted both in India and LAC than those in other sectors due to various regulations. There is also scope to increase access and use of modern services businesses and individuals alike in India and LAC. Summary .-- Introduction .-- I.     La pandemia del COVID‐19 ha generado impactos en muchas dimensiones de la vida de las personas y de las agendas políticas del mundo, de América Latina y el Caribe. Nuestra región es, a comienzos de junio de 2020, una de las más afectada por contagios y muertes atribuidas al COVID‐19. Los Estados de la región han respondido a esta crisis sanitaria y social implementado un abanico de estrategias, con enfoques y resultados diversos, que buscan proteger la vida de las personas.Sabiendo que estos esfuerzos deben ser sostenidos y reforzados para afrontar la presente crisis, sus diversos impactos y las potenciales nuevas olas, este documento busca relevar algunos aprendizajes que hasta el momento se evidencian, internacionalmente y en nuestra región, en relación a las políticas de diagnóstico y trazabilidad de casos positivos, las estrategias de contención y mitigación, la reorganización y fortalecimiento de los sistemas de salud, las medias de protección de los funcionarios de la salud y la generación y difusión de información crítica. En este marco, se presenta un análisis particular de los usos, potencialidades y desafíos que las tecnologías de la cuarta revolución tecnológica han tenido durante la pandemia. Adicionalmente, con una mirada de los impactos multidimensionales del COVID‐19, se comenta la situación de algunos grupos especialmente vulnerables ante la pandemia que deben estar al centro de las respuestas de la política pública.     El mundo enfrenta un panorama de alta incertidumbre durante el 2020 como resultado de la pandemia del coronavirus y sus efectos sobre la población y la economía global. La propagación del COVID-19, aparte de su impacto sobre la población y la salud pública, condujo en todo el mundo a significativas contracciones de la actividad económica y el comercio internacional.Este conjunto de factores ha requerido y está requiriendo una decidida respuesta de los sectores públicos de la región. Dentro de este panorama de alta incertidumbre, una certeza es que las economías y las sociedades de la región requerirán una provisión creciente de bienes y servicios públicos.También es una certeza que esta crisis tendrá un impacto significativo en las bases del financiamiento público (ingresos tributarios sobre la renta y el consumo, ingresos provenientes de actividades intensivas en recursos naturales, y financiamiento interno y externo).En este marco y ante la necesidad de mejorar el nivel y la incidencia distributiva de la carga tributaria en América Latina, el objetivo de este documento es revisar los puntos de contacto y posibles sinergias entre la cooperación tributaria internacional y los desafíos de alcanzar sistemas impositivos más redistributivos en los países de América Latina, una relación que no ha sido lo suficientemente tratada en la literatura.     En este documento se analizan las prioridades de la oferta educativa y curricular de Iberoamérica y la necesidad de desarrollar y fortalecer las habilidades que faciliten la transición entre la educación y el trabajo. Si bien se han logrado avances con respecto al acceso y la conclusión de la enseñanza primaria, secundaria y superior, aún existen jóvenes excluidos del sistema educativo. Además, la desigualdad en la calidad de la educación impartida impide la difusión de las habilidades clave que el mercado laboral exige. En este sentido, el impacto que tendrá la revolución digital dependerá de qué tan bien preparados estén las personas y los países para aprovechar las oportunidades que ofrecen las nuevas tecnologías.     The coronavirus disease (COVID-19) pandemic has had an unprecedented impact in Latin America and the Caribbean. It has become the worst economic and social crisis in a century and has exposed significant structural gaps in the region’s development model. A profound transformation is necessary, eschewing the temptation to view the pandemic as an accident or a parenthesis instead of as the signal that a new direction must be taken because the world has reached what is increasingly seen as a transformative crossroads. A new social contract is needed and a new global pact must be forged. The region must shift its model towards an inclusive and sustainable development pattern that guarantees the conditions necessary for governance and in which there is a balance between economic growth, social inclusion and environmental sustainability. This balance, among other factors, will need to be sustained by political partnerships that place equality at the centre of development and sustainability, as the key to sustainable development. In the days, months and years to come, it will be imperative to strive for reconstruction and transformation with equality and sustainability. Introduction .-- I.     The COVID-19 pandemic has exacerbated existing vulnerabilities and inequalities in Caribbean society, including with regard to access to information and communication technologies (ICTs) and education services, food insecurity, and the situation of women and girls given the significant increase in gender-based violence.     La pandemia del COVID-19 está generando en el mundo y en América Latina una triple crisis combinada y asimétrica: sanitaria, económica y social. Por otra parte, la región presenta debilidades estructurales que generan fuertes dificultades para abordar el triple desafío de contención epidemiológica, recuperación económica y mitigación de los costos sociales. Las debilidades económicas de larga data con amplios sectores de baja productividad y un modelo dual en el mercado laboral, la caída de la inversión y de la demanda agregada en la última etapa del ciclo económico en la región, los niveles de pobreza y desigualdad que las mejoras de la primera década del siglo no lograron revertir y las condiciones de habitabilidad y acceso a servicios básicos atentan contra la posibilidad de abordar adecuadamente este triple desafío. A pesar de ello los países han tomado acciones deliberadas para enfrentar estos tres desafíos. Sin embargo, las medidas han sido o bien insuficientes, fragmentadas o ineficaces en la mayoría de los casos. Se hace por ello necesario erigir un piso de protección social básico que facilite el cumplimiento de los tres objetivos estratégicos: sostener niveles de demanda económica mínimos, garantizar un ingreso básico o un piso de bienestar universal y, con ello, poder diseñar estrategias que permitan entrar y salir de las estrategias más o menos estrictas que se requieren para la contención epidemiológica sin condenar a una parte significativa de la población a la pobreza extrema a niveles de infraconsumo agudos.     The health and economic crisis like no other in the past 100 years that has been caused by coronavirus disease (COVID-19) has thrown socioeconomic inequalities and unequal access to health and social protection services into even sharper relief. It has also posed socioeconomic challenges that expose the most vulnerable groups in the population to even more severe risks and adversities than they were already facing.One of the most vulnerable groups is older persons, whose quality of life and rights are being directly impacted by the pandemic. Scientific evidence on the evolution of the pandemic and risk factors associated with COVID-19 have shown that people of any age can contract the disease caused by the severe acute respiratory syndrome coronavirus 2 (SARS-CoV-2). However, older persons have a higher probability of severe symptoms, complications and death, especially those aged 80 or over. In addition, studies show that pre-existing chronic or degenerative conditions are also risk factors associated with a higher probability of severe illness and death as a result of COVID-19, and it is well known that those comorbidities are more frequent among older persons.Hence the importance of protecting the rights of older persons during this health crisis, for which efforts must be made on two fronts. First, the right to health, which must be for all, without age-based discrimination. Second, the right to life and the right to a dignified old age until the end of one’s days.

    The Economic Commission for Latin America and the Caribbean (ECLAC) and the United Nations Children’s Fund (UNICEF) have predicted that the social and economic effects of the ongoing pandemic will have a significant impact on the well-being of families with children and adolescents in Latin America and the Caribbean.Even before the COVID-19 crisis, children and adolescents were already a highly vulnerable population group, suffering a higher incidence of poverty than other age groups and affected by numerous inequalities in various dimensions. Not only does the current emergency threaten families with the loss of their livelihoods and a drop in their incomes, children and adolescents also face significant barriers in securing access to health care —including vaccination schemes— and to education. Thus, they are also at a higher risk of falling behind or dropping out of school, as well as at risk from food insecurity and threats of violence or physical punishment. It is therefore urgent to invest in children and to ensure their development in a context characterized by adversities old and new.

    Since April, tourism in the region has almost come to a temporary standstill as a result of the coronavirus disease (COVID-19) pandemic. This temporary paralysis has not only hit Caribbean economies and employment hard, but also many local communities in Latin America. Tourism accounts for half of services exports in Latin America and the Caribbean and represents significant shares of gross domestic product (GDP) and employment. An impact scenario shows that the slump in tourism may cause total GDP growth in the Caribbean and Latin America to fall by 8 percentage points and 1 percentage point, respectively, while total employment could potentially decline by 7 percentage points in the Caribbean and 1 percentage point in Latin America. As countries have taken measures to mitigate the impact of the crisis on tourism, recommendations are provided to step up the sector’s preparation for the economic recovery, while enhancing diversification as well as environmental and social sustainability.     El trabajo doméstico remunerado ha sido tradicionalmente en América Latina una importante fuente de ocupación para las mujeres, principalmente para aquellas provenientes de hogares pobres, indígenas y afrodescendientes y de sectores rurales, en un entrecruzamiento de desigualdades de género, clase, raza y territorio. Sus condiciones laborales son precarias y se caracterizan por la informalidad, desprotección y bajos salarios.Crecientemente las mujeres migrantes provenientes de otros países de la región están ocupando este espacio laboral. A una escala global, los cuidados circulan a través de la feminización de las migraciones y el establecimiento de cadenas globales de cuidado. En América Latina se han conformado corredores migratorios para el cuidado a partir de la emergencia de polos de desarrollo en torno a centros urbanos en países de mayores ingresos, cuyas demandas de cuidado no son satisfechas por la mano de obra local, dando un impulso a la migración intrarregional.La crisis provocada por la pandemia del COVID-19 ha puesto en evidencia la centralidad del cuidado en la vida de las personas y las malas condiciones laborales y la desprotección de las trabajadoras domésticas remuneradas, quienes prestan este cuidado a cambio de una remuneración. Esto pone de relieve la necesidad de revalorizar este trabajo e incorporarlo como una dimensión esencial de las estrategias de desarrollo y los programas para la recuperación de la crisis. In this brief, the contribution of tourism to exports, gross domestic product (GDP) and employment is reviewed, together with the recent downturn in this activity in the region. An impact scenario shows that the slump in tourism may cause total GDP growth in the Caribbean and Latin America to fall by 8 percentage points and 1 percentage point, respectively, while total employment could potentially decline by 9 percentage points in the Caribbean and 2 percentage point in Latin America. As countries have taken measures to mitigate the impact of the crisis on tourism, recommendations are provided to step up the sector’s preparation for the economic recovery, while enhancing diversification as well as environmental and social sustainability.
