    Die vorliegende Arbeit untersucht, in welchem Verhältnis Umweltaspekte zu Subventionen und Subventionspolitik stehen und inwiefern sie für subventionspolitische Reformen fruchtbar gemacht werden können. Dabei werden Bezüge zwischen den Politikfeldern Umweltpolitik und "Subventionspolitik" systematisch herausgestellt, um unter möglichst einheitlichen Gesichtspunkten Konturen einer auf die Umwelt ausgerichteten Betrachtungsweise von Subventionen und Subventionspolitik aufzuzeigen. Da diese Bezüge a priori komplex sind, nähert sich die Arbeit der Thematik aus verschiedenen Blickwinkeln und mit verschiedenen Methoden. Historisch-deskriptive und theoriegeleitete Überlegungen münden in eine Reformperspektive, derzufolge es gute Gründe gibt, die (politische) Aufmerksamkeit verstärkt auf den Abbau von Subventionen mit negativen Umweltwirkungen zu richten. Dies wird anhand eines Überblicks über Wirkungsanalysen zur Identifizierung spezifischer umweltschädlicher Subventionen konkretisiert. Abschließend wird ein umweltorientierter Reformprozeß für Subventionen skizziert. Die vorliegende Arbeit untersucht, in welchem Verhältnis Umweltaspekte zu Subventionen und Subventionspolitik stehen und inwiefern sie für subventionspolitische Reformen fruchtbar gemacht werden können.     The extension of subsidized child care is currently on top of the political agenda in Germany. In this paper the excess demand for subsidized child care slots is estimated using a partial observability model in the style of Abowd and Farber (1982). The results show that more than 50 percent of children aged 0-3 are queuing for child care slots, whereas only 10 percent of children aged 4-6 years are queuing. For children in the younger age group who have working mothers, about 255,000 child care slots are missing. This number comes close to the government's plan to expand subsidized child care by 230,000 slots.
