    Die Europäische Währungsunion befindet sich in einer für Europa gefährlichen Krise. Anstatt eine Konvergenz der sozio-ökonomischen Strukturen zwischen den Teilnehmerstaaten zu erreichen und so den europäischen Einigungsprozess zu festigen, bietet die Eurozone heute im Innern ein Bild wirtschaftlicher, sozialer und politischer Verwerfungen. Die Unterschiede zwischen den Euro-Staaten sind größer, die politischen Beziehungen konfliktträchtiger geworden. In der interdisziplinär angelegten Studie von Gerhard Riehle werden Gründe und Umfang der Fehlentwicklungen, die daraus resultierenden finanziellen, wirtschaftlichen und sozialen Auswirkungen und kritische Kollateralfolgen dokumentiert aufgezeigt. Als Ausweg aus der Krise wird vorgeschlagen, die Währungsunion einvernehmlich zu beenden. Diese Lösung setzt auf das Interesse der Euro-Länder, zur Staatsraison zählende Kernelemente ihrer kulturellen Identität zu bewahren und einen Zerfall der weit wichtigeren Europäischen Union zu vermeiden. The European Monetary Union is in a state of crisis that is creating a threat to Europe. Instead of converging the socio-economic structures of the member states and thus strengthening the European unification process, the euro zone is marked by economic, social and political distortions. Differences between Euro states as well as conflicts in their political relations have grown. In his interdisciplinary study, Gerhard Riehle deals with both the reasons for and the scope of this failure and its ensuing financial, economic, social and institutional effects. As a way out of the crisis he proposes to reach consensus in favour of winding up the Monetary Union. This solution puts its trust in the interest of the Euro states to preserve key elements of their cultural identity, which are considered to be part of their reasons of state, and to avoid a break-up of the much more important European Union.

    Governments are confronted with crises that may spread beyond national borders and trigger significant economic knock-on effects. Managing crises is a key responsibility for governments, which have a crucial role to play to strengthen the resilience of their population, communities and critical infrastructure networks. The paper highlights the changing landscape of crises with which governments are confronted today, discussing new approaches to deal with both traditional and novel crises. The paper invites a reflection on how best governments can adapt to change while still maintaining capabilities to deal with more classic crises. It concludes with identifying five cross-cutting issues in crisis management where government should pay attention when framing their policies and practices: an overall crisis governance framework, the role of science and expertise, leadership issues, the governance of response networks, and international cooperation. International exchange of experiences among governments and the development of shared best practices are core objectives for the OECD High Level Risk Forum under which the paper was prepared.
