    Do Special Economic Zones (SEZs) increase local economic activities in developing countries? This paper explores this question by examining the aggregate district economic effects of SEZs, a place-based development policy in Ethiopia. The study relies on time and district variation in the establishment of SEZs to evaluate the within-district changes in nighttime light, a proxy for district economic activities. The Difference-in-Difference estimates show an increase in the average nighttime light of SEZs districts after the SEZs became operational. The effect varies with the SEZs type. SEZs with bigger land sizes and SEZs that operate in sectors other than textiles, garment and the leather industry tend to generate more economic activities in the SEZs districts. The impact is also positive and significant for publicly managed SEZs relative to privately managed SEZs. The study further explores whether SEZs generate spillover effects on the economic activities of districts bordering the SEZs districts. Overall, there is no consistent evidence that the policy has any significant effect on the economic activities of the SEZs commuting districts.

    Vietnam has integrated into global value chains through the establishment of special economic zones (SEZs). This paper examines the local labour-market impacts of this programme, building on a unique dataset of SEZs in combination with labour force survey (LFS) data. Using historical satellite imagery, we trace the built-up area of SEZs over time to construct a continuous measure of SEZ exposure, which we link to the LFSs at the districtyear level for 2013-2019. In a difference-in-differences design with continuous treatment, we find that SEZs have led to a rapid shift in employment from agriculture and services to manufacturing and to an improvement in the quality of employment through higher wages and more formal employment. Foreign firms drive these effects, but there are positive spillovers to workers in domestic firms in agriculture and services. The effects are particularly strong for women, and younger individuals with low and medium levels of education.

    This paper exploits time and geographic variation in the adoption of Special Economic Zones in India to assess the direct and spillover effects of the program. We combine geocoded firm-level data and geocoded SEZs using a concentric ring approach, thus creating a novel dataset of firms with their assigned SEZ status. To overcome the selection bias we employ inverse probability weighting with time-varying covariates in a difference-in-differences framework. Our analysis yields that conditional on controlling for initial selection, the establishment of SEZs induced no further productivity gains for within SEZ firms, on average. This effect is predominantly driven by relatively less productive firms, whereas more productive firms experienced significant productivity gains. However, SEZs created negative externalities for firms in the vicinity which attenuate with distance. Neighbouring domestic firms, large firms, manufacturing firms and non-importer firms are the main losers of the program. Evidence points at the diversion of inputs from non-SEZ to SEZ-firms as a potential mechanism.

    Special Economic Zones (SEZs) have become common across Southern Africa in the past 20 years. In line with experiences in the rest of the world, they have had at best marginal success. Their essential premise is that it should be more efficient and effective to establish an enclave with world-class administration and infrastructure than to address cross-cutting blockages to growth. In East Asia, this approach was able to build on a broader national industrialization trajectory. In Southern Africa, by contrast, it has proved unable to offset the main constraints on investment. These centre on deep inequality both within and between countries, which leads to continual contestation over economic measures and limited domestic demand, combined with mining dependency, which reduces the scope for substantial linkages through local suppliers or downstream manufacturers. As a result, the SEZs face uncertain and slow regulatory environments, are often unable to deliver on their promises of improved infrastructure and financial incentives, and do little to promote broader industrialization across the region. The case of SEZs underscores the need to develop effective methodologies to test whether policy solutions developed in very different circumstances are viable in Southern Africa. The paper suggests that such a methodology must start with an explicit identification of the problem to be solved and its causes. That lays the basis for evaluating policy options, including those tried abroad, using a theory of change and impact assessments that take into account the differentiated benefits and costs for different stakeholders.

    The study evaluates the impact of Special Economic Zones (SEZs) on household welfare (per capita consumption expenditure (PCE) and poverty status) in Ghana using the Ghana Socioeconomic Panel Survey Dataset. SEZs spillover effect on household welfare within a binary treatment condition may lead to finding inadequacy for policy. Therefore, in this study, a paired Propensity Score Matching (PSM) and an Augment Inverse Probability Weighing (AIPW) for multivalued treatment effect (MTE) models were used to correct the potential selection bias and to estimate the effect of SEZs on household poverty. Households located within 30km radius near SEZs seems to have an improved PCE and reduced poverty compared with households farther away. The results on the poverty effect using different household characteristics provide a strong basis for a deeper understanding of the heterogeneous state of SEZs and poverty in Ghana. While data limitations prevented the study from drawing conclusions on the direct channels at work, it was able to investigate the indirect channels, which suggests that SEZs in Ghana may induce employment restructuring effects for individuals in paid employment or farming, albeit for different reasons, which can have important implications for the SEZ-employment-poverty relationship.

    Many countries introduced concepts related to Special Economic Zones (SEZs) to promote export-led economic growth. However, the concepts and implementation of SEZs vastly differ, resulting in large differences between and within countries. Therefore, this study seeks to assess the current state of Ghana's Special Economic Zones while identifying challenges to SEZ enclave development in Ghana. For this, three main enclaves are considered: Tema Export Processing Zone, the Dawa Industrial Park, and the Export Processing Zone in Sekondi. Drawing on semi-structured indepth interviews with five officials from the Ghana Free Trade Authorities and site visits, the study conducts a three-step multi-dimensional comparative analysis. The study finds the presence of enclave-specific challenges relating to land and development issues, inadequate accessibility, and the Covid-19 pandemic to be key in explaining the low occupation of the enclaves. Further, implementation challenges relating to rent collection, political changes, and the absence of a common definition make it difficult to promote Ghana's SEZs adequately.
