    This paper assesses the impact of Ethiopia's flagship social protection program, the Productive Safety Net Program on the adverse impacts of the COVID-19 pandemic on the food and nutrition security of households, mothers, and children. The analysis uses pre-pandemic, in-person household survey data and a post-pandemic phone survey. Two-thirds of the respondents reported that their incomes had fallen after the pandemic began, and almost half reported that their ability to satisfy their food needs had worsened. Employing a household fixed effects difference-in-difference approach, the study finds that household food insecurity increased by 11.7 percentage points and the size of the food gap by 0.47 months in the aftermath of the onset of the pandemic. Participation in the Productive Safety Net Program offsets virtually all of this adverse change - the likelihood of becoming food insecure increased by only 2.4 percentage points for Productive Safety Net Program households and the duration of the food gap increased by only 0.13 month. The protective role of the program is greater for poorer households and those living in remote areas. The results are robust to various definitions of program participation, different estimators, and different ways of accounting for the non-randomness of mobile phone ownership. Productive Safety Net Program participants were less likely to reduce expenditures on health and education by 7.7 percentage points and less likely to reduce expenditures on agricultural inputs by 13 percentage points. By contrast, mothers' and children's diets changed little, despite some changes in the composition of diets, with consumption of animal source foods declining significantly

    In a regional and international context of weak growth, high inflation and growing inequality, the countries of Latin America and the Caribbean must focus policies on reactivating, rebuilding and transforming economic and production systems to advance towards low-carbon and high-tech economies that address climate change and reduce their historical gaps, structural heterogeneity and dualism.This document considers the complex conditions that pose significant challenges to accelerating growth, tackling high inflation and the cost-of-living crisis, maintaining transfers to the most vulnerable households, mitigating the social costs of the crisis and boosting investment. Its chapters analyse the dynamics of globalization and the policy challenges in changing the production structure and moving towards sustainable development. In addition, they consider strategies for reducing inequality and creating universal protection systems and decent jobs in a challenging world. Nine strategic sectors expected to drive a big push for sustainability are examined through the prism of green growth. The document concludes with policy recommendations for advancing towards a renewed model for inclusive and sustainable growth. Foreword .-- I.     This paper assesses the impact of Ethiopia's flagship social protection program, the Productive Safety Net Program on the adverse impacts of the COVID-19 pandemic on the food and nutrition security of households, mothers, and children. The analysis uses pre-pandemic, in-person household survey data and a post-pandemic phone survey. Two-thirds of the respondents reported that their incomes had fallen after the pandemic began, and almost half reported that their ability to satisfy their food needs had worsened. Employing a household fixed effects difference-in-difference approach, the study finds that household food insecurity increased by 11.7 percentage points and the size of the food gap by 0.47 months in the aftermath of the onset of the pandemic. Participation in the Productive Safety Net Program offsets virtually all of this adverse change - the likelihood of becoming food insecure increased by only 2.4 percentage points for Productive Safety Net Program households and the duration of the food gap increased by only 0.13 month. The protective role of the program is greater for poorer households and those living in remote areas. The results are robust to various definitions of program participation, different estimators, and different ways of accounting for the non-randomness of mobile phone ownership. Productive Safety Net Program participants were less likely to reduce expenditures on health and education by 7.7 percentage points and less likely to reduce expenditures on agricultural inputs by 13 percentage points. By contrast, mothers' and children's diets changed little, despite some changes in the composition of diets, with consumption of animal source foods declining significantly

    This study intends to contribute to the discourse on social protection and crime. The study assessed social protection as a tool for crime prevention, with bias to Owerri municipal local government area of Imo state, Nigeria as a case study. The study employed a qualitative approach which allowed the researcher to explore experiences and perspectives of selected participants. Purposive sampling was considered appropriate for the defined population. In-depth interview and focus group discussion (FGD) served as data collection instruments. A review of available literature, reports, newspaper publications, reports, and various internet sources were exhaustively utilised to gather secondary data. The study revealed that social protection possesses the potential to prevent crime. The study informed that certain intervention programmes established by the government helped in decreasing crime incidences in the area under study. In addition, the study revealed that social protection enhances wellbeing, empowers people, promotes better living conditions, imbues a sense of belonging and inclusiveness, promotes social stability and does not lead to dependency. However, the study revealed that social protection alone is incapable of eradicating crime.

    The debate on the need for Sub-Saharan African (SSA) countries to foster inclusive growth has intensified following the coming into force of the African Continental Free Trade Area (AfCFTA), and the emergence of the coronavirus pandemic. A conspicuous lacuna in the literature is a lack of rigorous empirical work(s) exploring: (1) the joint effect of economic integration and resource allocation, and (2) social equity policies on inclusive growth in SSA. Using data from the World Bank's World Development Indicators and the Global Consumption and Income Project (1980-2019) for 43 SSA countries, I provide evidence robust to several econometric techniques the fixed-effect, random-effect, and the system generalized method of moments estimators to show that: (1) though economic integration induces inclusive growth, the effect is higher in the presence of greater financial deepening and productive government expenditure; (2) relative to economic integration, social equity policies are rather remarkable in enhancing inclusive growth. Policy recommendations are provided in line with the AfCFTA and the reversals of welfare gains due to the coronavirus pandemic.

    Trade-offs between policies that promote economic growth and redistribute wealth are discussed extensively in the literature, both from a public finance perspective and from a macroeconomic angle. In fact, social safety nets are sometimes perceived by government in developing countries as a non-productive use of scarce public finance. Cambodia is an example of low middle income country that has so far been reluctant to implement a social protection floor for its vulnerable population and those unable to meet their subsistence needs. The Covid-19 pandemic has however changed not only the set of policies that the government has put in place to protect its population living in poverty, dedicating an unprecedented share of its budget to their funding, but it has also modified the role that policy makers aim for these interventions to play. These programmes are now increasingly perceived as a requirement to protect the growth of a country that was for decades the fastest growing economy in the world. This paper analyses the policy changes induced by the pandemic and presents empirical evidence that their economic effects are likely to be large. It then discusses the shift in political paradigm that this could lead to.
