Country coverage of low-carbon technologies includes both natural resource-based energy-rich countries (e.g. Canada and the United States) and energy-challenged countries (e.g. Germany and Japan). Country or regional coverage of smart cities programmes focuses on Australia, Austria, Finland and Sweden, as well as two international programmes operated by the European Commission and the Nordic Council. The monograph assess the policies’ sectoral priorities. It reviews their portfolio of instruments, budgets, and monitoring and evaluation strategies, international co-operation strategies and identifies critical success factors.

    India launched its National Smart Cities Mission (SCM) in 2015 with the goal of transforming urban areas into more inclusive, sustainable environments. The program was a response to the needs of a rapidly urbanizing population which requires a radical transformation of the built environment in order to realize a more prosperous and egalitarian society. A total tendered amount of 1.84 lakh crore (24.6 billion USD) has been approved under the project, with new developments receiving funding across the country. However, the SCM has so far failed to live up to its promise in a number of respects. It has disbursed its funding through a grant structure at odds with a national strategic vision for smart urbanization. Furthermore, by stretching the definition of "smart cities" nearly beyond recognition, it has become a catch-all umbrella for new government funding to urban projects, rather than a push to make India’s cities digitized and more sustainable. This raises the question of whether it is appropriate for India to invest in smart cities right now, or whether this funding should instead go towards expanding the systems which provide essential basic services to the population first. Fortunately, the vision for the SCM can be modified in a way that new investments made under the program both meet the existing needs of the population and start building the foundation for a smarter, 21st century infrastructure. Indeed, this is necessary if the SCM and future urban development projects are to yield concrete benefits proportional to their costs.

    The share of the world’s population living in urban areas is continually increasing, a trend which is likely to continue for the remainder of the 21st century. As more and more people from all walk of life live in cities, achieving sustainable development increasingly depends on whether or not cities themselves can be made more sustainable. In service of this cause, new advances in ICT (Information and Communications Technology) have put "smart cities" closer within reach than ever before. Smart cities incorporate a variety of digital and automated solutions to make urban environments more livable and responsive to the needs of their residents, in fields ranging from transportation to waste management to public institutions themselves. As digital tools become more integrated into urban infrastructure, and inhabitants use more and more digital technology, especially mobile technology, in their everyday lives, smart cities will increasingly be able to dynamically adapt services to demand, improving quality of life while making resource use more efficient. However, sustainability also implies institutional trust. As user-generated data becomes more and more integral to the functioning of smart cities, planners will need to be highly collaborative and transparent around what data is used and in what fashion so that residents can rest assured that this crucial access to their personal information is not abused.

    Da urbane Prozesse Leitmodelle zukünftiger Städte (sogenannte "travelling concepts") benötigen um ihre Entwicklung voranzutreiben, untersucht diese Masterarbeit, ob die "am Reißbrett" entworfene Smart City Kashiwa-no-ha in Japan, die praktische Governance mit einem urbanen Reallaboransatz verbindet, als ein solches Modellkonzept fungieren kann. Ausgehend von einer sozio-geographischen Governanceperspektive auf Stadtentwicklungsprozesse, leitet der Autor eine eigene Definition des "fuzzy concepts" der Smart Governance innerhalb der Smart City-Vision ab - fortlaufend als Smart Urban Governance bezeichnet. Hierfür entwickelt der Autor einen Indikatorenkatalog für die Operationalisierung dieser Smart Urban Governance und wendet diese auf das japanische Fallbeispiel an. Methodisch verfolgt die Masterarbeit dabei einen qualitativen Ansatz und führt in diesem Zusammenhang sowohl eine deskriptive als auch eine normative Governance-Analyse am Beispiel von Kashiwa-no-ha durch. Als Datengrundlage dienen hierfür neben der vorhandenen Literatur zum Themengegenstand vor allem die empirischen Erhebungen des Autors. [...] Since urban processes need models of possible futures (referred to as travelling concepts) to drive their development, this study investigates whether planned-from-scratch smart city Kashiwa-no-ha International Campus Town Initiative can produce such an image with its smart governance approach, that is combined with an urban living lab. Using geographical governance research in relation to urban development processes as a framework, this master's thesis derives its own definition of the fuzzy concept of smart governance within the smart city vision based on a socio-geographical understanding of space, here referred to as Smart Urban Governance. Additionally, a set of indicators for the operationalisation of Smart Urban Governance is designed and applied to the case study. Methodologically, the thesis pursues a qualitative approach and, in this context, carries out a descriptive and normative governance analysis of Kashiwa-no-ha on the basis of the existing literature and empirical surveys conducted by the author.
