    Zusammenfassung: Wenn die EU bis 2050 Netto-Null-Emissionen erreichen will, wird es nicht genügen, konventionelle Klimaschutzmaßnahmen zur Emissionsvermeidung zu ergreifen. Um unvermeidbare Restemissionen auszugleichen, werden zusätzlich auch unkonventionelle Maßnahmen zur Entnahme von CO2 aus der Atmosphäre notwendig sein - etwa mittels Aufforstung oder der Direktabscheidung von CO2 aus der Umgebungsluft. Nicht alle Mitgliedstaaten und Branchen werden im Jahr 2050 bereits Treibhausgasneutralität erreicht haben, manche werden 2050 schon unter Null liegen müssen. Die Option der CO2-Entnahme aus der Atmosphäre ermöglicht eine stärkere Flexibilisierung der Klimaschutzpolitik, wird aber auch neue Verteilungsfragen aufwerfen. Die Vermeidung von Treibhausgasemissionen sollte gegenüber der nachträglichen Entnahme von CO2 politisch priorisiert werden. Netto-Null-Ziele sollten explizit in Emissionsminderungsziele und Entnahmeziele unterteilt werden, statt die Effekte beider Ansätze beliebig miteinander zu verrechnen. Die zukünftige Entwicklung einer EU-CO2-Entnahme-Politik sollte durch ein adäquates Policy-Design in produktive Bahnen gelenkt werden. Ob die EU mittelfristig einen proaktiven oder zurückhaltenden Einstiegspfad wählt, wird nicht zuletzt mit davon abhängen, welche Netto-Negativ-Ziele sie für die Zeit nach 2050 anstrebt. Die EU sollte ihren Fokus in den kommenden Jahren darauf richten, verstärkt in Forschung und Entwicklung von CO2-Entnahme-Methoden zu investieren und vermehrt praktische Erfahrungen mit deren Einsatz zu sammeln. Nur wenn es der EU und ihren Mitgliedstaaten auf dem Weg zu Netto Null tatsächlich gelingt, konventionelle Emissionsminderungen und unkonventionelle CO2-Entnahmen überzeugend miteinander zu verbinden, kann die EU ihrem Vorreiter-Anspruch in der Klimapolitik gerecht werden

    Zusammenfassung: If the EU wants to achieve net zero emissions by 2050, enacting conventional climate change mitigation measures to avoid emissions of greenhouse gases will not be enough. To compensate for unavoidable residual emissions, unconventional measures to remove CO2 from the atmosphere will also be necessary - for example, through afforestation or the direct cap­ture of CO2 from ambient air. Not all member states and economic sectors will have achieved green­house gas neutrality by 2050; some will already need to be below zero by then. The option of CO2 removal from the atmosphere will allow greater flexibility in climate policy, but will also raise new distributional issues. Avoiding greenhouse gas emissions should be given political priority over the subsequent removal of CO2. Net zero targets should be explicitly divided into emission reduction targets and removal targets, instead of simply off­setting the effects of both approaches. The future development of an EU CO2 removal policy should be structured by adequate policy design. Whether the EU chooses a proactive or cautious entry pathway in the medium term will depend not least on the net nega­tive targets it assumes for the period after 2050. In the coming years, the EU should focus on investing more in research and development of CO2 removal methods and gaining more practical experience in their use. Only if the EU and its members actually succeed in convincingly combin­ing conventional emission reductions and unconventional CO2 removals to reach net zero will the EU be able to live up to its status as a pioneer in climate policy

    Bei den deutschen Treibhausgasemissionen außerhalb des Europäischen Emissionshandelssystems (EU ETS) verlaufen Reduktionen schleppend, obwohl eine Vielzahl von Instrumenten und erhebliche finanzielle Mittel zur Anwendung kommen. Die Autoren empfehlen daher dem deutschen Klimakabinett, Maßnahmen zu beschließen, die den CO2-Preis über möglichst viele verschiedene Sektoren angleichen, und gleichzeitig die Voraussetzungen für ein umfassendes und damit effizientes EU-Emissionshandelssystem zu schaffen. Auf dem Weg dorthin sprechen sich die Autoren für ein duales Preissystem aus, indem ein nationales Emissionshandelssystem in den bisher noch nicht vom europäischen Emissionshandel erfassten Sektoren eingeführt wird, das nach festem Zeitplan mit dem bereits bestehenden Europäischen Emissionshandelssystem integriert wird. Dieser Schritt sollte mit einer Abkehr von dirigistischen Eingriffen, der Einführung von Mechanismen zur Gewährleistung von Preisuntergrenzen sowie der Umverteilung der Einnahmen begleitet werden. Um die Verlagerung von Emissionen zu verhindern, muss zusätzlich ein Grenzausgleich eingeführt werden, so dass gleichzeitig Anreize für internationale Anstrengungen gesetzt werden, CO2-Preissysteme einzuführen. German greenhouse gas emission reductions outside the European Emissions Trading Scheme (EU ETS) are insufficient, although a variety of instruments are used and considerable funds are spent. The authors propose that the German Climate Cabinet should adopt instruments that harmonize the carbon price across as many different sectors as possible, providing at the same time incentives and linkage options for European and international partners in joining forces to achieve efficient climate policy. They are advocating achieving a comprehensive and thus efficient EU emissions trading system across all sectors and countries by introducing initially a dual pricing system through a national emissions trading scheme in sectors not yet covered by European Emissions Trading Scheme. The introduction of national emissions trading schemes (in Germany and other joining European partner countries) should be accompanied with turning away from dirigiste interventions, the introduction of mechanisms that ensure minimum carbon prices, and the redistribution of carbon revenues. To prevent carbon leakage and provide incentives for international introductions of CO2 price schemes, the European Emission Trading Scheme should be supplemented with carbon border tax adjustment.

    Following the conclusion of the 'Fit for 55' package, European Union (EU) climate policy will enter its next phase. One of the most important decisions will be how to set the economy-wide emissions reduction target for 2040, which will form the starting point for the next round of revisions of all EU climate policy legislation. The European Climate Law stipulates that the European Commission shall propose a 2040 target that is based, among other things, on a "projected indicative Union greenhouse gas budget for the 2030-2050 period", informed by a report of the newly established European Scientific Advisory Board on Climate Change. While cumulating emissions resulting from different future trajectories can help to assess ambition levels, strictly deriving a 'science-based' EU emissions budget from the global carbon budget has several pitfalls. The debate on the design of EU climate policy after 2030 should not put too much focus on the 'appropriate' target for 2040 but on how to further devel­op the governance architecture, strengthen policy instruments, and bolster public support.

    Climate policy in the European Union (EU) and Germany changed significantly with the adoption of net-zero emissions targets. A key new development is the growing importance of carbon management. The umbrella term includes not only the capture and storage of CO2 (carbon capture and storage, CCS), but also CO2 capture and utilisation (carbon capture and utilisation, CCU) as well as the removal of CO2 from the atmosphere (carbon dioxide removal, CDR). It is important to provide clarity when differentiating between these approaches and identifying their relation to so-called residual emissions and hard-to-abate emissions. This is particularly important because it will determine the overall ambition of climate policy as well as shape future policy designs and their distributional impacts. Current policy and legislative processes should ensure that carbon management does not delay the phase-out of fossil fuels. New policy initiatives present an opportunity to actively shape the interface between ambitious climate and industrial policy.

    Cities account for approximately 70 per cent of global energy consumption and about 75 percent of greenhouse gas emissions due to the density of economic activities and infrastructure and their often path -dependent development patterns. While this makes cities vulnerable to the impacts of climate change and causes of biodiversity loss and environmental degradation, cities can also play an important role in taking on climate change mitigation and adaptation actions. Cities adopting a green transformation process can minimise their environmental impact and maximise opportunities to improve and support the natural environment. Topics to address are energy efficiency and reduction of non-renewable energy sources to reduce their carbon footprint; actively support waste reduction and management; establish green and resilient infrastructure ; encourage nature-based solutions ; enhance the efficiency of new buildings; encourage low-carbon transport; and improve water cycle management. Also, these fields will lead to a greener urban economy, create more green jobs – or respectively change jobs towards becoming green – and deliver improved quality of life outcomes for residents. The current pandemic situation and the need for a quick COVID -19 recovery has created new challenges, but also the potential for a green and just recovery “to create jobs and improve health in cities while limiting warming to 1.5°C” (C40 Cities Climate Leadership Group, 2021). Also, the OECD (2020) evaluates that “the economic stimulus packages and recovery plans that governments are now putting in place have the potential to create a recovery that is both green and inclusive.” [...]

    Bei den deutschen Treibhausgasemissionen außerhalb des Europäischen Emissionshandelssystems (EU ETS) verlaufen Reduktionen schleppend, obwohl eine Vielzahl von Instrumenten und erhebliche finanzielle Mittel zur Anwendung kommen. Die Autoren empfehlen daher dem deutschen Klimakabinett, Maßnahmen zu beschließen, die den CO2-Preis über möglichst viele verschiedene Sektoren angleichen, und gleichzeitig die Voraussetzungen für ein umfassendes und damit effizientes EU-Emissionshandelssystem zu schaffen. Auf dem Weg dorthin sprechen sich die Autoren für ein duales Preissystem aus, indem ein nationales Emissionshandelssystem in den bisher noch nicht vom europäischen Emissionshandel erfassten Sektoren eingeführt wird, das nach festem Zeitplan mit dem bereits bestehenden Europäischen Emissionshandelssystem integriert wird. Dieser Schritt sollte mit einer Abkehr von dirigistischen Eingriffen, der Einführung von Mechanismen zur Gewährleistung von Preisuntergrenzen sowie der Umverteilung der Einnahmen begleitet werden. Um die Verlagerung von Emissionen zu verhindern, muss zusätzlich ein Grenzausgleich eingeführt werden, so dass gleichzeitig Anreize für internationale Anstrengungen gesetzt werden, CO2-Preissysteme einzuführen. German greenhouse gas emission reductions outside the European Emissions Trading Scheme (EU ETS) are insufficient, although a variety of instruments are used and considerable funds are spent. The authors propose that the German Climate Cabinet should adopt instruments that harmonize the carbon price across as many different sectors as possible, providing at the same time incentives and linkage options for European and international partners in joining forces to achieve efficient climate policy. They are advocating achieving a comprehensive and thus efficient EU emissions trading system across all sectors and countries by introducing initially a dual pricing system through a national emissions trading scheme in sectors not yet covered by European Emissions Trading Scheme. The introduction of national emissions trading schemes (in Germany and other joining European partner countries) should be accompanied with turning away from dirigiste interventions, the introduction of mechanisms that ensure minimum carbon prices, and the redistribution of carbon revenues. To prevent carbon leakage and provide incentives for international introductions of CO2 price schemes, the European Emission Trading Scheme should be supplemented with carbon border tax adjustment.

    Towards a Cultural Politics of Climate Change provides a new perspective on how climate change matters in policy-making, business and everyday life. It argues that the work of low carbon transitions takes place through the creation of devices, the mobilisation of desires, and the articulation of dissent. Using case studies from the US, Australia, and Europe, the book examines the creation and contestation of new forms of cultural politics - of how a climate-changed society is articulated, realized and contested. Through this approach it opens up questions about how, where and by whom climate politics is conducted and the ways in which we might respond differently to this societal challenge. This book provides a key reference point for the emerging academic community working on the cultural politics of climate change, and a means through which to engage this new area of research with the broader social sciences.
