What happened next turned into a major international scandal, now finally pieced together by Channel 4's BAFTA award-winning Foreign Affairs Correspondent Jonathan Rugman. Described by Donald Trump as the 'worst cover-up ever', this is the first comprehensive account of one of the most notorious and outrageous murder plots of our time. In The Killing in the Consulate, Rugman pieces together in minute-by-minute detail the events after Khashoggi entered the Saudi diplomatic building on 2 October 2018, expecting to receive the documentation that would enable him to marry Hatice Gengiz, patiently waiting for him outside. Little did they realise, he was entering a trap, as a 15-man Saudi hit squad had just flown in to the country and was waiting for him. He shows how a power struggle between Erdogan and Saudi Arabia's Crown Prince Mohammed bin Salman, known as MBS, had such fatal results. The prince had seemed to promise a new and more open era for his country, while also investing vast sums in arms deals with the West.     Germany and the EU plan to import hydrogen and its derivatives from the Arab Gulf states. Although Germany has signed a joint declaration of intent with the Sultanate of Oman to this end, its efforts focus primarily on Oman’s larger neighbours. However, it would be a mistake to overlook Oman’s potential role within German and European energy policy, geostrategy, and climate diplomacy. Oman’s ambitious hydrogen plans can provide Germany and the EU with affordable clean energy; and enhanced (trade) relations with the Sultanate align with a value-based approach to trade, support global climate action, and stabilise regional power balances - thus preventing the potential of dangerous conflict.

    Over the past 10 years, the de facto alliance of the governments of Egypt, Saudi Arabia and the United Arab Emirates has exercised significant influence over developments in the Middle East. The common goal has been to prevent democratic transformation, stop the rise of political Islam and counter the influence of Iran and Turkey over the region. But joint regional political interventions have so far had little success. More­over, divergences of interest in bilateral relations between these authoritarian Arab states have come to light in recent months. The potential for conflict has become evident with regard to both economic and regional political issues and is only likely to increase in the future. For Germany and the European Union, these divergences of interest between the three countries offer an opportunity to pursue their own goals in the region.

    China is currently the world’s largest oil importer and is on track to becoming the biggest consumer of liquefied natural gas (LNG). This dependency is viewed as a strategic vulnerability, especially as China’s ties with the USA are worsening and Beijing has growing concerns about Washington’s use of sanctions. As China pursues its low carbon energy transition, will reduced consumption of oil and gas shape its views of energy security and its geopolitical relations with producer countries? This paper discusses different scenarios for China’s oil and gas consumption, and notes that even though the overall demand volumes vary quite widely between outlooks, China is set to remain the world’s largest consumer of oil and the second largest importer of gas (behind the EU) for decades to come. It argues that given the dominance of coal and increasingly of renewables in the country’s energy mix, the economic impact of oil and gas supply outages is limited and will decline further. Nonetheless, China’s sense of energy insecurity will be informed as much by Beijing’s perceptions as by market realities. Looking ahead, the number of oil and gas suppliers to China is set to shrink, with imports coming predominantly from the USA, Russia, and the Middle East (and most notably Saudi Arabia for oil, and Qatar for LNG). But just as China will become increasingly dependent on a small number of exporters, their interdependence will deepen, leading producers to compete for market share in China. The dependence on a smaller number of suppliers could be seen as a vulnerability, but it also gives Beijing geopolitical leverage. The paper analyses the importance of oil and gas in China’s relations with its main suppliers, and argues that as China has incorporated energy interests into its broader foreign policy objectives, given the ongoing need for critical materials and other commodities (metals and grains, for instance), China will likely remain invested in countries and regions even after its oil and gas imports from them fall. Finally, the paper argues that China’s energy security policies are increasingly being shaped by the prospect of sanctions. Beijing will want to deepen ties and build coalitions aimed at weakening the USA’s ability to contain and suppress China. Beijing will also want to consolidate its relations with energy suppliers (as well as suppliers of other raw materials) so that, in the event of sanctions or a conflict, suppliers will struggle to pick between the USA and China, or will opt to align with China.

    This report identifies the opportunities that Islamic finance presents for donors. To achieve these, Arab and OECD Development Assistance Committee donors need to mobilise innovative forms of financing and deliver the call to deepen the transformation of development finance systems. DAC members could do so by broadening and deepening exposure to alternative forms of financing, such as Islamic finance. Islamic finance represents USD 2.5 trillion – a share of which could be mobilised for development – and its tenets resonate across the member countries of the Organisation for Islamic Cooperation and beyond. Arab donors could harness Islamic finance, as a means to strengthen partnerships with DAC members, whilst increasing the effectiveness of existing aid flows in countries and contexts where they have considerable access. Doing so could create a more equitable and stable development finance order capable of delivering the SDGs and achieve greater impact in partner countries. Both communities would then be able to chart a path for all development actors, notably the private sector, development finance institutions and other bilateral donors. This report provides a set of action points for Arab and DAC donors, highlighting the benefits of engaging in and co-operating through Islamic finance.

    This report identifies the opportunities that Islamic finance presents for donors. To achieve these, Arab and OECD Development Assistance Committee donors need to mobilise innovative forms of financing and deliver the call to deepen the transformation of development finance systems. DAC members could do so by broadening and deepening exposure to alternative forms of financing, such as Islamic finance. Islamic finance represents USD 2.5 trillion – a share of which could be mobilised for development – and its tenets resonate across the member countries of the Organisation for Islamic Cooperation and beyond. Arab donors could harness Islamic finance, as a means to strengthen partnerships with DAC members, whilst increasing the effectiveness of existing aid flows in countries and contexts where they have considerable access. Doing so could create a more equitable and stable development finance order capable of delivering the SDGs and achieve greater impact in partner countries. Both communities would then be able to chart a path for all development actors, notably the private sector, development finance institutions and other bilateral donors. This report provides a set of action points for Arab and DAC donors, highlighting the benefits of engaging in and co-operating through Islamic finance.

    Since 2015, Saudi Arabia has led a foreign military intervention against the Houthi movement, which took over major parts of Yemen. The intervention, which manifests mainly in airstrikes, has attracted widespread controversy in media and politics as well as a large body of (qualitative) academic literature discussing its background and ways to escape it. Complementary to these efforts and connecting to the literature on oil and conflict, this study provides unique quantitative insights into what drives the extent of military interaction. We use a vector autoregressive (VAR) model to analyse the interactions between Saudi airstrikes in Yemen, gains of the Houthi movement on Yemeni ground, their attacks on Saudi Arabian soil, and crude oil prices. Our approach builds on high-resolution data from the Yemen Data Project and the Armed Conflict Location and Event Data Project. Our results show not only that the airstrike campaign has been factually impotent to repulse the Houthi movement but also that the movement’s expansion in Yemen has not driven Saudi airstrikes. These findings draw both suitability and justification of the intervention further into question. Moreover, although the data fail to show that oil price levels drive the developments, our model identifies oil price volatility as a determinant for the airstrikes. However, the intervention has, in turn, no significant effect on oil markets. Besides adding to the academic discourse on oil and conflict, our results have implications for energy and climate policy: a coordinated transition might not deteriorate regional security, while uncertainty and fluctuations can increase conflict potential.

    Green hydrogen emerges as a promising solution to the intermittency of renewable energy resources, offering storage and transport capabilities essential for a sustainable energy future. However, establishing a viable supply chain poses challenges due to high conversion costs and logistical complexities. Hence, considering the cost dynamics of the entire supply chain is crucial to derive effective strategies and policies. Also, international collaboration is deemed necessary to bridge the gap between regional supply and projected demand. Hence, the paper investigates the green hydrogen’s potentials as an energy carrier, addressing the challenges and opportunities in terms of production, trade, and utilization from an interdisciplinary perspective. Herein, the analyses focus on the potential hydrogen route from the Gulf region (the Kingdom of Saudi Arabia) to Europe (Germany) as an illustrative case study. The study emphasizes the importance of factoring in uncertainties, externalities, technological advancements, and transportation while assessing the economic viability of the potential value chain and trading route. Additionally, location strategies, product selection, competitiveness, and geopolitical factors all play significant roles in shaping the green hydrogen market. For potential exporters like Saudi Arabia, addressing these strategic aspects is essential to capitalize on their renewable energy potentials and establish themselves as key players. The discussion also delves into the perspectives of exporters (e.g. KSA) and importers (e.g. Germany), revealing key considerations for each party and suggesting appropriate strategies to mitigate risks and uncertainties.
