    This paper presents an analysis of evidence from seven case studies of results-based management by development co-operation providers. Analysis of themes from the case studies reveal six interrelated challenges which providers face in their efforts to manage for the results of development co-operation. The six challenges are: linking results to development goals, ensuring the purpose of results systems is well-defined, weighing up the benefits of aggregating and attributing results from standard indicators, enabling country ownership, using performance information alongside results information, and building and embedding a results culture. Providers continue to adopt a range of approaches to pursue a focus on results and there are many examples of good practice. The case studies suggest that in a complex development landscape some providers are prioritising the use of aggregated results information for domestic accountability, communication, and performance management over their use for learning and policy direction. In this context, the paper argues that in agency-wide results frameworks development co-operation results are often detached (or de-contextualised) from development results and discusses the implications of this, including the use of standard indicators to measure aggregated outputs. The paper uses case study evidence to discuss and suggest practical ways providers can build and maintain a strong results focus which enables analysis, insights and learning, and has achievement of development outcomes as its objective.

    In this paper, we present new projections for a range of global poverty-related Sustainable Development Goals (SDGs), specifically, extreme monetary poverty, undernutrition, stunting, child mortality, maternal mortality, and access to clean water and basic sanitation. Our projections, based on economic growth forecasts, take into account recent global shocks such as the COVID-19 pandemic and the inflation shock. Our findings indicate that economic growth alone will not be sufficient to end global poverty, and the global poverty-related SDGs will not be met by a considerable distance. The implication of this, we argue, is that a stronger focus is needed on inclusive growth (SDG-8), and specifically redistribution with growth at global and national levels. This would mean more emphasis on policies to build productive capacities, and the introduction or expansion of income transfers as well as ensuring public investments are sufficient to meet the SDGs. To this end new international financing needs to be made available through debt relief or other forms of finance to expand developing countries' fiscal space.

    Implementing the complex Agenda 2030, with its high global Sustainable Development Goals (SDGs) requires, in the by now short time horizon of reference, an extraordinary effort, at all institutionals and private levels, to converge effectively on the whole system of intermediate and interrelated targets. At the same time, it is highly strategic to ensure macro and microeconomic financial long term balances among public and private sectors. The role of Sustainable Finance, in this context, is absolutely central. On the legislative side, the evolution of international directives, from Non Financial Reporting to Sustainability Reporting, impose to pay attention to new criteria and contents, also in order to distinguish deviant greenwashing phenomena. The paper compares the main frameworks, concerning the multiple and complex dimensions of Sustainability, like the institutional ones (MDG, SDG, BES) and one of the most widespread standard of non financial reporting framework (GRI) adopted by companies. The study aims to identify suitable criteria to allow the development of a simplified integrated analysis model of all targets and indicators established and currently in use, in order to converge effectively on the SDGs, to implement coherent public and enterprise's policies and to produce realistic sustainability reports. The identified suitable criteria are the so called "ESG" criteria, increasingly recommended in the context of Sustainable Finance and by Supervisory bodies, as drivers in sustainability analyses, portfolio selection and rating determination. The paper, therefore, shows the results achieved by comparing these frameworks according to the proposed classification based on the individual E-S-G criteria and on their possible combinations (ES-EG-SG-ESG), through multidimensional matrixes of each goal, dimension, target and indicator (n.° 855) of the examined frameworks. The analysis quantifies the importance of environmental, social and governance drivers and the importance of their combination for each framework considered and also through them altogether. As mentioned in this paper, further analysis by the author leads to develop, according to this ESG simplified classification approach, a new enterprise internal framework, to integrate both sustainability and financial drivers, into Corporates strategic investment decision models and internal capital allocation (tangible and intangible) policies. In this way, the integration of sustainability criteria in all enterprises' decision-making and risk management and control processes, becomes more effective and coherent with the Sustainable Development Goals. Consequently, the complex frameworks analysed, may become more easily comparable and integrated at an application enterprise level.

    Technology transfer is deeply embedded in the WTO Agreement on Trade-Related Aspects of Intellectual Property Rights (TRIPS Agreement). Several provisions address technology transfer, which constitute an essential part of the efforts made by the TRIPS negotiators to strike a balance between the advancement of technological innovation and the promotion of transfer and dissemination of technology. Article 66.2 specifically obligates developed country Members to provide incentives to enterprises and institutions in their territories to promote and encourage technology transfer to least-developed country (LDC) Members in order to enable them to create a sound and viable technological base. This paper summarizes the WTO TRIPS Council's work on the implementation of Article 66.2 from 2018 to 2020, including the implementation of a reporting mechanism for developed country Members' programmes established by the TRIPS Council and the TRIPS Council's review of the ensuing reports, and annual Workshops convened to enhance practical dialogue on technology transfer under this provision. In particular, it provides an analytical review of 708 programmes broken down into seven categories of technology, namely agriculture and food; environment and climate change; information and communication technology (ICT); public health and pharmaceuticals; intellectual property; business, trade and finance; and education and social sciences. The paper also reports on a survey of LDC Members which identified as priority areas for technology transfer as agriculture and food; environment and climate change; ICT; and public health and pharmaceuticals. The paper concludes by drawing on lessons learned from the past 25 years' experiences and reflecting on prospects for future work.

    With all the recent attention focused on big data, it is easy to overlook that basic vital statistics remain difficult to obtain in most of the world. This project set out to test whether an openly available dataset (Twitter) could be transformed into a resource for urban planning and development. The hypothesis is tested by creating road traffic crash location data, which are scarce in most resource-poor environments but essential for addressing the number one cause of mortality for children over age five and young adults. The research project scraped 874,588 traffic-related tweets in Nairobi, Kenya, applied a machine learning model to capture the occurrence of a crash, and developed an improved geoparsing algorithm to identify its location. The project geolocated 32,991 crash reports in Twitter for 2012-20 and clustered them into 22,872 unique crashes to produce one of the first crash maps for Nairobi. A motorcycle delivery service was dispatched in real-time to verify a subset of crashes, showing 92 percent accuracy. Using a spatial clustering algorithm, portions of the road network (less than 1 percent) were identified where 50 percent of the geolocated crashes occurred. Even with limitations in the representativeness of the data, the results can provide urban planners useful information to target road safety improvements where resources are limited

    This study analyses a complex social-ecological system (SES), the case of competition for groundwater in Azraq, in the light of the 2030 Agenda. Building on the Institutional Analysis and Development Framework (IAD) and the concept of Networks of Adjacent Action Situations (NAAS) it assess the complex governance system in a consistent and systematic manner. It includes aspects of power through the political economy concept of the social contract. It furthermore assesses the performance of the investigated SES against the 2030 Agenda’s core principles ‘leaving no one behind’, ‘interconnectedness and indivisibility’, ‘multi-stakeholder partnerships’, and ‘inclusiveness’. The study finds that in Azraq, agricultural, domestic and environmental water users compete for shrinking groundwater resources. The core of the conflict lies between a heterogeneous group of farmers, who use groundwater for irrigation agriculture supported by a strong political lobby, and the water authorities, which rely on the aquifer for domestic water supply at national level. Water, agricultural, environmental, energy, and land governance, but also high-level decision-making and the monarchy’s underlying social contract and the informal concept of wasta influence the outcomes on the ground. As a result, groundwater governance in Jordan hardly does justice to the 2030 Agenda’s core principles. The study shows that no panacea exists, but that systems thinking may help identify a range of intervention points, some more sensitive than others, that could support a social-ecological transformation towards sustainability.

    This paper presents an analysis of evidence from seven case studies of results-based management by development co-operation providers. Analysis of themes from the case studies reveal six interrelated challenges which providers face in their efforts to manage for the results of development co-operation. The six challenges are: linking results to development goals, ensuring the purpose of results systems is well-defined, weighing up the benefits of aggregating and attributing results from standard indicators, enabling country ownership, using performance information alongside results information, and building and embedding a results culture. Providers continue to adopt a range of approaches to pursue a focus on results and there are many examples of good practice. The case studies suggest that in a complex development landscape some providers are prioritising the use of aggregated results information for domestic accountability, communication, and performance management over their use for learning and policy direction. In this context, the paper argues that in agency-wide results frameworks development co-operation results are often detached (or de-contextualised) from development results and discusses the implications of this, including the use of standard indicators to measure aggregated outputs. The paper uses case study evidence to discuss and suggest practical ways providers can build and maintain a strong results focus which enables analysis, insights and learning, and has achievement of development outcomes as its objective.

    This study analyses a complex social-ecological system (SES), the case of competition for groundwater in Azraq, in the light of the 2030 Agenda. Building on the Institutional Analysis and Development Framework (IAD) and the concept of Networks of Adjacent Action Situations (NAAS) it assess the complex governance system in a consistent and systematic manner. It includes aspects of power through the political economy concept of the social contract. It furthermore assesses the performance of the investigated SES against the 2030 Agenda’s core principles ‘leaving no one behind’, ‘interconnectedness and indivisibility’, ‘multi-stakeholder partnerships’, and ‘inclusiveness’. The study finds that in Azraq, agricultural, domestic and environmental water users compete for shrinking groundwater resources. The core of the conflict lies between a heterogeneous group of farmers, who use groundwater for irrigation agriculture supported by a strong political lobby, and the water authorities, which rely on the aquifer for domestic water supply at national level. Water, agricultural, environmental, energy, and land governance, but also high-level decision-making and the monarchy’s underlying social contract and the informal concept of wasta influence the outcomes on the ground. As a result, groundwater governance in Jordan hardly does justice to the 2030 Agenda’s core principles. The study shows that no panacea exists, but that systems thinking may help identify a range of intervention points, some more sensitive than others, that could support a social-ecological transformation towards sustainability.

    In developing countries, taxation is perceived as a brake on economic growth. Indeed, taxes in most of these countries are not sufficiently adapted to the specificity of the taxpayer and often do not consider the weak administrative capacity of the countries in the region. In this context, reforms have been initiated over the last decade to create tax environments that encourage savings, investment, entrepreneurship, and social innovation. This study provides an overview of research on the effects of taxation on social innovation and the corresponding implications for the achievement of Sustainable Development Goals (SDGs) in developing countries, taking three approaches: thematic, chronological, and methodological. Most studies agree that high taxes in business undermine social innovation and thus the achievement of SDGs, as social innovation is known to be a driver of most SDGs and business the vehicle. The majority of the selected studies used primary data collected from samples whose representativeness with respect to the population concerned (notably businesses) is still not explicitly justified.

    Global scientific assessments increasingly reach the conclusion that transformative change of global production and consumption systems is necessary to safeguard and maintain global commons, such as biodiversity, natural forests and the ocean, and to stabilise climate at the global scale. Against this background the present study analyses the conclusions of global assessments and derives recommendations on how to increase the transformative potential of international negotiations and agreements as well as development cooperation programs, projects, and initiatives. The study develops a conceptual framework building on the academic literature and argues that interventions are much more likely to achieve transformation to sustainability if they are embedded within a more comprehensive framing of transformative change consisting of 1. a compelling transformative vision, 2. knowledge on systemic change, 3. navigation of the dynamics inherent in changing development pathways, and 4. emancipated agency providing room for inclusive deliberation and 5. combine transformative modes of governance. The study identifies core challenges and gaps for the conservation and sustainable management of biodiversity in general and for forests and the ocean by (i) examining the recommendations from global assessments and reports on the state of nature and the environment, and (ii) by analysing international cooperation projects for biodiversity, forests and the ocean with regard to their transformative potential. Finally, the study provides recommendations on how Germany can support transformation in the context of international and development cooperation.

    To date, processes to implement the global Sustainable Development Goals (SDGs) and international climate change mitigation and adaptation obligations are largely disconnected in most countries. This creates administrative overlaps, costs and hampers the development of effective problem solutions. Against this background, the report presents the state of research on policy integration and integrated policy-making. We discuss different understandings of policy integration and elaborate criteria for assessing policy integration from different academic perspectives. With the help of a comprehensive screening of the empirical practices of integration, we identify three approaches: Cognitive capacity development, institutional coordination and joint implementation strategies. In addition, we identify factors that can promote the use of integration mechanisms (“drivers” of integration). These include political leadership, civic participation and deliberation, inputs from science and sustainable finance. For some countries that are particularly successful in both their sustainability and climate policies, we analyse the use of integration mechanisms. For selected countries, the analysis is deepened and linked to the drivers of integration. Finally, we discuss the possibilities for transferring practices and drivers of integration both to Germany and to other countries. The report concludes with conclusions drawn from the extensive empirical surveys. Bis dato stehen die Prozesse zur Umsetzung von globalen Nachhaltigkeitszielen (SDG), Klimaschutz und Anpassung an den Klimawandel weitgehend unverbunden nebeneinander. Dies führt zu administrativen Überlappungen und Kosten und verhindert die Entwicklung wirksamer Problemlösungen. Vor diesem Hintergrund präsentiert der Bericht die Analyse des Forschungsstands zu Politikintegration und integrierter Politik. Wir erörtern die verschiedenen Verständnisse von Politikintegration und arbeiten aus unterschiedlichen akademischen Perspektiven Kriterien für die Bewertung von Politikintegration heraus. Im Rahmen eines umfassenden Screenings empirischer Praktiken von Integration werden drei Kategorien identifiziert: Entwicklung von kognitiven Kapazitäten, interinstitutionelle Koordinationsmechanismen und gemeinsame Umsetzungsstrategien. Weiterhin arbeiten wir Faktoren heraus, die die Nutzung von Integrationsmechanismen fördern können („Treiber“). Dazu gehören politische Führung, Bürgerbeteiligung und Deliberation, Beiträge der Wissenschaft und Nachhaltige Finanzierung für Länder, die besonders erfolgreich in sowohl ihrer Nachhaltigkeits- als auch Klimapolitik sind und mit denen Deutschland besonders enge Beziehungen pflegt, analysieren wir die Nutzung von Integrationsmechanismen. Für eine kleinere Auswahl von Ländern wird die Analyse vor dem Hintergrund der Treiber von Integration weiter vertieft. Abschließend diskutieren wir die Möglichkeiten des Transfers von Praktiken und Treibern der Integration sowohl nach Deutschland als auch in weitere Länder. Der Bericht schließt mit Schlussfolgerungen aus den umfangreichen empirischen Erhebungen.

    As part of the CITI4GREEN project, this contribution analyzes the public interventions contained in Re-START "Territorial Resilience of the Central Apennines Earthquake Reconstruction'' assessing their impacts on the sustainability guidelines posed by the United Nations through the establishment of the 2030 Agenda and its 17 Sustainable Development Goals (SDGs). To do so, the paper applies the methodology developed in Cavalli et al. (2020, 2021) to the 1278 reconstruction, repair, and restoration works in the Italian regions of Abruzzo, Lazio, Marche, and Umbria, affected by the seismic events of 2016 and 2017. The results are a clear priority given to Goal 4, "Quality education," which accounts for the 24.2% of the investments that af-fect the Agenda. Goal 11, "Sustainable cities and communities" takes the second place with 19.8%. Goals 14 "Life below water" and 7 "Affordable and clean energy" are, respectively, last and second last. All the three pillars of sustainability - environmental, social, and economic - are embraced by the public interventions. However, clear priority has been given to social and environmental sustainability. The economic dimension results under-represented. Additional policies are needed to ensure a more integrated sustainable development.
