    "The aim of this book is to highlight the role that gender research can play in understanding natural resource management and rural development issues in the Middle East and North Africa region and how hands-on training and mentoring can be used as a capacity enhancement approach. It presents findings of four research teams, working in three countries, Algeria, Lebanon and Morocco. The approach was to build the capacity of national teams through hands-on field research, mentoring and technical support, which is different from traditional training. The chapters present the results of the case studies used as learning platforms for the teams and reflections on this approach. The case studies demonstrate the capacity and skills that the teams have acquired. These teams were multi-disciplinary and included social scientists as well as specialists in water management, livestock production and rangelands and agronomy. The book provides grounded empirical examples for MENA academics, practitioners and development students concerned about ensuring gender-balanced rural development"--

    Small-scale agriculture is the main livelihood of the majority of the world's rural poor. Smallholder farmers in the global South play a crucial role in maintaining biodiversity, as well as contributing to food security in their countries. However, they need to be connected to markets to see sustained rises to their incomes and food availability. Smallholder Agriculture and Market Participation discusses the evolution of policies for smallholder development, including the role of value chains. Poor farmers face steep barriers to participation in different types of markets, including the lack of financing, and the unwillingness of commercial finance organizations to lend to remote, dispersed, small-scale farming households. Newer, innovative financial mechanisms and linked initiatives are outlined, and their potential to improve the availability of financial services and reduce market transaction costs. Risk management for agricultural smallholders is covered, together with the increasing role of insurance as a mechanism for risk management among smallholders. Empirical data are used to illustrate the more conceptual work. The last part of the book provides case studies of selected commodity value chain investments involving smallholders in Africa (Ethiopia, Tanzania and Zimbabwe) and South America (Peru), implemented by FAO. The lessons concern project design and targeting, product and market analysis, regulatory issues, sustainability and improved natural resources management. The final chapter draws conclusions addressing the earlier themes of the book. This book should be read by researchers and students of agriculture, agriculture economics and international development as well as policy makers within government departments and international development agencies. --

    With a dramatic reduction in farm employment, rural regions across the OECD now depend on a wide range of economic engines for growth. Increasing globalization, improved communications and reduced transportation costs are additional drivers of economic change in rural areas. Traditional policies to subsidize farming have not been able to harness the potential of rural regions. Promoting integrated rural development poses numerous policy and governance challenges: it requires co-ordination across sectors, across levels of government, and between public and private actors. This report seeks to explain the paradigm shift in rural development policy to account for these important changes. What is the new rural paradigm? Its main characteristics are a focus on places rather than sectors and an emphasis on investments rather than subsidies. The report highlights the diverse challenges facing rural areas, their unused potential, and the inability of sectoral policy to address this. It also provides an overview of the main socio-economic trends affecting rural areas across the OECD. Further, it addresses the governance requirements of the new cross-sectoral approach to rural policy.--Publisher summary
