    Vor dem Hintergrund einer seit rund 20 Jahren zu beobachtenden Erosion staatlicher Steuerungskraft, die auch die Raumordnung als übergeordnete, koordinierende und zusammenfassende räumliche Gesamtplanung betrifft, werden in diesem Band Perspektiven für eine zukunftsfähige Raumordnung in Bayern entwickelt. Der Band fasst die Ergebnisse der gleichnamigen Arbeitsgruppe der Landesarbeitsgemeinschaft Bayern der ARL - Akademie für Raumentwicklung in der Leibniz-Gemeinschaft zusammen. Als neuen normativen Bezugspunkt für eine Renaissance der Landes- und Regionalplanung zur Herstellung gleichwertiger Lebensverhältnisse im Freistaat Bayern wird das Leitbild der räumlichen Gerechtigkeit herangezogen. Die Beiträge des Bandes widmen sich zunächst der Analyse der Landesentwicklungspolitik einschließlich der Programme und Pläne sowie der Regionalen Planungsverbände. Danach wird die Steuerungskraft des Zentrale-Orte-Konzepts hinterfragt, es wird die Notwendigkeit einer Neuabgrenzung der regionalen Planungsräume aufgezeigt. Unter Rückgriff auf den noch recht jungen Ansatz der sogenannten Fundamentalökonomie wird ein alternativer Blick auf den Zusammenhang von regionaler Wirtschaftskraft und öffentlichen Leistungen eröffnet. Schließlich werden Impulse für eine Neuorientierung der Raumordnung in Bayern aufgezeigt. For the last 20 years it has been possible to observe an erosion of state governance that has also affected spatial planning in its superordinate, coordinating and synthesising role. Against this background, this volume develops perspectives for sustainable spatial planning in Bavaria. The volume summarises the findings of the working group of the same name from the Bavarian Regional Working Group of the ARL - Academy for Territorial Development in the Leibniz Association. The guiding principle of spatial justice is used as a new normative reference point for a renaissance of federal state and regional planning to create equivalent living conditions in the Free State of Bavaria. The first papers in the volume are dedicated to an analysis of federal state development policy, including the programmes, plans and regional planning associations. Subsequently, the effectiveness of the central place concept is questioned and the necessity of a new delimitation for regional planning areas is demonstrated. Through recourse to the still relatively new approach of fundamental economics, an alternative view of the connection between regional economic strength and public services emerges. Finally, impulses for a reorientation of spatial planning in Bavaria are illustrated.
