    America's governing system is unique in the extent to which scientists and other outside experts participate in the policy process. No other nation uses these experts so extensively, not merely for advice on the allocation of resources to science but also in broad policy issues. This wide-ranging study traces the rise of scientists in the policy process and shows how outside experts interrelate with politicians and administrators to produce a unique and dynamic policy process. It also shows how the very openness of American government creates the potential for unusual conflicts of interest. Bruce Smith focuses on the experience of agency and presidential-level advisory systems over the past several decades. He chronicles the special complexities and challenges resulting from the Federal Advisory Committee Act--the "open meeting" law--to provide a better understanding of the role of advisory committees and offers valuable lessons to guide their future use He looks at science advice in the Departments of Defense, State, and Energy, the National Aeronautics and Space Administration, and the Environmental Protection Agency, and then examines how science advisory mechanisms have worked at the White House. Rather than simply providing a description of structures and institutions, Smith shows the advisory systems in action--how advisory systems work or fail to work in practice. He analyzes how the advisers influence the policymaking process and affect the life of the agencies they serve. Smith concludes with an assessment of the relationship between science advice and American democracy. He explains that the widespread use of outside advisers clearly reflects America's preference for pluralism By scrutinizing agency plans, goals, and operations, advisers and advisory committees serve a variety of functions and attempt to strike a balance between openness and citizen access to government and the need for discipline and sophisticated expertise in policymaking. At the root of the advisory process is a paradox: scientists are called on because of their special expertise, but they are useful only if they learn to play by the rules of the political game. The challenge to the nation is to reconcile the integrity of science with the norms of democracy

    In the Kiel Discussion Paper 383, Horst Siebert puts up for discussion some considerations on how to reach a higher growth path in the European Union. The paper was prepared for the first meeting of the Group of Economic Analysis of the European Commission of which Horst Siebert is a member.¤ The author starts by saying that the question of when the business cycle upswing in Europe will start is a wrong question. Rather, the question should be how a higher long- run growth path can be reached. Siebert stresses four strategic variables for growth: Technical progress, human capital formation, capital accumulation, and the removal of existing institutional impediments to growth. In his view, Europe should concentrate on creating an environment which is conducive for the growth factors.¤ Within the next five years, the member states of the EU should shift their policy orientation in favor of economic dynamics and growth by relying on competition to enhance dynamic performance. They should establish an innovation- friendly environment, strengthen human capital formation, reduce the size of government, cut subsidies, reduce marginal tax and contribution rates, support wage moderation in countries where unemployment is high, and deregulate the labor market to allow a more decentralized wage formation.¤

However, particularly in the field of economic policy the scope for irrational behaviour is given, since voters lack incentives for rational reasoning concerning their voting decision. The explanatory power of irrational behaviour is demonstrated for the example of reform resistance. Status quo preferences, endowment effects and loss aversion are typical deviations from full rationality and explain resistance against beneficial reforms even if there is full information. From this psychological perspective, a major precondition for the implementation of reforms is the loss of the status quo as an available option. This loss might result from changing external constraints caused by political integration (European Union) or market integration (globalisation). Test runs of policy options might also be helpful for overcoming psychological reform resistance.

    Ökologischer Finanzausgleich; Fiskalföderalismus; Naturschutzgebiete; Politikgestaltung; angewandte Ökonometrie Ecological fiscal transfers; fiscal federalism; protected areas; policy design; applied econometrics Diese Dissertation untersucht die Anreizwirkungen ökologischer Finanzausgleichsysteme auf die Ausweisung von Schutzgebieten. Mittels eines mikroökonomischen Modells werden die Potenziale eines ökologischen Finanzausgleiches für solch eine fiskalische Anreizsetzung im Naturschutz aufgezeigt und daraus überprüfbare Hypothesen generiert. Entsprechende empirische Nachweise einer Anreizwirkung in den existierenden ökologischen Finanzausgleichsystemen in Brasilen und Portugal werden durch Pandeldatenregressionen und Zeitreihenanalysen erbracht. Darüber hinaus werden drei konkrete Vorschläge für mögliche Anpassungen des Instrumentes auf föderaler, supranationaler und globaler Ebene durch quantitative Simulationen und unter Betrachtung der spezifischen institutionellen Rahmenbedingungen entwickelt. Damit erbringt die Dissertation eine evidenzbasierte Grundlage für Politikempfehlungen hinsichtlich der Gestaltung ökologischer Finanzausgleichsysteme. This dissertation analyses incentive effects in ecological fiscal transfers for the designation of protected areas. The potential of ecological fiscal transfers to set such fiscal incentives for nature conservation is displayed through a microeconomic model that generates testable hypothesis. Corresponding empirical evidence of an incentive effect is provided by panel data regressions and time series analyses of existing ecological fiscal transfer systems in Brazil and Portugal. Moreover, three tangible proposals for potential adaptations of the instrument to federal, supra-national, and global levels are developed through quantitative simulations that take the specifics of the institutional frameworks into account. Thereby, this dissertation provides an evidence based foundation for policy advice for the design of ecological fiscal transfer systems.
