    Recent economic, political and social changes and the accelerated digital revolution, along with the 2030 Agenda for Sustainable Development and the Sustainable Development Goals, are the new backdrop for the review of cooperation between the members of the Community of Latin American and Caribbean States (CELAC) and the European Union. The end goal is renewed and dynamic collaboration based on multilateralism, which goes beyond trade integration and strengthens the shared vision and values of both regions.This document is a joint effort of the Economic Commission for Latin America and the Caribbean (ECLAC), the European Union and the European Union-Latin America and the Caribbean Foundation (EULAC Foundation), which identi¬fies many areas in which cooperation is crucial, especially for economies experiencing “development in transition”. It examines factors that drive investment and the development of real production integration, encourage technology transfer and innovation, favour the inclusion of micro, small and medium enterprises, and improve States’ responsiveness to citizens’ demands. In short, it aims to outline the path to progressive structural change with stronger productivity, more and better jobs, and higher wages.     O Brasil Mais Produtivo (B+P) é um instrumento de promoção da produtividade intrafirma, voltado a empresas de portes pequeno e médio, por meio de ferramentas de manufatura enxuta, ou lean manufacturing. Este estudo buscará avaliar a eficiência, a eficácia e a efetividade do B+P, sem desconsiderar o contexto histórico em que foi implementado, em que a avaliação é feita a partir de seus objetivos e por possíveis transbordamentos das ações do B+P no território. São feitos destaques positivos, limitações e recomendações para o futuro do B+P e de outras políticas similares. Esta avaliação é produto da parceria entre a Comissão Econômica para a América Latina e o Caribe (CEPAL) e o Instituto de Pesquisa Econômica Aplicada (Ipea). Para esta avaliação foi usado um mix de abordagens quantitativas e qualitativas, visando captar tanto os aspectos da formulação quanto os da implementação do programa. Trata-se de um formato de avaliação externa e independente, mas com um enfoque na interlocução política, tendo como propósito avaliar o grau de cumprimento dos objetivos das políticas, identificar boas práticas e fazer recomendações, visando melhorar as políticas e os programas do país avaliado.

    La inclusión financiera abarca todas las iniciativas públicas y privadas, tanto desde el punto de vista de la demanda como de la oferta, orientadas a brindar servicios a los hogares y las pymes que tradicionalmente están excluidos de los servicios financieros formales, utilizando productos y servicios que se adecuen a sus necesidades. Más allá de ampliar los niveles de acceso financiero y bancarización, la inclusión financiera también se refiere a las políticas para mejorar y perfeccionar el uso del sistema financiero para las pymes y hogares que ya forman parte del circuito financiero formal.Con esta lógica, la inclusión financiera debe ser concebida como una política de inserción productiva. Se trata de usar el sistema financiero como instrumento para ampliar las posibilidades de ahorro y consumo de las personas y, a la vez, mejorar el aprovechamiento de los talentos empresariales y las oportunidades de inversión. La inclusión financiera permite que el sistema financiero responda a las distintas y heterogéneas necesidades de financiamiento de los hogares en sus distintas fases del ciclo de vida y de las empresas en sus distintas etapas del proceso productivo y tecnológico. Los distintos capítulos de este libro ponen el foco en la capacidad de los bancos de desarrollo para formular instrumentos dirigidos a las pymes, algo fundamental para América Latina y el Caribe ya que estas empresas son actores clave de la estructura productiva y en la creación de empleo.     Looking through the lens of “development in transition”, this document, jointly prepared by ECLAC and the OECD Development Centre, notes that some developing and emerging economies have increased their levels of national income yet still face daunting multidimensional development challenges.     El espacio rural ha sufrido grandes transformaciones en el curso de las últimas décadas, como la disminución de la participación del empleo y el valor agregado agropecuario en el total de la actividad económica, una mayor interdependencia del sector agropecuario con otros sectores como la manufactura y los servicios, y una creciente importancia de los procesos de aprendizaje e innovación. No obstante estas transformaciones, el espacio rural sigue teniendo un gran peso en la estructura económica de la región.En este libro se plantea la necesidad de contar con una política industrial rural que promueva un cambio estructural basado en la innovación, un mayor valor agregado, mejores condiciones de empleo y de vida, y en armonía con el medio ambiente. La propuesta parte de la experiencia de la Comisión Económica para América Latina y el Caribe (CEPAL) en el fortalecimiento de cadenas de valor rurales, y ofrece un enfoque novedoso de la política industrial y el desarrollo del espacio rural, temas que tradicionalmente han sido tratados por separado.     In a regional and international context of weak growth, high inflation and growing inequality, the countries of Latin America and the Caribbean must focus policies on reactivating, rebuilding and transforming economic and production systems to advance towards low-carbon and high-tech economies that address climate change and reduce their historical gaps, structural heterogeneity and dualism.This document considers the complex conditions that pose significant challenges to accelerating growth, tackling high inflation and the cost-of-living crisis, maintaining transfers to the most vulnerable households, mitigating the social costs of the crisis and boosting investment. Its chapters analyse the dynamics of globalization and the policy challenges in changing the production structure and moving towards sustainable development. In addition, they consider strategies for reducing inequality and creating universal protection systems and decent jobs in a challenging world. Nine strategic sectors expected to drive a big push for sustainability are examined through the prism of green growth.     El rol de la educación técnica como promotora de desarrollo económico e inclusión social ha tomado relevancia en las políticas públicas de la región en los últimos años. En este documento se analiza el marco normativo que rige a la educación técnica en el Ecuador, tanto a nivel medio (bachillerato) como superior (educación superior no universitaria). Se halla que el bachillerato técnico cuenta con amplia tradición mientras que el desarrollo de la educación superior no universitaria es más tardío. La educación técnica aparece como una alternativa viable para aquellas personas que, por distintas razones, buscan una incorporación temprana en los mercados laborales. Además, permite a las autoridades cumplir, de manera simultánea, con objetivos de política productiva y de política social, al mejorar la empleabilidad de las personas y capacitarlas de manea que éstas puedan influir de manera positiva en la productividad y la mejora de calidad y competitividad de productos y empresas.     Recent economic, political and social changes and the accelerated digital revolution, along with the 2030 Agenda for Sustainable Development and the Sustainable Development Goals, are the new backdrop for the review of cooperation between the members of the Community of Latin American and Caribbean States (CELAC) and the European Union. The end goal is renewed and dynamic collaboration based on multilateralism, which goes beyond trade integration and strengthens the shared vision and values of both regions.This document is a joint effort of the Economic Commission for Latin America and the Caribbean (ECLAC), the European Union and the European Union-Latin America and the Caribbean Foundation (EULAC Foundation), which identifies many areas in which cooperation is crucial, especially for economies experiencing “development in transition”.     O Brasil Mais Produtivo (B+P) é um instrumento de promoção da produtividade intrafirma, voltado a empresas de portes pequeno e médio, por meio de ferramentas de manufatura enxuta, ou lean manufacturing. Este estudo buscará avaliar a eficiência, a eficácia e a efetividade do B+P, sem desconsiderar o contexto histórico em que foi implementado, em que a avaliação é feita a partir de seus objetivos e por possíveis transbordamentos das ações do B+P no território. São feitos destaques positivos, limitações e recomendações para o futuro do B+P e de outras políticas similares. Esta avaliação é produto da parceria entre a Comissão Econômica para a América Latina e o Caribe (CEPAL) e o Instituto de Pesquisa Econômica Aplicada (Ipea). Para esta avaliação foi usado um mix de abordagens quantitativas e qualitativas, visando captar tanto os aspectos da formulação quanto os da implementação do programa.     El espacio rural ha sufrido grandes transformaciones en el curso de las últimas décadas, como la disminución de la participación del empleo y el valor agregado agropecuario en el total de la actividad económica, una mayor interdependencia del sector agropecuario con otros sectores como la manufactura y los servicios, y una creciente importancia de los procesos de aprendizaje e innovación.     El rol de la educación técnica como promotora de desarrollo económico e inclusión social ha tomado relevancia en las políticas públicas de la región en los últimos años. En este documento se analiza el marco normativo que rige a la educación técnica en el Ecuador, tanto a nivel medio (bachillerato) como superior (educación superior no universitaria). Se halla que el bachillerato técnico cuenta con amplia tradición mientras que el desarrollo de la educación superior no universitaria es más tardío. La educación técnica aparece como una alternativa viable para aquellas personas que, por distintas razones, buscan una incorporación temprana en los mercados laborales. Además, permite a las autoridades cumplir, de manera simultánea, con objetivos de política productiva y de política social, al mejorar la empleabilidad de las personas y capacitarlas de manea que éstas puedan influir de manera positiva en la productividad y la mejora de calidad y competitividad de productos y empresas.
