    Existe evidencia empírica creciente sobre la relación entre la política monetaria y la desigualdad de los hogares. En este documento se explora la naturaleza de dicha relación para el caso de México, utilizando un modelo de equilibrio general dinámico estocástico1. En contraste con el enfoque tradicional, en el que la demanda agregada de la economía se estiliza en la figura de un hogar representativo, el modelo considera explícitamente la existencia de hogares heterogéneos que enfrentan choques idiosincrásicos de los que solo pueden asegurarse parcialmente. El modelo, calibrado utilizando datos de México, puede replicar los rasgos característicos del ciclo económico, así como de la distribución del ingreso y la riqueza entre hogares. A partir de una serie de ejercicios contrafactuales se concluye que el diseño e implementación de la política monetaria tiene importantes efectos distributivos, y que la combinación de heterogeneidad entre los hogares y la ausencia de mecanismos de aseguramiento afectan el canal de transmisión de la política monetaria. Desde la perspectiva de la política pública, los resultados acentúan la necesidad de desarrollar políticas económicas complementarias que atiendan las principales causas de la desigualdad, entre las que destacan las orientadas a incentivar la inclusión financiera, el diseño e implementación de medidas para mejorar la calidad del empleo y el fortalecimiento de la progresividad de la política fiscal.     The Economic Survey of the Caribbean 2018 analyses the performance of the Caribbean subregion to the global economy. It provides a comparative analysis of global economic growth, commodity price performance, Caribbean growth performance, and unemployment. This is then followed by a subsection on fiscal policy and public debt. Subsequent subsections elaborate on monetary policy, and the external sector.     The coronavirus disease (COVID-19) pandemic has had an unprecedented impact in Latin America and the Caribbean. It has become the worst economic and social crisis in a century and has exposed significant structural gaps in the region’s development model. A profound transformation is necessary, eschewing the temptation to view the pandemic as an accident or a parenthesis instead of as the signal that a new direction must be taken because the world has reached what is increasingly seen as a transformative crossroads. A new social contract is needed and a new global pact must be forged. The region must shift its model towards an inclusive and sustainable development pattern that guarantees the conditions necessary for governance and in which there is a balance between economic growth, social inclusion and environmental sustainability. This balance, among other factors, will need to be sustained by political partnerships that place equality at the centre of development and sustainability, as the key to sustainable development. In the days, months and years to come, it will be imperative to strive for reconstruction and transformation with equality and sustainability. Introduction .-- I.     La pandemia de COVID-19 ha desnudado nuestras fragilidades y constituye un hecho global que ha revelado la insostenibilidad de un estilo de desarrollo sustentado en la profundización de las desigualdades, la extensión de la precariedad de la reproducción social, la destrucción ambiental y el debilitamiento del multilateralismo y la cooperación internacional.En este documento se reafirma que la igualdad y la sostenibilidad deben estar en el centro de las propuestas de apoyo, rescate y reactivación económica. Poner en el centro indicadores sociales y ambientales para definir las políticas contracíclicas parece crucial. Entre ellos, privilegiar la defensa del empleo y los salarios, del vasto tejido productivo de la economía social y popular y de las pequeñas y medianas empresas, priorizar el apoyo directo al ingreso de las personas y las familias, construir y fortalecer una fiscalidad progresiva, apoyar caso por caso a empresas grandes en dificultades condicionados a criterios sociales, ambientales, fiscales y de gobernanza, reconvertir los patrones de producción y consumo en lógica de sostenibilidad, así como construir el nuevo régimen de bienestar y protección social que garantice derechos, seguridad y vida digna para todas las personas.     Los ingresos por emisión han sido una fuente importante de financiamiento para las economías de la región, promediando el equivalente a 2,9 puntos del PIB y a 20,7% de los ingresos fiscales para el período entre 1960 y 2016. Esta forma de “recaudación” ha cambiado a lo largo del tiempo, siendo en la década del ochenta cuando se empleó de manera más profusa en la región. Pareciera que el uso intensivo de esta forma de financiamiento se produce luego de una caída en los términos de intercambio. Adicionalmente, los datos muestran que los episodios en que este financiamiento ha sido empleado más intensamente coinciden con aumentos de la inflación, caídas del consumo privado, de la inversión y de la actividad económica.     This policy brief prepared by ECLAC examines the economic and social impact of the war in Ukraine on the region, and offers countries recommendations on how to address its effects. The document analyzes economic and social variables as well as the different sectors of the regional economy that have been affected by the armed conflict that began in February of this year, presenting policy proposals to mitigate its impact on the recovery process following the COVID-19 crisis, which the region is still undergoing. The document analyzes economic and social variables as well as the different sectors of the regional economy that have been affected by the armed conflict that began in February of this year, presenting policy proposals to mitigate its impact on the recovery process following the COVID-19 crisis, which the region is still undergoing. The report includes updated estimates on the increase in poverty and extreme poverty in Latin American and Caribbean countries in 2022. A.     La pandemia de COVID-19 ha desnudado nuestras fragilidades y constituye un hecho global que ha revelado la insostenibilidad de un estilo de desarrollo sustentado en la profundización de las desigualdades, la extensión de la precariedad de la reproducción social, la destrucción ambiental y el debilitamiento del multilateralismo y la cooperación internacional.En este documento se reafirma que la igualdad y la sostenibilidad deben estar en el centro de las propuestas de apoyo, rescate y reactivación económica. Poner en el centro indicadores sociales y ambientales para definir las políticas contracíclicas parece crucial. Entre ellos, privilegiar la defensa del empleo y los salarios, del vasto tejido productivo de la economía social y popular y de las pequeñas y medianas empresas, priorizar el apoyo directo al ingreso de las personas y las familias, construir y fortalecer una fiscalidad progresiva, apoyar caso por caso a empresas grandes en dificultades condicionados a criterios sociales, ambientales, fiscales y de gobernanza, reconvertir los patrones de producción y consumo en lógica de sostenibilidad, así como construir el nuevo régimen de bienestar y protección social que garantice derechos, seguridad y vida digna para todas las personas.     Los ingresos por emisión han sido una fuente importante de financiamiento para las economías de la región, promediando el equivalente a 2,9 puntos del PIB y a 20,7% de los ingresos fiscales para el período entre 1960 y 2016. Esta forma de “recaudación” ha cambiado a lo largo del tiempo, siendo en la década del ochenta cuando se empleó de manera más profusa en la región. Pareciera que el uso intensivo de esta forma de financiamiento se produce luego de una caída en los términos de intercambio. Adicionalmente, los datos muestran que los episodios en que este financiamiento ha sido empleado más intensamente coinciden con aumentos de la inflación, caídas del consumo privado, de la inversión y de la actividad económica.     The coronavirus disease (COVID-19) pandemic has had an unprecedented impact in Latin America and the Caribbean. It has become the worst economic and social crisis in a century and has exposed significant structural gaps in the region’s development model. A profound transformation is necessary, eschewing the temptation to view the pandemic as an accident or a parenthesis instead of as the signal that a new direction must be taken because the world has reached what is increasingly seen as a transformative crossroads. A new social contract is needed and a new global pact must be forged. The region must shift its model towards an inclusive and sustainable development pattern that guarantees the conditions necessary for governance and in which there is a balance between economic growth, social inclusion and environmental sustainability. This balance, among other factors, will need to be sustained by political partnerships that place equality at the centre of development and sustainability, as the key to sustainable development. In the days, months and years to come, it will be imperative to strive for reconstruction and transformation with equality and sustainability. Introduction .-- I.
