    Recent economic, political and social changes and the accelerated digital revolution, along with the 2030 Agenda for Sustainable Development and the Sustainable Development Goals, are the new backdrop for the review of cooperation between the members of the Community of Latin American and Caribbean States (CELAC) and the European Union. The end goal is renewed and dynamic collaboration based on multilateralism, which goes beyond trade integration and strengthens the shared vision and values of both regions.This document is a joint effort of the Economic Commission for Latin America and the Caribbean (ECLAC), the European Union and the European Union-Latin America and the Caribbean Foundation (EULAC Foundation), which identi¬fies many areas in which cooperation is crucial, especially for economies experiencing “development in transition”. It examines factors that drive investment and the development of real production integration, encourage technology transfer and innovation, favour the inclusion of micro, small and medium enterprises, and improve States’ responsiveness to citizens’ demands. In short, it aims to outline the path to progressive structural change with stronger productivity, more and better jobs, and higher wages. In other words, to establish cooperation that helps to build more modern, productive and inclusive societies. Foreword .-- I.     Las empresas que proveen productos y servicios financieros innovadores, mediante la utilización de tecnología han tenido un crecimiento exponencial en el mercado financiero mundial en los últimos años. Estas empresas reducen los costos y simplifican los procedimientos, mejorando la eficiencia de los servicios financieros, lo que favorece la inclusión financiera y el acceso al crédito para las pequeñas y medianas empresas.América Latina no se ha quedado al margen de esta evolución, produciéndose un marcado crecimiento en los emprendimientos fintech, mientras que la regulación en la mayoría de los países es aún incipiente. En 2019 el sector fintech en Uruguay estaba compuesto por 63 empresas, operando en diversos segmentos. El segmento más destacado es el de empresas que desarrollan productos tecnológicos específicos para instituciones financieras, En segundo lugar, se ubican las empresas que otorgan préstamos a través de una plataforma electrónica, finalmente se encuentra el segmento de pagos y remesas.Teniendo en cuenta el impacto positivo que los emprendimientos de préstamos ente pares pueden tener en el sistema financiero, este trabajo recomienda explorar la posibilidad de implementación de un sandbox regulatorio, que a partir de la reducción de las exigencias para funcionar y el establecimiento de un plazo, permita valorar en la práctica los riesgos reales.     The coronavirus disease (COVID-19) pandemic has had an unprecedented impact in Latin America and the Caribbean. It has become the worst economic and social crisis in a century and has exposed significant structural gaps in the region’s development model. A profound transformation is necessary, eschewing the temptation to view the pandemic as an accident or a parenthesis instead of as the signal that a new direction must be taken because the world has reached what is increasingly seen as a transformative crossroads. A new social contract is needed and a new global pact must be forged. The region must shift its model towards an inclusive and sustainable development pattern that guarantees the conditions necessary for governance and in which there is a balance between economic growth, social inclusion and environmental sustainability. This balance, among other factors, will need to be sustained by political partnerships that place equality at the centre of development and sustainability, as the key to sustainable development. In the days, months and years to come, it will be imperative to strive for reconstruction and transformation with equality and sustainability. Introduction .-- I.     Global asymmetries influence policies for recovery in Latin America and the Caribbean. Nearly 30 years after the Earth Summit and the global adoption of an international development agenda, in practical terms the environmental pillar of the 2030 Agenda for Sustainable Development has not been taken into consideration in recovery policies in the region. This has created major problems in terms of the medium- and long-term direction of regional economies.On balance, recovery measures —which have focused on maintaining consumption or offsetting falls in it— have weakened non-health public services, territorial monitoring, and social and governmental monitoring functions. Transfers to support consumption strengthen an unsustainable development pattern and recovery measures prolong the anchoring to an approach that results in high vulnerability to environmental impacts, with unchanged or increased dependence on fossil fuels. The region is squandering the opportunity to use the recovery effort to enhance production and consumption patterns and improve the quality and coverage of public services, which the coronavirus disease (COVID-19) pandemic has shown to be very important.This Special Report is the thirteenth in a series prepared by the Economic Commission for Latin America and the Caribbean (ECLAC) on the evolution and impacts of the COVID-19 pandemic in Latin America and the Caribbean. I. Stylized facts of two processes that are difficult to reverse: a worsening environmental situation and setbacks with the 2030 Agenda for Sustainable Development. -- II. By targeting recovery spending, the opportunity to boost transformative sectors has been lost and this, coupled with the uncritical demand in recovery, underlines the unsustainable nature of thepre-pandemic development pattern .-- III.     Este trabajo busca establecer la contribución del ecoturismo a la intensificación de relaciones rurales-urbanas, con referencia a un conjunto de pequeños emprendimientos localizados en el Río Güejar, en Lejanías, Meta, afectado por décadas de violencia. Entre los impactos de estos emprendimientos se constató la generación de nuevos empleos e ingresos; mejora en las condiciones de vida de los hogares; innovación en la provisión de servicios; recuperación de relaciones de confianza entre los actores sociales; y una cultura de conservación, que contribuye a la protección y aprovechamiento sostenible de los atractivos naturales, como bienes públicos de importancia local y regional. La indagación identificó tres factores coadyuvantes: i) la importancia de la acción colectiva, que activó la construcción de una política pública; ii) la articulación de una respuesta superior a la capacidad local, con la intervención de la Mesa Regional de Turismo y iii) la apertura de nuevos espacios para el disfrute del turismo y para la construcción social del territorio, derivada de la firma del Acuerdo de Paz.     The rapid advance of digital technologies and their increasingly cross-cutting applications have driven global transformations that are affecting the entire economy and all of society. The coronavirus disease (COVID-19) pandemic marked a turning point in terms of how widely digital solutions are used, as they became vital tools for maintaining social and productive activities under the restrictions on face-to-face activities and movement put in place during the health emergency.This more widespread adoption of digital technologies —especially of the most advanced ones linked to intensive use of data and smart solutions— is disrupting consumption, business and production models, enabling new forms of value creation with potential impacts on well-being, economic competitiveness and care for the environment. Today, digitalization is seen as a key instrument for the transition to a new, more inclusive and sustainable development model.However, the countries of Latin America and the Caribbean still face a series of structural challenges that prevent effective adoption of digital technologies.     Recent economic, political and social changes and the accelerated digital revolution, along with the 2030 Agenda for Sustainable Development and the Sustainable Development Goals, are the new backdrop for the review of cooperation between the members of the Community of Latin American and Caribbean States (CELAC) and the European Union. The end goal is renewed and dynamic collaboration based on multilateralism, which goes beyond trade integration and strengthens the shared vision and values of both regions.This document is a joint effort of the Economic Commission for Latin America and the Caribbean (ECLAC), the European Union and the European Union-Latin America and the Caribbean Foundation (EULAC Foundation), which identifies many areas in which cooperation is crucial, especially for economies experiencing “development in transition”.     Este trabajo busca establecer la contribución del ecoturismo a la intensificación de relaciones rurales-urbanas, con referencia a un conjunto de pequeños emprendimientos localizados en el Río Güejar, en Lejanías, Meta, afectado por décadas de violencia. Entre los impactos de estos emprendimientos se constató la generación de nuevos empleos e ingresos; mejora en las condiciones de vida de los hogares; innovación en la provisión de servicios; recuperación de relaciones de confianza entre los actores sociales; y una cultura de conservación, que contribuye a la protección y aprovechamiento sostenible de los atractivos naturales, como bienes públicos de importancia local y regional. La indagación identificó tres factores coadyuvantes: i) la importancia de la acción colectiva, que activó la construcción de una política pública; ii) la articulación de una respuesta superior a la capacidad local, con la intervención de la Mesa Regional de Turismo y iii) la apertura de nuevos espacios para el disfrute del turismo y para la construcción social del territorio, derivada de la firma del Acuerdo de Paz.     Global asymmetries influence policies for recovery in Latin America and the Caribbean. Nearly 30 years after the Earth Summit and the global adoption of an international development agenda, in practical terms the environmental pillar of the 2030 Agenda for Sustainable Development has not been taken into consideration in recovery policies in the region. This has created major problems in terms of the medium- and long-term direction of regional economies.On balance, recovery measures —which have focused on maintaining consumption or offsetting falls in it— have weakened non-health public services, territorial monitoring, and social and governmental monitoring functions. Transfers to support consumption strengthen an unsustainable development pattern and recovery measures prolong the anchoring to an approach that results in high vulnerability to environmental impacts, with unchanged or increased dependence on fossil fuels. The region is squandering the opportunity to use the recovery effort to enhance production and consumption patterns and improve the quality and coverage of public services, which the coronavirus disease (COVID-19) pandemic has shown to be very important.This Special Report is the thirteenth in a series prepared by the Economic Commission for Latin America and the Caribbean (ECLAC) on the evolution and impacts of the COVID-19 pandemic in Latin America and the Caribbean. I. Stylized facts of two processes that are difficult to reverse: a worsening environmental situation and setbacks with the 2030 Agenda for Sustainable Development. -- II.     The coronavirus disease (COVID-19) pandemic has had an unprecedented impact in Latin America and the Caribbean. It has become the worst economic and social crisis in a century and has exposed significant structural gaps in the region’s development model. A profound transformation is necessary, eschewing the temptation to view the pandemic as an accident or a parenthesis instead of as the signal that a new direction must be taken because the world has reached what is increasingly seen as a transformative crossroads. A new social contract is needed and a new global pact must be forged. The region must shift its model towards an inclusive and sustainable development pattern that guarantees the conditions necessary for governance and in which there is a balance between economic growth, social inclusion and environmental sustainability. This balance, among other factors, will need to be sustained by political partnerships that place equality at the centre of development and sustainability, as the key to sustainable development. In the days, months and years to come, it will be imperative to strive for reconstruction and transformation with equality and sustainability. Introduction .-- I.     Las empresas que proveen productos y servicios financieros innovadores, mediante la utilización de tecnología han tenido un crecimiento exponencial en el mercado financiero mundial en los últimos años. Estas empresas reducen los costos y simplifican los procedimientos, mejorando la eficiencia de los servicios financieros, lo que favorece la inclusión financiera y el acceso al crédito para las pequeñas y medianas empresas.América Latina no se ha quedado al margen de esta evolución, produciéndose un marcado crecimiento en los emprendimientos fintech, mientras que la regulación en la mayoría de los países es aún incipiente. En 2019 el sector fintech en Uruguay estaba compuesto por 63 empresas, operando en diversos segmentos. El segmento más destacado es el de empresas que desarrollan productos tecnológicos específicos para instituciones financieras, En segundo lugar, se ubican las empresas que otorgan préstamos a través de una plataforma electrónica, finalmente se encuentra el segmento de pagos y remesas.Teniendo en cuenta el impacto positivo que los emprendimientos de préstamos ente pares pueden tener en el sistema financiero, este trabajo recomienda explorar la posibilidad de implementación de un sandbox regulatorio, que a partir de la reducción de las exigencias para funcionar y el establecimiento de un plazo, permita valorar en la práctica los riesgos reales.
