This diagnostic report identifies 12 skills challenges for Norway which were distilled from a series of interactive diagnostic workshops held in the course of 2013 with a wide range of stakeholders in Oslo, Buskerud County and Nordland County. The OECD Skills Strategy Diagnostic Report: Norway draws upon a wide range of OECD comparative data and analysis to illustrate each skills challenge and offers insights from the experience of other countries in tackling similar skills challenges. The first nine skills challenges refer to specific outcomes across the three pillars of developing, activating and using skills. The last three skills challenges refer to the “enabling” conditions which strengthen the overall skills system.

In Jane Austen Speaks Norwegian: The Challenges of Literary Translation , Marie Nedregotten Sørbø compares two novels and six translations of them. The discussion is entirely in English, as all Norwegian versions are back-translated. This study therefore lends itself to comparisons with other languages, and aims to fill its place as one component in a worldwide field of research; how Jane Austen is understood and transmitted. Moreover, this book presents a selection of pertinent issues for any translator, including abbreviation and elaboration, style and vocabulary, and censorship. Sørbø gives vivid examples of how literary translation happens, and how it serves to interpret and refashion literature for new readerships

    Fascism and Modernist Literature in Norway illuminates the connections between literature and politics in interwar Europe. Focusing on the works of Nobel Prize-winning novelist Knut Hamsun and modernist poets Asmund Sveen and Rolf Jacobsen, all of whom collaborated with the Nazi regime during the occupation of Norway in World War II, and those of the anti-fascist novelist and critic Sigurd Hoel, Dean Krouk reveals key aspects of the modernist literary imagination in Norway. In their writings, Hamsun, Sveen, and Jacobsen expressed their discontent with twentieth-century European modernity, which they perceived as overly rationalized or nihilistic. Krouk explains how fascism offered these writers a seductive utopian vision that intersected with the countercultural and avant-garde aspects of their literary works, while Hoel's critical analysis of Nazism extended to a questioning of all patriarchal forms of authority.     Norway has a well-functioning labour market with high employment and a compressed wage distribution, contributing to low inequality. Norway nevertheless faces challenges from a trend decline in employment rates among the young and prime-age men. Furthermore, immigrants and people with disabilities have significantly poorer labour market outcomes than rest of the population. Norway still faces comparatively high sick-leave absence and the share of the working-age population on disability support remains large. Relatively high school dropout rates are also of concern, in particular as opportunities for workers with low educational attainment are limited in the Norwegian labour market. This paper first describes the labour market and identifies its main strengths and weaknesses and then goes on to discussing policy areas to boost employment and ensure quality jobs for the future. These include reforms to i) sick-leave compensation and disability support, ii) early retirement incentives in old-age pensions; iii) education and skills; and, iv) integration of immigrants.

    In this paper, we explore the drivers of house prices in Norway, using a cross-country panel framework. Empirical results confirm that house prices are determined by numerous demand and supply factors, including income, demographics, macroeconomic conditions, stock of housing and institutional features. The results suggest that high and rising house prices in Norway are principally driven by market fundamentals – high household incomes, wealth, low interest rates and a growing population. Yet, despite strong fundamentals, comparing predicted house prices as estimated by the model and observed house prices suggests that house prices in Norway have been overvalued to a degree since the global financial crisis. Some structural and regulatory features of the Norwegian housing market also put upward pressure on prices: the favourable tax treatment of home ownership, strict rent controls and lax tenant-landlord regulations. Improving further the responsiveness of housing supply to demand could also ease price pressures.

    In Norway, sick-leave compensation and disability benefit is comprehensive and an important component of employee rights and benefits. However, despite policy attention, use of these systems is excessive; sickness absence and disability benefit recipiency levels remain extraordinarily high compared with other countries. This paper compares Norway’s reform experience and policy settings with those of three countries that also have comprehensive support and that have faced similar problems: Sweden, the Netherlands and Switzerland. All four countries have made a number of changes to sick leave and disability benefit systems. However, it appears that Norway’s reforms have so far been rather less successful. A broad impression in comparing the reforms is that Norway has conducted fewer measures involving reductions to entitlements and improvements in work incentives compared with the other countries.

    "Upper tail knowledge", embodied by knowledge elites, has been suggested to be a driving force of industrialization and development, yet measuring it remains problematic. Despite some recent innovations, much empirical work continues to rely on measures of "average" or "non-upper tail" human capital such as literacy and years of schooling. We thus turn to perhaps unique sources from Denmark and Norway. From the early nineteenth century until after the Second World War, these countries had the tradition of publishing biographies of all high school graduates, usually 25 and 50 years after graduation. These were effectively mini-CVs covering entire careers, including work positions, travel, achievements, and more. We discuss these sources and their potential for furthering our understanding of the role of upper tail knowledge and human capital for development. Source criticism reveals strengths and weaknesses, but importantly confirms promising perspectives for improving the measurement of upper tail knowledge.

    This paper presents results from a first pilot study to measure the consistency of real economy investments with climate change mitigation objectives. The analysis focuses on investments in infrastructure and equipment in the manufacturing industries in Norway between 2010 and 2017, estimated at USD 2.5 billion per year on average. The consistency or inconsistency of these investments is then measured at subsector level based on two readily available reference points: the European Union Taxonomy for Sustainable Activities, and a 2°C scenario for the Nordic region from the International Energy Agency. The analysis further identifies sources of financing in these subsectors and discusses future investment and financing challenges, in light of more ambitious forward-looking decarbonisation targets and needs. Finally, the study draws methodological conclusions and calls for further pilot studies in order to improve and scale up such analysis at international level, including in terms of using different or complementary reference points specifically aligned to the temperature goal of the Paris Agreement.

    This paper documents joblessness in OECD countries, provides a detailed diagnosis of structural employment barriers in Belgium, Korea and Norway by applying the OECD Faces of Joblessness methodology to the situation just before the COVID-19 crisis and discusses the policy implications. It shows that individuals experiencing major employment difficulties often face a combination of barriers related to work availability, readiness and incentives. It suggests a number of avenues for enhancing the effectiveness of public support: i) make greater use of statistical profiling tools to adapt programmes to the needs of the jobless and target resources to those at the highest risk of long-term joblessness; ii) better coordinate support provided by employment, health and education services; iii) place a greater emphasis on preventive policies (equal opportunities, life-long learning).

    Norway is performing unevenly across its four agricultural policy objectives. While Norway enjoys a high level of food security and is meeting its aim of maintaining agricultural production across the country, both environmental performance and the efficient creation of value added along the food chain are compromised by support policies linked to production levels. Support to producers relative to gross farm receipts is the highest among OECD countries, with 59% of farmers’ revenues coming from government support. Only 3% of total support to agriculture is dedicated to research and innovation. Moreover, while Norway has strong public research institutions and well-designed tax deductions, the private sector lacks the right policy incentives to innovate. This review proposes a new policy approach, centred around innovations that would enable Norway to achieve its objectives and improve the productivity, sustainability and resilience of its agro-food sector. Specific recommendations include increasing the responsiveness of the sector to markets, giving farmers greater flexibility in making production decisions, placing greater emphasis on agri-environmental outcomes, and increasing the role of the private sector in research and innovation.

    This report describes Norway’s landscape for Digital Science and Innovation Policy (DSIP) - the overarching framework through which governments make intensive use of digital technologies and data resources to support the formulation, delivery and administration of STI policy. The report describes how Norway’s DSIP landscape is shaped by its broader digital government framework and agenda, introduces the main actors in the DSIP system and discusses their main features in relation to their key objectives and the generic purposes of DSIP approaches. Special attention is paid to the role of STI statistics. It concludes by drawing out key findings and potential implications to help the Norwegian government identify opportunities that promote the system’s further development in line with its strategic objectives. This study also provides an indication of the potential opportunities and challenges that other countries might face when developing, implementing and maintaining digital systems for STI policy and administration.

    Hedmark County (Norway) and Dalarna County (Sweden) are both rural, with the border being remote from regional centres. The total population of less than half a million inhabitants spans across almost 58 800 km², with an economic output of USD 22 billion. Efforts to support collaboration at the border focus on the sector of tourism that both share, and which would be facilitated by the construction of one airport to serve both sides. As most science and technology-related assets are located far from the border, the region does not seem to have the relevant conditions for a broad cross-border regional innovation policy since urban centres are perhaps better served by looking towards other locations rather than this border. On the border, efforts for innovation in other forms, such as in marketing and organisational methods in tourism, are more relevant. It sets out ten essential principles covering the legal, institutional, administrative, and operational aspects necessary for developing an efficient and effective system for identifying, investigating and prosecuting tax crimes, while respecting the rights of accused taxpayers. This second edition addresses new challenges, such as tackling professionals who enable tax and white-collar crimes, and fostering international co-operation in the recovery of assets.     Norway’s dual income tax system achieves high levels of revenue collection and income redistribution, without overly undermining economic performance and while paying attention to environmental externalities. It treats capital and labour income in different ways: capital income is taxed at a single low rate, while labour income is taxed at progressive rates. However, effective tax rates on savings vary widely across asset classes. The favourable treatment of owner-occupied housing relative to financial savings should be reduced, preferably by taxing imputed rents at the standard 28% statutory rate. The wealth tax implies very high effective tax rates on savings, indicating that it either gives rise to tax avoidance or significantly inhibits growth. The government should investigate the issue and, if the growth-equity trade-off is too unfavourable to growth, phase out or lower the wealth tax. To restrain tax avoidance by the wealthy, the base of the gift and inheritance tax should be broadened. Overall, the reform package recommended in this paper would improve the allocation of capital and increase work and investment incentives. It could be designed to be broadly neutral in regard to income redistribution and public revenue.

    Norway’s predominately public and tuition-fee free tertiary education system encourages participation and has high attainment rates. However, challenges in spending efficiency, study times, skills demand, inclusiveness and quality remain. Also, learning outcomes could improve further. Moreover, few Norwegian universities rank high in international comparisons on the basis of research-related and other indicators, and spending per student or GDP is relatively high. Many small institutions, aiming to meet regional needs, do not reach critical mass in staff and student numbers. Many students take considerable time to finish their studies despite financial incentives, and students from lower income groups have low tertiary participation and completion rates despite a strong focus on inclusiveness. Enrolments remain low in fields such as science and engineering, although they have increased in recent years, and supply shortages in some professional areas indicate room for improvement. Better incentives for both students and institutions to ensure timely completions, with a special emphasis on disadvantaged students and labour market needs, a structure that paves the way for adequately sized institutions, and effective governance are essential for higher quality education and research. Effective monitoring of the outcomes is also vital. The government’s comprehensive quality-enhancing agenda, with a focus on these fronts, is welcome.     Norwegian policy gives high priority to supporting rural communities, with support for agriculture receiving particular attention. It is broadly successful in terms of maintaining rural communities, and urban-rural gaps in a range of well-being indicators are comparatively narrow. However, the cost-efficiency and sustainability of the policy mechanisms are questionable. Agriculture and rural policy in Norway needs to focus more strongly on economic sustainability alongside social sustainability. Agricultural support remains overly concentrated on maintaining the status quo and has seen little reform compared with policies elsewhere in the OECD. In contrast, the fishing industry has reformed much further towards economic sustainability, aquaculture has seen considerable success and there is potential for more rural tourism. Supporting rural communities also requires attention to the quality of public services in rural areas, and this report draws particular attention to inefficiencies arising from small-scale municipalities, and supports efforts to encourage mergers towards larger units, paving the way for greater operational leeway for municipal government.This working paper relates to the 2016 OECD Economic Survey of Norway (www.oecd.org/eco/surveys/economic-survey-norway.htm).

    Norway is one of the top spenders on health care among OECD countries in per capita terms but much closer to the average when seen as a share of GDP. The question is to what extent these two key measures are compatible, and how Norway really measures up to other relevant high-income countries in health spending. In considering the latter, Norway allocates more to long-term care services than any other country. So how comparable are countries in the measurement of sectors such as long-term care and does this play a key role in determining overall spending estimates? Delving further, how does spending on the key sector of somatic specialist health care compared to other countries? If too much is spent, there is a risk that there is an over-emphasis on hospitals compared to primary care. On the other hand if there are too little resources in hospitals, there may be an over-expectation from the sector. However, estimates of spending based on inpatient care still mask a number of organisational and accounting differences, requiring adjustments to be made to the underlying figures. The resulting figures provide a new insight into cross-country comparisons and trends of somatic hospital spending. Finally, to determine what is explaining the different levels of spending, the appropriate use of international spatial deflators is discussed. Recent advances in the methodology to compile comparative price information for the health and hospital sectors are used to reveal to what extent spending across the comparator countries is the result of price or volume effects.

    The design of intergovernmental fiscal relations can help to ensure that tax and spending powers are assigned in a way to promote sustainable and inclusive economic growth. Decentralisation can enable sub-central governments to provide better public services for households and firms, while it can also make intergovernmental frameworks more complex, harming equity. The challenges of fiscal federalism are multi-faceted and involve difficult trade-offs. This synthesis paper consolidates much of the OECD’s work on fiscal federalism over the past 15 years, with a particular focus on OECD Economic Surveys. The paper identifies a range of good practices on the design of country policies and institutions related strengthening fiscal capacity delineating responsibilities across evels of government and improving intergovernmental co-ordination.

    Norway has a well-functioning labour market with high employment and a compressed wage distribution, contributing to low inequality. Norway nevertheless faces challenges from a trend decline in employment rates among the young and prime-age men. Furthermore, immigrants and people with disabilities have significantly poorer labour market outcomes than rest of the population. Norway still faces comparatively high sick-leave absence and the share of the working-age population on disability support remains large. Relatively high school dropout rates are also of concern, in particular as opportunities for workers with low educational attainment are limited in the Norwegian labour market. This paper first describes the labour market and identifies its main strengths and weaknesses and then goes on to discussing policy areas to boost employment and ensure quality jobs for the future. These include reforms to i) sick-leave compensation and disability support, ii) early retirement incentives in old-age pensions; iii) education and skills; and, iv) integration of immigrants.

    In this paper, we explore the drivers of house prices in Norway, using a cross-country panel framework. Empirical results confirm that house prices are determined by numerous demand and supply factors, including income, demographics, macroeconomic conditions, stock of housing and institutional features. The results suggest that high and rising house prices in Norway are principally driven by market fundamentals – high household incomes, wealth, low interest rates and a growing population. Yet, despite strong fundamentals, comparing predicted house prices as estimated by the model and observed house prices suggests that house prices in Norway have been overvalued to a degree since the global financial crisis. Some structural and regulatory features of the Norwegian housing market also put upward pressure on prices: the favourable tax treatment of home ownership, strict rent controls and lax tenant-landlord regulations. Improving further the responsiveness of housing supply to demand could also ease price pressures.
