    Due to its strategic immensity and opportunities for covert action, the maritime domain has become the most prominent arena of modern-day great power rivalry. In the shadow of this confrontation and the Russian war of aggression against Ukraine, the Baltic Sea is now the focus of geopolitical interest and conflict. An expression of this is the increase in hybrid activities, from acts of sabotage to the use of unidentified drones. For the Western states of the Baltic Sea region in particular, all of this highlights their dependence on fossil resources, critical maritime infrastructure, and secure trade routes. In response to the war against Ukraine and Russian naval activity in the Baltic Sea, littoral states have placed their militaries on heightened readiness. In the midst of this crisis situation, NATO allies and future allies remain locked in an unnecessary dispute over force dispositions, new structures and leadership roles. As a result, there is little sign of the German "Zeitenwende" in the Baltic Sea region.

    Since February 2022, Ukraine has been defending itself against yet another Russian war of aggression. Now that immediate support - military, diplomatic, financial and humanitarian - for Ukraine has improved, the country’s long-term security needs to be addressed. Looking ahead, security commitments should be built on political, economic and military pillars. NATO membership is essential for Ukraine’s security, but it is also in the geostrategic and normative interests of the Alliance, even if it is a risky, long-term and difficult endeavour. At the 2023 summit in Vilnius, NATO recognized that Ukraine’s future is in the Alliance but remained vague about the conditions to join. Yet, other agreements announced on the margins of the summit by the G7 and individual states expand the support for Ukraine. Framed as steps to increase Ukraine’s security, these should accompany the transition from current security support to future guarantees.

    Against the background of the Russian missile strikes against Ukraine, Germany has launched the European Sky Shield Initiative (ESSI) to strengthen Europe's air and missile defence. In the short term, it seems there is little likelihood of a Russian missile attack against NATO as Moscow probably lacks both the military means and the incentives. But, in the medium to long term, improving air and missile defence in Europe could curb Russia's coercive power vis-à-vis NATO and thereby strengthen the cohesion of the alliance. However, for this to happen and for the full potential of the initiative to be realized, several strategic, technical-operational and political issues should be addressed. Otherwise, ESSI could end up contributing to NATO fragmentation at the political and technical level.

    Originally scheduled for 2020, the 10th Review Conference of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) had to be deferred four times. It was not until August 2022 that the 191 NPT states finally met. At least since Russia’s invasion of Ukraine, observers had expected that the delegates would be unable to agree on a Final Document. Surprisingly, differences over nuclear disarmament did not play a role in the failure of the conference, despite the growing polarization over this issue since the entry into force of the Treaty on the Prohibition of Nuclear Weapons (TPNW) at the beginning of 2021. Russia alone was responsible for torpedoing the consensus. Conversely, all the non-nuclear NPT parties made major concessions in a bid to pre­vent the conference from failing. This shows that in a context of global tensions, nuclear disarmament is a lesser concern for the non-nuclear-weapon states (NNWS) than they themselves have long been suggesting. That the stability of the NPT does not depend on progress towards disarmament is good news. For Germany’s National Security Strategy (NSS), it means that greater concessions to advocates of the TPNW are not necessary to protect the NPT.
