    The novel, the literary adage has it, reflects a world abandoned by God. Yet the possibilities of novelistic form and literary exegesis exceed the secularizing tendencies of contemporary literary criticism. Showing how the Qurʾan itself invites and enacts critical reading, Hoda El Shakry’s Qurʾanic model of narratology enriches our understanding of literary sensibilities and practices in the Maghreb across Arabophone and Francophone traditions. The Literary Qurʾan mobilizes the Qurʾan’s formal, narrative, and rhetorical qualities, alongside embodied and hermeneutical forms of Qurʾanic pedagogy, to theorize modern Maghrebi literature. Challenging the canonization of secular modes of reading that occlude religious epistemes, practices, and intertexts, it attends to literature as a site where the process of entextualization obscures ethical imperatives. Engaging with the Arab-Islamic tradition of adab—a concept demarcating the genre of belles lettres, as well as social and moral comportment—El Shakry demonstrates how the critical pursuit of knowledge is inseparable from the spiritual cultivation of the self.Foregrounding form and praxis alike, The Literary Qurʾan stages a series of pairings that invite paratactic readings across texts, languages, and literary canons. The book places twentieth-century novels by canonical Francophone writers (Abdelwahab Meddeb, Assia Djebar, Driss Chraïbi) into conversation with lesser-known Arabophone ones (Maḥmūd al-Masʿadī, al-Ṭāhir Waṭṭār, Muḥammad Barrāda). Theorizing the Qurʾan as a literary object, process, and model, this interdisciplinary study blends literary and theological methodologies, conceptual vocabularies, and reading practices

    The highly-charged debate over Morocco's diasporic minorities in Europe has led to a growing interest in the literary production of these 'new' Europeans. This comparative study is the first to discuss together a body of texts, including contemporary Judeo-Moroccan literature, written in French, Spanish, Catalan and Dutch, which have never been studied as a group. Faced with such a variegated field of literary production, the aim of this book is not to tie individual works of literature to their 'national' place of origin, but to re-conceptualize the idea of a 'Moroccan' literature with regard to the transnational and multilingual experiences from which it arises.

    The novel, the literary adage has it, reflects a world abandoned by God. Yet the possibilities of novelistic form and literary exegesis exceed the secularizing tendencies of contemporary literary criticism. Showing how the Qurʾan itself invites and enacts critical reading, Hoda El Shakry’s Qurʾanic model of narratology enriches our understanding of literary sensibilities and practices in the Maghreb across Arabophone and Francophone traditions.     Morocco charted its own distinctive path of power sector reform. It selectively introduced private sector participation for generation capacity expansion and electricity distribution, while retaining a strong, state-owned and vertically-integrated national power utility operating as a single buyer at the core of the sector. Until recently, the country eschewed an independent regulatory entity. The power sector has been guided by strong top-down policy mandates that have served to align the disparate actions of political parties and sector institutions. Ambitious targets for electricity access, liberalization, and renewable energy investments were conceived as an integrated approach to contribute to economic development by relieving fiscal pressures, reducing external dependence on fossil fuels, and positioning the country as a regional leader in renewable energy. The results have been impressive. Since 1990, Morocco has more than tripled its power supply, while growing renewable energy to account for one-third of the total and relying on the private sector to supply just over half of the electricity generated. Rural electrification has accelerated rapidly from 18 percent in 1995 to virtually 100 percent in 2017. While operational efficiency has been broadly adequate, performance has fluctuated over time. Moreover, the sector's achievements through this selective approach to reform have come somewhat at the expense of the financial viability of the incumbent utility, the National Office for Electricity and Water (ONEE), which has suffered from lack of cost-reflective tariff-setting and an array of entrenched cross-subsidies. Other vulnerabilities include the continued but declining dependence on electricity imports, external price volatilities of imported fossil fuels, and a territorialized electricity distribution model that could be disrupted by grid integration of renewable energy

    "Anti-colonial literature is not necessarily 'combat literature' as Fanon and Déjeux have both suggested in their own writings. While it is often combative, there is also anti-colonial literature that emphasizes the human and the humane rather than the oppositional and contentious; it cannot be fair to label all anti-colonial literature as combative, even if one were to expand the definition of "combat" to include peaceful struggles against oppression or dehumanization. This book suggests that the relationship between the West and the rest of the world has been imagined as a relationship of Self (the West) to Other (the rest of the world), ordered and bordered geographically by the whims of Europeans and creating a Center-Periphery paradigm. These invented boundaries of humanity serve to separate geographical sites, but more, they serve to enclose the Empire and exoticize other cultures. Boundaries are often spatial, but more often, they are related to relationships and colonialization."

    This paper aims to revisit the pace and patterns of structural change in Morocco with a renewed perspective focusing on subnational trends to document the macro patterns. In that perspective, we first build a within-country sectoral longitudinal dataset covering employment and value added (VA) that expands the international databases mostly used in the literature. Based on this novel dataset, our results shed light on the different contributions of subnational units (regions) to labour productivity growth and, subsequently, structural change. Taking advantage of this novel dataset, we use an instrumental variable (IV) strategy to estimate the impact of the National Initiative for Human Development (NIHD) programme on labour productivity growth and both of its components: the between (structural change) and the within components. We find that the NIHD programme positively affects productivity growth overall, mainly through structural change. The results are driven by urban areas and the participation of local actors such as associations or cooperatives in the management of NIHD projects.

    In this article, I examine what narratives of enraptured madness (jadhb) and the figure of the mad female saint (majdhuba) reveal about the articulation of gendered saintly orthodoxy within the modern Moroccan hagiographical compendium Salwat al-Anfas wa-Muhadathat al-Akyas bi-man Uqbira min al-"Ulama' wa'l-Sulaha' bi-Fas (The entertainment of souls and the discourse of the wise concerning the scholars and the Sufis who in Fez met their demise). Written by the nineteenth-century Moroccan historian and Sufi, Muhammad ibn Ja'far al-Kattani, this text draws on and also plays with the genre of Sufi hagiography. Because it is arranged as a ‘tomb visiting guide,’ it appears to scatter traditional vestiges of Sufi hierarchies and rhetorical organization strategies, presenting a composite picture of Sufi sainthood. However, al-Kattani also reaffirms entrenched gendered hierarchies of spiritual authority. Throughout Salwat al-Anfas, al-Kattani's depiction of the majdhuba acts as a literary foil for the paradigm of the "good Sufi woman" or normative female sainthood. Although al-Kattani includes narratives of the majdhuba that depict potentially transgressive gender performances experienced within the state of enraptured madness - such as uncovering the body, growing a beard, babbling, gossiping, and acting aggressively in public spaces - these deviant performances serve to solidify normative modes of sainthood. Or, in other words, enraptured madness sticks to certain saints more than others, creating gendered hierarchies of spiritual authority.

    Across public sectors in the Arab world, international consultancy firms already play a pivotal role and are further expanding their operations. Among other projects, con­sultancies have (co-)designed such high-profile strategies as Saudi Arabia's "Vision 2030" and Morocco’s "Green Agenda". Currently, they are stepping up their activities in national energy and climate strategies. Their operations involve almost no local public participation, which diminishes the legitimacy and quality of the policies crafted and undermines local development. Besides the ramifications for the Arab world, the consultancies' work in that region also affects German and European interests, even when it is commissioned by European actors or international organizations. If negative impacts are to be avoided, greater awareness and more transparency about the consultancies’ activities are needed. Moreover, it is crucial to scrutinise whether, when and to what extent it is expedient to commission international consultancy firms.
