    This paper presents an overview and meta-analysis of the effects of water, sanitation, and hygiene interventions around the world. It is based on 136 impact evaluations (randomized and quasi-experimental studies) that explore the effects of water, sanitation, and hygiene interventions on health and non-health outcomes, ranging from behavior change-such as the adoption of water treatment-to school attendance rates, to a reduction in diarrhea. The selected impact evaluations were divided into five groups, and meta-regressions with fixed effects (at the regional level) and random effects were performed, controlling for each study's characteristics (implementing organization, sample sizes, type of publication, number of publication views, and so forth). All results are reported as changes in odds ratios, with respect to the standard deviation of reported effects. Water, sanitation, and hygiene interventions were found to increase the likelihood of behavior changes and the adoption of new hygiene practices by 17 percent. The smallest effects were observed from water, sanitation, and hygiene interventions aimed at reducing the rates of child mortality and non-diarrheal disease. Water, sanitation, and hygiene interventions implemented in schools showed statistically significant results in reducing school absenteeism and dropouts. Similarly, the results showed a statistically significant aggregate likelihood of increased access to safe water and improved water quality, as well as increased water treatment options-a difference of one-fifth with respect to the standard deviation of the average effect size reported. Finally, the results showed that water, sanitation, and hygiene interventions reduced the likelihood of the incidence of diarrheal and enteric disease by 13 percent, which is consistent with findings in other meta-analyses of the same subject

    The elasticities of taxable and broad income are key parameters in tax policy analysis. To examine the large variation in estimates found in the literature, I conduct a comprehensive meta-regression analysis using information from 51 studies containing 1,448 estimates. Heterogeneity in reported estimates is driven by regression techniques, sample restrictions and variations across countries and time. Moreover, I provide descriptive evidence of the correlation between contextual factors and the magnitude of an elasticity estimate. Selective reporting bias is prevalent in the literature and the direction of reporting bias depends on whether or not deductions are included in the tax base.

    We present a systematic collection and assessment of impact evaluations of active labour market programmes (ALMP) in Latin America and the Caribbean (LAC). The paper delineates the strategy to compile a novel meta database and provides a narrative review of 51 studies. Based on these studies, the quantitative analysis extracts a sample of 296 impact estimates, and uses meta regression models to analyse systematic patterns in the data. In addition to analysing earnings and employment outcomes as in previous meta analyses, we also code and investigate measures of job quality, such as the effects on hours worked and formality. We find that ALMPs in LAC are particularly effective in increasing the probability of having a formal job, compared to other outcomes. Our results also show that training programmes are slightly more effective than other types of interventions. Moreover, when looking at the sample of training programmes alone, we observe that formal employment is also the outcome category that is most likely to be impacted positively by these programmes. In terms of targeting, we find that ALMPs in the region work better for women than for men, and for youth compared to prime-age workers. Finally, medium-run estimates are not more likely to be positive than short-run estimates, while programmes of short duration (4 months or less) are significantly less likely to produce positive effects compared to longer interventions.

    Inflation targeting (IT) has gained much traction over the past two decades, becoming a framework of reference for the conduct of monetary policy. However, the debate about its very merits and macroeconomic consequences remains inconclusive. This paper digs deeper into the issue through a meta-regression analysis (MRA) of the existing literature, making it the first application of a MRA to the macroeconomic effects of IT adoption. Building on 8,059 estimated coefficients from a very broad sample of 113 studies, the paper finds that the empirical literature suffers from two types of publication bias. First, authors, editors and reviewers prefer results featuring beneficial effects of IT adoption on inflation volatility, real GDP growth and fiscal performances; second, they promote results with estimated coefficients that are significantly different from zero. However, after filtering out the publication biases, we still find meaningful (genuine) effects of IT in reducing inflation and real GDP growth volatility, but no significant genuine effects on inflation volatility and the level of real GDP growth. Interestingly, the results indicate that the impact of IT varies systematically across studies, depending on the sample structure and composition, the time coverage, the estimation techniques, country-specific factors, IT implementation parameters, and publication characteristics

    Transport corridors can generate wider economic benefits and costs through their effects on a potentially diverse set of development outcomes, such as economic growth, poverty, jobs, equity, environmental quality, and economic resilience. To advance understanding of how corridors could generate wider economic benefits, this paper undertakes a quantitative review of the literature that estimates the economic benefits of large transport infrastructure projects. It conducts a meta-analysis of 234 estimated impacts found in 78 studies. It focuses on roads, rails, and waterways because transport corridors based on these modes have clearer potential for economic spillovers than, for example, airline routes. The conceptual structure for the review is guided by a simple canonical model describing the policy maker's problem in maximizing the net wider economic benefits of corridors. The meta-analysis confirms that characteristics of individual studies, as well as the placement and design of the transport infrastructures systematically influence the findings of the corridor studies. It also shows that, on average, estimated impacts of corridor interventions on economic welfare and equity tend to be beneficial, while they are often detrimental for environmental quality, and possibly also for social inclusion. Because, around this average, impacts vary widely, policy makers could use complementary policies and institutions to mitigate potential trade-offs and support losers. To clarify the nature and extent of these trade-offs and varied impacts across locales and population groups, much more research is required

    Despite extensive research efforts, the magnitude of the effect of employment protection legislation (EPL) on unemployment remains unclear. Existing econometric estimates exhibit substantial variation, and it is therefore difficult to draw valid conclusions. This paper applies meta-analysis and metaregression methods to a unique data set consisting of 881 observations on the effect of EPL on unemployment from 75 studies. Once we control for publication selection bias, we cannot reject the hypothesis that the average effect of EPL on unemployment is zero. The meta-regression analysis, which investigates sources of heterogeneity in the reported effect sizes, reveals the following main results. First, the choice of the EPL variable matters: estimates that build on survey-based EPL variables report a significantly stronger unemployment-increasing impact of EPL than estimates developed using EPL indices based on the OECD’s methodology, where the latter relies on coding information from legal provisions. Second, we find that employment protection has a small unemployment-increasing effect on female unemployment, compared with a zero impact on total unemployment. Third, using multi-year averages of the underlying data tends to dampen the unemployment effects of EPL. Fourth, product market regulation is found to moderate the effect of EPL on unemployment.
