    This paper evaluates the impact of fiscal incentives on firm performance in the Dominican Republic. In recent years, the Dominican government has approved several new corporate tax benefits. While the literature on value-added tax incentives is extensive, the impact of corporate tax incentives is less well studied and is the subject of an ongoing debate. Using firm-level panel data from 2006 to 2015, this analysis uses fixed- and random-effects models to examine the relationship between corporate tax incentives and selected firm-level performance indicators. The results reveal that corporate income tax exemptions positively impact the performance of individual firms in the Dominican Republic, but uneven tax treatment across firms distorts competition in the industrial sector, with negative effects on overall economic productivity

    The Berry, Levinsohn, and Pakes (1995, BLP) model is widely used to obtain parameter estimates of market forces in differentiated product markets. The results are often used as an input to evaluate economic activity in a structural model of demand and supply. Precise estimation of parameter estimates is therefore crucial to obtain realistic economic predictions. The present paper combines the BLP model and the logit mixed logit model of Train (2016) to estimate the distribution of consumer heterogeneity in a flexible and parsimonious way. A Monte Carlo study yields asymptotically normally distributed and consistent estimates of the structural parameters. With access to micro data, the approach allows for the estimation of highly flexible parametric distributions. The estimator further allows to introduce correlations between tastes, yielding more realistic demand patterns without substantially altering the procedure of estimation, making it relevant for practitioners. The BLP estimator is established to yield biased and inconsistent results when the underlying distributional shape is non-normally distributed. An application shows the estimator to perform well on a real world dataset and provides similar estimates as the BLP estimator with the option of specifying consumer heterogeneity as a function of a polynomial, step function or spline, resulting in a flexible estimation procedure.

    This analysis of the 2020 OECD multidimensional fragility framework is a background paper for States of Fragility 2020. It provides a snapshot of the state of fragility in the world today, paying particular attention to the 57 fragile contexts on the framework. The paper starts by unpacking the heterogeneity among fragile contexts. It then reviews the layers, trajectories and clusters of fragility. Thinking in systems, and the states of fragility within systems, provides a conceptual foundation to interpret this analysis and guide targeted and differentiated approaches to engagement in fragile contexts. Focusing international policy attention on these fragile contexts is important to ensure sustainable development progress that leaves no one behind.

    In 2022, the OECD will add a human capital dimension to its fragility framework in acknowledgement of the ambition set forth in States of Fragility 2018 to “never lose sight of the end goal of delivering hope and better lives for all people in fragile contexts”. The COVID-19 pandemic and its associated fiscal, political and social shocks has brought the urgency of investment in human capital into sharper focus. With less than ten years left to go on Agenda 2030, success will mean placing further focus on the building blocks of sustainable development: health (including proper nutrition), education and financial support to those who need it through investments in social protection. This working paper builds the case for why human capital matters for fragility, and why investment in human capital can help develop more inclusive, peaceful and resilient societies.

    Abstract: Over the years, qualitative approaches in empirical social research have become more differentiated. This particularly concerns researchers who consider the interaction of different social levels, such as HELSPER, HUMMRICH and KRAMER (2013) with their qualitative multi-level analysis (QM). As they write, the approach is characterized by many open questions. There are little concrete indications of an application in research practice, and the transferability to fields other than school pedagogy has not yet been clarified. The impetus for this article came from a working group we founded in 2019 to further develop QM with regard to its applicability as an approach to empirical educational and social research. In this context, we had a conversation with Rolf-Torsten KRAMER, one of the three QM developers, in November 2020.     This discussion paper deals with the estimation of a random coefficient model. The virtue of this approach is that it considers firm heterogeneity, which conventional SFA models do not. Applying the model to Polish farms, the results indicate that the conventional random and fixed effect models overestimate the inefficiency score. In addition, the reasons for inefficiency are analyzed. It is shown that despite the fragmentation of Polish agriculture, there is no evidence for scale inefficiency. Moreover, inefficiency could partly be attributed to factors, which affect the management input and requirements on farms. -- random component model ; Poland ; management Das vorliegende Diskussionspapier befasst sich mit Schätzung von Random Parameter Modellen in Rahmen von Frontier Analysen. Die empirische Analyse bezieht sich auf landwirtschaftliche Betriebe in Polen. Die Ergebnisse deuten darauf hin, dass die konventionellen Random und Fixed Effect Modelle das Niveau der Inneffizienz überschätzen. Weiterhin wurden die Ursachen der Ineffizienz untersucht. Obwohl die polnische Landwirtschaft sehr zersplittert ist, lieferten die Ergebnisse keinen statistisch gesicherten Beweis für Vorliegen von Skalenineffizienzen. Die Ursachen der Ineffizienzen liegen dagegen in Faktoren, welche auf unternehmerische Fähigkeiten des Betriebsleiters sowie betriebsorganisatorische Aspekte zurückgeführt werden können. -- SFA ; Random Parameter Modell ; Polen ; Management

    We discuss fixed and random effects models in the context of educational research and set out the assumptions behind the two approaches. To illustrate the issues, we analyse the determinants of pupil achievement in primary school, using data from the Avon Longitudinal Study of Parents and Children. We conclude that a fixed effects approach will be preferable in scenarios where the primary interest is in policy-relevant inference of the effects of individual characteristics, but the process through which pupils are selected into schools is poorly understood or the data are too limited to adjust for the effects of selection. In this context, the robustness of the fixed effects approach to the random effects assumption is attractive, and educational researchers should consider using it, even if only to assess the robustness of estimates obtained from random effects models. When the selection mechanism is fairly well understood and the researcher has access to rich data, the random effects model should be preferred because it can produce policy-relevant estimates while allowing a wider range of research questions to be addressed. Moreover, random effects estimators of regression coefficients and shrinkage estimators of school effects are more statistically efficient than those for fixed effects. -- fixed effects ; random effects ; multilevel modelling ; education ; pupil achievement
