    Recent economic, political and social changes and the accelerated digital revolution, along with the 2030 Agenda for Sustainable Development and the Sustainable Development Goals, are the new backdrop for the review of cooperation between the members of the Community of Latin American and Caribbean States (CELAC) and the European Union. The end goal is renewed and dynamic collaboration based on multilateralism, which goes beyond trade integration and strengthens the shared vision and values of both regions.This document is a joint effort of the Economic Commission for Latin America and the Caribbean (ECLAC), the European Union and the European Union-Latin America and the Caribbean Foundation (EULAC Foundation), which identi¬fies many areas in which cooperation is crucial, especially for economies experiencing “development in transition”. It examines factors that drive investment and the development of real production integration, encourage technology transfer and innovation, favour the inclusion of micro, small and medium enterprises, and improve States’ responsiveness to citizens’ demands. In short, it aims to outline the path to progressive structural change with stronger productivity, more and better jobs, and higher wages.     The Economic Survey of the Caribbean 2018 analyses the performance of the Caribbean subregion to the global economy. It provides a comparative analysis of global economic growth, commodity price performance, Caribbean growth performance, and unemployment. This is then followed by a subsection on fiscal policy and public debt. Subsequent subsections elaborate on monetary policy, and the external sector. Section II presents country briefs for the Bahamas, Barbados, Belize, Guyana, Jamaica, Suriname, and Trinidad and Tobago, together with the member states of the Eastern Caribbean Currency Union (ECCU).     El mundo enfrenta un panorama de alta incertidumbre durante el 2020 como resultado de la pandemia del coronavirus y sus efectos sobre la población y la economía global. La propagación del COVID-19, aparte de su impacto sobre la población y la salud pública, condujo en todo el mundo a significativas contracciones de la actividad económica y el comercio internacional.Este conjunto de factores ha requerido y está requiriendo una decidida respuesta de los sectores públicos de la región. Dentro de este panorama de alta incertidumbre, una certeza es que las economías y las sociedades de la región requerirán una provisión creciente de bienes y servicios públicos.También es una certeza que esta crisis tendrá un impacto significativo en las bases del financiamiento público (ingresos tributarios sobre la renta y el consumo, ingresos provenientes de actividades intensivas en recursos naturales, y financiamiento interno y externo).En este marco y ante la necesidad de mejorar el nivel y la incidencia distributiva de la carga tributaria en América Latina, el objetivo de este documento es revisar los puntos de contacto y posibles sinergias entre la cooperación tributaria internacional y los desafíos de alcanzar sistemas impositivos más redistributivos en los países de América Latina, una relación que no ha sido lo suficientemente tratada en la literatura.     The COVID-19 pandemic has exacerbated existing vulnerabilities and inequalities in Caribbean society, including with regard to access to information and communication technologies (ICTs) and education services, food insecurity, and the situation of women and girls given the significant increase in gender-based violence. It has also posed a considerable challenge to governments, already burdened by high levels of public debt and debt service payments, to provide support to struggling businesses and to the increasing numbers of unemployed, particularly those in the informal sector.This edition of The Caribbean Outlook offers perspectives on how the subregion might address the challenges of response, recovery and resilience-building in the wake of the pandemic, including strategies to ensure that States’ commitments under the 2030 Agenda for Sustainable Development and the SIDS Accelerated Modalities of Action (SAMOA) Pathway are fulfilled.The fundamental challenge facing all Caribbean societies is primarily to protect citizens from the disease, support households and businesses and access the resources available domestically and internationally to do so, even as governments have limited fiscal space. En la segunda sección, aplicando este enfoque en una primera aproximación, se examina el proceso de reprimarización de las economías de América Latina. Se analiza el papel que desempeñan el comportamiento estratégico de las empresas, la integración de sectores primarios a los circuitos financieros globales, las políticas de desarrollo sectorial y las prioridades del modelo de política económica sobre el ritmo y el alcance del deterioro ambiental.     Following the partial lifting of nuclear-related sanctions in November 2013 under the interim Joint Plan of Action (JPOA), Iran's economy rebounded in 20141 and is estimated to have expanded by 0.5 percent in 2015. A less accommodative monetary policy stance reduced inflationary pressures, with the Consumer Price Index falling to 8.9 percent in February 2016, from a peak of 45.1 percent in June 2013. Notwithstanding this positive development,the pace of job creation has remained weak and the unemployment rate rose to 11.7 percent in 2015, up from 10.6 percent in 2014. The fiscal balance of the central government also deteriorated, mostly due to low oil prices, from a deficit of 1.2 percent of GDP in 2014 to a deficit of 2.7 percent of GDP in 2015. Similarly, the current account surplus is estimated to have shrank from 3.8 percent of GDP in 2014 to 0.6 percent of GDP in 2015 due to falling oil receipts

    El informe Coyuntura Laboral en América Latina y el Caribe es una publicación semestral elaborada en forma conjunta por la Comisión Económica para América Latina y el Caribe (CEPAL) y la Oficina para el Cono Sur de América Latina de la Organización Internacional del Trabajo (OIT).En su última edición, ambos organismos de las Naciones Unidas analizan los efectos de la crisis causada por la pandemia de enfermedad por coronavirus (COVID-19) en los mercados laborales de la región durante 2020 y 2021 y destacan la importancia de las políticas implementadas por los países para mitigar este impacto. Según el informe, durante 2021 la recuperación y creación de empleo ha sido parcial y más lenta que la reactivación en la actividad económica observada. Si bien se prevé que el año cerrará con un crecimiento económico del 5,9% para la región, este no será suficiente para recuperar el nivel del producto ni de empleo registrado en 2019. Por lo tanto, los mercados laborales habrán enfrentado su segundo año de una crisis sin precedentes.

    Los ingresos por emisión han sido una fuente importante de financiamiento para las economías de la región, promediando el equivalente a 2,9 puntos del PIB y a 20,7% de los ingresos fiscales para el período entre 1960 y 2016. Esta forma de “recaudación” ha cambiado a lo largo del tiempo, siendo en la década del ochenta cuando se empleó de manera más profusa en la región. Pareciera que el uso intensivo de esta forma de financiamiento se produce luego de una caída en los términos de intercambio. Adicionalmente, los datos muestran que los episodios en que este financiamiento ha sido empleado más intensamente coinciden con aumentos de la inflación, caídas del consumo privado, de la inversión y de la actividad económica.     The coronavirus disease (COVID-19) pandemic is the worst global crisis since the Second World War, with developing countries suffering more devastating economic and social effects than developed countries. Governments’ increased pandemic-related expenditure combined with the drastic fall in tax revenues have increased their fiscal deficits and heightened their debt vulnerabilities. The generalized increase in fiscal imbalances and indebtedness has given rise to greater liquidity needs across developing countries, despite considerable heterogeneity in their fiscal positions and debt profiles.Easing liquidity constraints and expanding fiscal space for all developing countries requires alternative mechanisms in addition to existing credit facilities. The new general allocation of US$ 650 billion in Special Drawing Rights (SDRs) implemented on 23 August 2021 provided the most expedient mechanism to provide concessional liquidity at scale to all countries regardless of their level of income. Aside from its agility and financial effects, SDRs are the only democratic device to enhance policy space in developing economies, as it comes with no conditionalities. „ SDRs have several advantages over other IMF credit facilities and financing lines, including the fact that they do not generate debt, have a very low cost of use, and can reduce the risk premium for highly indebted countries. The new issuance of SDRs can help boost the level of international reserves of developing economies, strengthen their external positions, reduce their liquidity and default risk, and free up resources to meet the Sustainable Development Goals (SDGs).     The conflict between the Russian Federation and Ukraine has come at a time of great uncertainty in the world, relating to several factors: uneven rates of vaccination against coronavirus disease (COVID-19) and new variants of the virus; inflationary pressure and difficulty in maintaining fiscal stimulus packages; trade tensions and risks in the Chinese real estate sector; disruption of supply chains and rises in freight charges; and extreme events caused by climate change.The conflict will have an impact on the economies of Latin America and the Caribbean through several channels, but primarily the trade channel (with direct and indirect effects), the commodity price channel (including terms of trade and inflation issues) and the financial channel.     This policy brief has the objective of profiling disaster risk management policies in five selected member states of the Caribbean Development and Cooperation Committee: The Bahamas, Belize, The Dominican Republic, Haiti and Jamaica, and analyze their interactions with broader development issues and instruments, such as national development plans and climate change adaptation strategies. To this end, firstly, it presents the five pillars for Disaster Risk Managenent (DRM), namely risk identification, risk reduction, preparedness, financial protection, and resilient recovery, as well as their applications to disaster assessments.1 Secondly, it describes the integration of DRM into development policies. The structure of the analysis will allow countries to identify strengths and weaknesses of the DRM policies and how they interact with other planning and development instruments. Finally, it presents policy recommendations to strengthen the role of DRM and to improve the use of resources through multisectoral projects that build resilience to disasters and climate change.

    Recent economic, political and social changes and the accelerated digital revolution, along with the 2030 Agenda for Sustainable Development and the Sustainable Development Goals, are the new backdrop for the review of cooperation between the members of the Community of Latin American and Caribbean States (CELAC) and the European Union. The end goal is renewed and dynamic collaboration based on multilateralism, which goes beyond trade integration and strengthens the shared vision and values of both regions.This document is a joint effort of the Economic Commission for Latin America and the Caribbean (ECLAC), the European Union and the European Union-Latin America and the Caribbean Foundation (EULAC Foundation), which identifies many areas in which cooperation is crucial, especially for economies experiencing “development in transition”.     El informe Coyuntura Laboral en América Latina y el Caribe es una publicación semestral elaborada en forma conjunta por la Comisión Económica para América Latina y el Caribe (CEPAL) y la Oficina para el Cono Sur de América Latina de la Organización Internacional del Trabajo (OIT).En su última edición, ambos organismos de las Naciones Unidas analizan los efectos de la crisis causada por la pandemia de enfermedad por coronavirus (COVID-19) en los mercados laborales de la región durante 2020 y 2021 y destacan la importancia de las políticas implementadas por los países para mitigar este impacto. Según el informe, durante 2021 la recuperación y creación de empleo ha sido parcial y más lenta que la reactivación en la actividad económica observada. Si bien se prevé que el año cerrará con un crecimiento económico del 5,9% para la región, este no será suficiente para recuperar el nivel del producto ni de empleo registrado en 2019. Por lo tanto, los mercados laborales habrán enfrentado su segundo año de una crisis sin precedentes.

    The coronavirus disease (COVID-19) pandemic is the worst global crisis since the Second World War, with developing countries suffering more devastating economic and social effects than developed countries. Governments’ increased pandemic-related expenditure combined with the drastic fall in tax revenues have increased their fiscal deficits and heightened their debt vulnerabilities. The generalized increase in fiscal imbalances and indebtedness has given rise to greater liquidity needs across developing countries, despite considerable heterogeneity in their fiscal positions and debt profiles.Easing liquidity constraints and expanding fiscal space for all developing countries requires alternative mechanisms in addition to existing credit facilities. The new general allocation of US$ 650 billion in Special Drawing Rights (SDRs) implemented on 23 August 2021 provided the most expedient mechanism to provide concessional liquidity at scale to all countries regardless of their level of income. Aside from its agility and financial effects, SDRs are the only democratic device to enhance policy space in developing economies, as it comes with no conditionalities. „ SDRs have several advantages over other IMF credit facilities and financing lines, including the fact that they do not generate debt, have a very low cost of use, and can reduce the risk premium for highly indebted countries. The new issuance of SDRs can help boost the level of international reserves of developing economies, strengthen their external positions, reduce their liquidity and default risk, and free up resources to meet the Sustainable Development Goals (SDGs).     The conflict between the Russian Federation and Ukraine has come at a time of great uncertainty in the world, relating to several factors: uneven rates of vaccination against coronavirus disease (COVID-19) and new variants of the virus; inflationary pressure and difficulty in maintaining fiscal stimulus packages; trade tensions and risks in the Chinese real estate sector; disruption of supply chains and rises in freight charges; and extreme events caused by climate change.The conflict will have an impact on the economies of Latin America and the Caribbean through several channels, but primarily the trade channel (with direct and indirect effects), the commodity price channel (including terms of trade and inflation issues) and the financial channel.     En este trabajo se propone un enfoque sobre las causas del deterioro ambiental que integra el análisis en distintos niveles de organización económica, con especial atención en el nivel de las políticas macroeconómicas y sectoriales. En la segunda sección, aplicando este enfoque en una primera aproximación, se examina el proceso de reprimarización de las economías de América Latina. Se analiza el papel que desempeñan el comportamiento estratégico de las empresas, la integración de sectores primarios a los circuitos financieros globales, las políticas de desarrollo sectorial y las prioridades del modelo de política económica sobre el ritmo y el alcance del deterioro ambiental. En la tercera sección se examinan el carácter acumulativo e inercial del actual estilo de desarrollo en la región y las implicaciones relevantes de esta dinámica para el diseño de estrategias de transición a nivel sectorial. Finamente, se identifica un conjunto de principios básicos para reorientar la política macroeconómica hacia una postura activa y en concordancia con los Objetivos de Desarrollo Sostenible (ODS).
