    Economists tend to reduce all corruption to impersonal market-like transactions, ignoring the role of social ties in shaping corruption. In this paper, we show that this simplification substantially limits the understanding of corruption. We distinguish between market corruption (impersonal bribery), and network (or parochial) corruption which is conditional on the social connections between bureaucrats and private agents. We argue, both theoretically and empirically, that these types of corruption have different qualities. Using data from the Life in Transition Survey (LiTS) which covers all post-socialist countries we show, first, that the correlation between market and network corruption is weak, which implies that ignoring network corruption leads not only to an underestimation of the overall scale of corruption but also biases national corruption rankings. Secondly, in line with theoretical expectations, we find that network corruption is more persistent over time, less related to contemporary national socio-economic and institutional characteristics and has stronger historical roots than market corruption. Yet, network corruption, unlike bribery, is not able to "grease the wheels" and is not associated with political instability. Lastly, we show that the decline in bribery which was observed in almost all post-socialist countries in the period from 2010 to 2016 was accompanied by rising network corruption in many of them, which has important policy implications.

    This paper examines the underlying assumptions about socioeconomic transformation within the dominant approaches to the political economy of African countries. We argue that the dominant frameworks within African Studies miss important aspects of contemporary processes of socioeconomic change. As an alternative, we argue that political settlements theory provides a better theoretical framework through which to understand contemporary African political economy. We set out the major assumptions and trace the intellectual landscape in which to locate the Political Settlement approach in a way which highlights the distinctions with existing dominant approaches in African studies. The paper then goes on to explain the underlying assumptions about capitalist transformation and the drivers of clientelism embedded within a political settlements approach. We explain how variations in politics and clientelism stem from variations in the distribution of power across countries and how these variations affect the process of capitalist transformation. The paper outlines the implications of the Political Settlements approach for the study of African political economy. It argues that there is not one African political economy, because the distribution of power is quite diverse across African countries; rather, what has accounted for many similarities in African experiences is to be found in the size and capabilities of domestic capitalists and the historical construction of relations between domestic capitalists and the state over time. In concluding, we propose the contours of a new research agenda based on the Political Settlements approach.

    Scholars of International Relations have called for the creation of a post-Western IR that reflects the global and local contexts of the declining power and legitimacy of the West. Recognising this discourse as indicative of the postcolonial condition, we deploy Homi Bhabha’s concept of mimicry and James C. Scott’s notion of mētis to assess whether international political dynamics of a hybrid kind are emerging. Based on interviews with Central Asian political, economic, and cultural elites, we explore the emergence of a new global politics of a post-Western type. We find that Russia substantively mimics the West as a post-Western power and that there are some suggestive examples of the role of mētis in its foreign policy. Among Central Asian states, the picture is more equivocal. Formal mimicry and mētis of a basic kind are observable, but these nascent forms suggest that the dialectical struggle between colonial clientelism and anti-colonial nationalism remains in its early stages. In this context, a post-Western international politics is emerging with a postcolonial aspect but without the emergence of the substantive mimicry and hybrid spaces characteristic of established postcolonial relations.

    Indonesia has long been associated with neopatrimonialism, corruption, collusion, and nepotism as the main modi operandi of politics, economics and public administration. Despite various measures and initiatives to fight these practises, little evidence for a significant decline can be found over the years. Rather, longitudinal analysis points to changes in the character of neopatrimonialism. Based on more than 60 in-depth interviews, focus-group discussions, and the analysis of both primary and secondary data, the aim of this article is, first, to describe the changes that have taken place, and, second, to investigate what accounts for these changes. Political economy concepts posit the amount and development of economic rents as the explanatory factor for the persistence and change of neopatrimonialism. This study's findings, however, indicate that rents alone cannot explain what has taken place in Indonesia.     The West's diminished belief in its own transformative capabilities has led to a preference for stabilisation over statebuilding interventions. This working paper explores how this has led to an increased Western focus on applying distance between the intervening state and the subject of intervention, focusing specifically on the North Atlantic Treaty Organisation (NATO), as the foremost Western security organisation. The working paper argues that current security force assistance applies a dual strategy that combines local partner support - the advising, training, and equipping of local partners to plan and execute ground operations - with targeted strikes and surveillance using drones. This distance, we suggest, actually lessens the effectiveness of SFA, as these relationships suffer from many of the weaknesses associated with patron-client relations as described in the proxy war literature. In the second part of the paper, we trace how SFA is done by the NATO Mission Iraq (NMI). This is an important test case for demonstrating the influential idea that the security of NATO member states can be ensured by stabilising the alliance's periphery

    This paper argues that new computer, smartphone, and universal ID technologies are reducing the incentives for political clientelism in the delivery of social programmes in India, especially by allowing party leaders to bypass local brokers to credit-claim for better service delivery and allowing politicians to deliver programmatic service delivery much more efficiently than in the past, with fewer diversions. Politicians are responding to these changed incentives, not surprisingly, by investing more money in large social programmes, supporting technological efforts to improve their efficiency, and increasing campaign expenditures to advertise these improvements and link them to party leaders at the expense of local brokers who used to monopolize these local party- voter linkages.
