    This report seeks to give an account of progress in the implementation of the priority measures of the Montevideo Consensus on Population and Development in the region, as well as the differences between countries in terms of the degree of implementation. By highlighting relevant national experiences, it also seeks to facilitate the exchange of good practices among countries so that they can benefit from each other in their efforts to advance the implementation of the actions of the Montevideo Consensus.     This study provides a comprehensive review and evaluation of the implementation of the Montevideo Consensus on Population and Development in the Caribbean. The Montevideo Consensus was adopted by the governments of the region in 2013 and includes more than one hundred priority actions covering themes including population policy and planning; children and youth; ageing; sexual and reproductive health; gender equality; international migration; territorial inequality; and indigenous peoples. This study was prepared to inform the first five-year review of the implementation of the Consensus which was carried out, first, at the Caribbean Preparatory Meeting for the Third Session of the Regional Conference on Population and Development in Latin America and the Caribbean and, subsequently, at the regional conference itself. The Caribbean preparatory meeting was held in Georgetown, Guyana from 24 to 26 July 2018 while the regional conference was held in Lima, Peru from 7 to 9 August 2018. This study should therefore be read in conjunction with the reports of these meetings. Abstract .-- Introduction .-- I.     En este documento se analizan las prioridades de la oferta educativa y curricular de Iberoamérica y la necesidad de desarrollar y fortalecer las habilidades que faciliten la transición entre la educación y el trabajo. Si bien se han logrado avances con respecto al acceso y la conclusión de la enseñanza primaria, secundaria y superior, aún existen jóvenes excluidos del sistema educativo. Además, la desigualdad en la calidad de la educación impartida impide la difusión de las habilidades clave que el mercado laboral exige. En este sentido, el impacto que tendrá la revolución digital dependerá de qué tan bien preparados estén las personas y los países para aprovechar las oportunidades que ofrecen las nuevas tecnologías. A los desafíos a los que se debe hacer frente en la región se suman las consecuencias que tendrá la pandemia de la enfermedad por coronavirus (COVID-19) en las economías y los mercados laborales.Este análisis se refiere al mundo actual e intenta echar luz sobre la respuesta a los desafíos que forman parte de los problemas que enfrentan los jóvenes de hoy y los adultos de un mañana inmerso en una sociedad digital. En el documento se reflexiona sobre la medida en que los sistemas educativos están dotando a los jóvenes iberoamericanos de las habilidades y destrezas necesarias para una adecuada inserción en el mercado laboral, así como sobre las competencias y habilidades que deben promoverse en los sistemas educativos para un mundo en continua evolución.     Este documento aplica el marco analítico de La matriz de la desigualdad social en América Latina (CEPAL, 2016) al caso concreto de Panamá. El objetivo es profundizar el análisis de la desigualdad en el país bajo el entendido que la desigualdad social está estructurada a partir de diferentes ejes, donde el primer eje es el estrato socioeconómico, que se entrecruza y refuerza, entre otros, con las desigualdades de género, las étnico-raciales, las relacionadas con las diferentes etapas del ciclo de vida de las personas y las territoriales.El estudio revela que los ejes que constituyen la matriz de la desigualdad social resultan esenciales para explicar las dinámicas de reducción y reproducción de la desigualdad en Panamá, sobre todo su dispar dinámica entre diferentes grupos poblacionales. También identifica cómo las desigualdades se materializan en brechas en el ejercicio de derechos y en algunos de los principales ámbitos del desarrollo social, como la educación, la salud y la protección social.     The phenomenon of informality in Latin America is strongly conditioned by the main structural axes of the social inequality matrix. It is a heterogeneous and multifaceted phenomenon in which socioeconomic, territorial, gender, age and ethnic/racial inequalities are manifested. Deeper analysis of the characteristics and nature of this phenomenon, taking into account that diversity and heterogeneity, is a still pending task that calls for the production of data and information systems able to encompass those various dimensions. This is also a central condition for the design and implementation of policies capable of tackling informality in a more appropriate, efficient and sustainable manner and of making progress in expanding the possibilities for better-quality and more protected productive and labour market insertion, as well as in closing gaps in access to decent work. This paper reviews the conceptual discussion on existing and new forms of informality in Latin America and analyses in depth the relationship between informality and the various axes of inequality that shape its labour markets, with an emphasis on the territorial and subnational dimension. Likewise, based on that diagnostic assessment, policy recommendations are proposed to advance towards the formalization of informality in its existing and new forms. Summary .-- Introduction .-- I.     In 2021, the entities of the United Nations system in Latin America and the Caribbean that are members of the Working Group on Youth of the Regional Collaborative Platform for Latin America and the Caribbean launched a second online survey. The aim was to assess how young people were living a year after the outbreak of the COVID-19 pandemic and what were their concerns about the present and the future. The survey was conducted between August and October 2021 among young people aged 15–29, with more than 46,000 respondents from 42 countries and territories in the region.     En este documento se analizan las prioridades de la oferta educativa y curricular de Iberoamérica y la necesidad de desarrollar y fortalecer las habilidades que faciliten la transición entre la educación y el trabajo. Si bien se han logrado avances con respecto al acceso y la conclusión de la enseñanza primaria, secundaria y superior, aún existen jóvenes excluidos del sistema educativo. Además, la desigualdad en la calidad de la educación impartida impide la difusión de las habilidades clave que el mercado laboral exige. En este sentido, el impacto que tendrá la revolución digital dependerá de qué tan bien preparados estén las personas y los países para aprovechar las oportunidades que ofrecen las nuevas tecnologías. A los desafíos a los que se debe hacer frente en la región se suman las consecuencias que tendrá la pandemia de la enfermedad por coronavirus (COVID-19) en las economías y los mercados laborales.Este análisis se refiere al mundo actual e intenta echar luz sobre la respuesta a los desafíos que forman parte de los problemas que enfrentan los jóvenes de hoy y los adultos de un mañana inmerso en una sociedad digital. En el documento se reflexiona sobre la medida en que los sistemas educativos están dotando a los jóvenes iberoamericanos de las habilidades y destrezas necesarias para una adecuada inserción en el mercado laboral, así como sobre las competencias y habilidades que deben promoverse en los sistemas educativos para un mundo en continua evolución.
