    Las encuestas de hogares son un instrumento ampliamente utilizado para obtener información sobre la situación socioeconómica y el bienestar de las personas. Sin embargo, la precisión de las estimaciones de las encuestas de hogares decrece sustancialmente cuando se trata de realizar inferencias para grupos poblacionales que representan desagregaciones para las cuales la encuesta no fue diseñada. En este contexto, es posible utilizar procesos de estimación que combinan la información de las encuestas de hogares con información auxiliar existente a nivel poblacional como censos o registros administrativos.Este documento presenta una guía metodológica de la conjunción de técnicas estadísticas de las encuestas y modelos probabilísticos con el fin de producir desagregaciones para grupos de interés, conocidas como técnicas de estimación de áreas pequeñas.     Hay un amplio debate sobre las transformaciones sociodemográficas y territoriales en curso en las metrópolis del mundo, que incluye a las de América Latina. Hay consenso en que la forma metropolitana está cambiando hacia configuraciones más difusas y extendidas territorialmente y más fragmentadas socialmente. Pero también hay indicios de contratendencias, en particular en materia de recuperación inmobiliaria y demográfica de los centros, diversificación social de la periferia, persistencia de núcleos duros de segregación de los pobres, por una parte, y de enclaustramiento autárquico de zonas y enclaves de alto ingresos, por otra.En este texto se usa el caso del Área Metropolitana del Gran Santiago (AMGS), capital de Chile, para evaluar empíricamente el efecto de la de la migración interna, incluyendo la intrametropolitana, sobre algunas transformaciones metropolitanas.     La inclusión financiera abarca todas las iniciativas públicas y privadas, tanto desde el punto de vista de la demanda como de la oferta, orientadas a brindar servicios a los hogares y las pymes que tradicionalmente están excluidos de los servicios financieros formales, utilizando productos y servicios que se adecuen a sus necesidades. Más allá de ampliar los niveles de acceso financiero y bancarización, la inclusión financiera también se refiere a las políticas para mejorar y perfeccionar el uso del sistema financiero para las pymes y hogares que ya forman parte del circuito financiero formal.Con esta lógica, la inclusión financiera debe ser concebida como una política de inserción productiva. Se trata de usar el sistema financiero como instrumento para ampliar las posibilidades de ahorro y consumo de las personas y, a la vez, mejorar el aprovechamiento de los talentos empresariales y las oportunidades de inversión. La inclusión financiera permite que el sistema financiero responda a las distintas y heterogéneas necesidades de financiamiento de los hogares en sus distintas fases del ciclo de vida y de las empresas en sus distintas etapas del proceso productivo y tecnológico. Los distintos capítulos de este libro ponen el foco en la capacidad de los bancos de desarrollo para formular instrumentos dirigidos a las pymes, algo fundamental para América Latina y el Caribe ya que estas empresas son actores clave de la estructura productiva y en la creación de empleo.     The world is going through a period of change. Volatile economic growth, climate change, the technological revolution, migration and the demographic transition all reflect this, as do the impacts these changes are having on society and the challenges they pose for public policies.     This document is intended to guide the construction of the regional agenda for inclusive social development in particular, the discussions of the second meeting of the Presiding Officers of the Regional Conference on Social Development in Latin America and the Caribbean, which will take place in Panama City in September 2018. Its content was presented and considered at a working meeting of the Presiding Officers of the Conference held in Santiago in April 2018, in the framework of the second meeting of the Forum of the Countries of Latin America and the Caribbean on Sustainable Development. The comments made on that occasion were taken into account in the preparation of the present document. A number of elements and milestones are proposed here for discussion by the countries, for consideration in developing the regional agenda for inclusive social development, its goals and its principles. The first chapter addresses the conceptual bases and proposes a definition of inclusive social development in the broader sustainable development framework. The second chapter outlines the critical obstacles to the region’s inclusive social development that the agenda would need to address. The third chapter examines the indications and guidance provided by international standards on social development that are to be taken into account in developing guidelines for preparing the agenda, and offers a preliminary systemization of the commitments adopted at regional and subregional intergovernmental forums on cross-cutting themes and core dimensions of inclusive social development, as well as their means of implementation. This exercise serves to identify areas of agreement and others that will require further work during the discussion of the agenda. Lastly, the fourth chapter sets forth a first proposal on the vision and goals of the agenda and its guiding principles, and identifies key milestones in its formulation. Presentation .-- Chapter I.     La pandemia del COVID‐19 ha generado impactos en muchas dimensiones de la vida de las personas y de las agendas políticas del mundo, de América Latina y el Caribe. Nuestra región es, a comienzos de junio de 2020, una de las más afectada por contagios y muertes atribuidas al COVID‐19. Los Estados de la región han respondido a esta crisis sanitaria y social implementado un abanico de estrategias, con enfoques y resultados diversos, que buscan proteger la vida de las personas.Sabiendo que estos esfuerzos deben ser sostenidos y reforzados para afrontar la presente crisis, sus diversos impactos y las potenciales nuevas olas, este documento busca relevar algunos aprendizajes que hasta el momento se evidencian, internacionalmente y en nuestra región, en relación a las políticas de diagnóstico y trazabilidad de casos positivos, las estrategias de contención y mitigación, la reorganización y fortalecimiento de los sistemas de salud, las medias de protección de los funcionarios de la salud y la generación y difusión de información crítica. En este marco, se presenta un análisis particular de los usos, potencialidades y desafíos que las tecnologías de la cuarta revolución tecnológica han tenido durante la pandemia. Adicionalmente, con una mirada de los impactos multidimensionales del COVID‐19, se comenta la situación de algunos grupos especialmente vulnerables ante la pandemia que deben estar al centro de las respuestas de la política pública.     The coronavirus disease (COVID-19) pandemic has had an unprecedented impact in Latin America and the Caribbean. It has become the worst economic and social crisis in a century and has exposed significant structural gaps in the region’s development model. A profound transformation is necessary, eschewing the temptation to view the pandemic as an accident or a parenthesis instead of as the signal that a new direction must be taken because the world has reached what is increasingly seen as a transformative crossroads. A new social contract is needed and a new global pact must be forged. The region must shift its model towards an inclusive and sustainable development pattern that guarantees the conditions necessary for governance and in which there is a balance between economic growth, social inclusion and environmental sustainability. This balance, among other factors, will need to be sustained by political partnerships that place equality at the centre of development and sustainability, as the key to sustainable development. In the days, months and years to come, it will be imperative to strive for reconstruction and transformation with equality and sustainability. Introduction .-- I.     La discriminación pocas veces es directamente observable, lo cual ha llevado al uso de distintas estrategias para su medición, una de las cuales es el autorreporte de las experiencias de discriminación. En esta línea se encuentra la propuesta de las Naciones Unidas para el seguimiento de las Metas 10.3 y 16.b. de los ODS, que considera como indicador la proporción de la población que declara haberse sentido personalmente discriminada o acosada en los últimos 12 meses por motivos de discriminación prohibidos por el derecho internacional de los derechos humanos. Sin embargo, la mayoría de las Oficinas Estadísticas en la región todavía no recoge la información necesaria para producir medidas con base en la discriminación autorreportada.En este documento se presentan y examinan algunas de las preguntas más utilizadas para la medición de la discriminación en base al autorreporte en los países desarrollados y en América Latina, y se discuten los principales desafíos metodológicos que se enfrentan en la implementación de este tipo de mediciones, teniendo en perspectiva su posible instrumentación en las encuestas de hogares multipropósito desarrolladas periódicamente por las Oficinas Estadísticas de los países de la región.     Garantizar el acceso a una energía asequible, segura y sostenible para todos y todas es un pilar fundamentalde los objetivos de desarrollo sostenible, siendo uno de los elementos base para la satisfacción de una gran variedad de necesidades humanas, el desarrollo económico y humano. Sin embargo, estudios recientes en América Latina y el Caribe han evidenciado las condiciones de acceso desigual a servicios energéticos de calidad en la región, documentando la exposición de una proporción relevante de la población a diversas barreras en el acceso a energía: falta de electrificación, uso de combustibles contaminantes, nula o deficiente aislación térmica de las viviendas, alto gasto en servicios energéticos, entre otras.En este marco, el Observatorio Regional de Energías Sostenibles (ROSE) de la CEPAL, está realizando esfuerzos para poder cuantificar en la región la pobreza energética. Este informe complementa el reporte anterior publicado por la CEPAL, “Seguridad hídrica y energética en América Latina y el Caribe: definición y aproximación territorial para el análisis de brechas y riesgos de la población”, en dos aspectos. En primer lugar, se busca aportar en el debate de política pública sobre pobreza energética en América Latina y el Caribe, en base a la propuesta conceptual que define a la pobreza energética como un fenómeno multidimensional y situado desde una perspectiva territorial introducida por la CEPAL, facilitando una mejor integración de los conceptos de seguridad y transición que permita una perspectiva integral de los desafíos en materia de energía de los países de la región. Y, en segundo lugar, profundiza el trabajo realizado por la CEPAL ampliando la mirada de la pobreza energética más allá de la electrificación, evidenciando, a través de diversos indicadores, las múltiples formas de privación del acceso equitativo a energía de calidad y los diversos impactos que esto tiene en los hogares que la enfrentan.     The region is traversing a perilous moment of great uncertainty, in which unremitting structural problems, such as poverty, inequality, exclusion and the violation of rights, are at risk of being intensified by emerging critical challenges —such as migration, the digital divide and climate change— and by the impacts of disasters that are increasingly recurrent and varied in nature and origin.In this context, the analyses and proposals set forth here are intended to underpin the discussion of alternatives for moving towards a transformative recovery with equality and sustainability, capable of addressing the challenges of inclusion and social development in Latin America and the Caribbean. Following the axes and lines of action of the Regional Agenda for Inclusive Social Development, this document represents an invitation to link social protection and disaster risk management systems to achieve greater social and institutional resilience, within a framework of social and fiscal compacts that, among other things, make it a viable proposition to build financially sustainable social protection systems for progressing towards sustainable development that leaves no one behind.     The protracted coronavirus disease pandemic (COVID-19) has claimed nearly 1.5 million lives in Latin America and the Caribbean and has generated more than 44 million confirmed cases since its emergence in the region in February 2020. The region accounts for nearly 20% of confirmed cases of COVID-19 and about 30% of deaths worldwide, despite having only 8.4% of the world’s population. The conditions of vulnerability that characterize the Latin America and the Caribbean region have made it particularly susceptible to the effects of the pandemic. This unprecedented crisis has highlighted the central importance of the health and well-being of individuals and communities for economic performance and social development. This report showcases how the historical weaknesses of health systems, and the structural inequalities that characterize the region, have made it difficult to control the pandemic.In this second joint report, the Economic Commission for Latin America and the Caribbean (ECLAC) and the Pan American Health Organization (PAHO), provide an update on the evolution of the pandemic and its implications for health, society and the economy; define potential scenarios for control and evolution in the short term; and further elaborate on the recommended long-term lines of action to strengthen the State’s capacity to respond to the population’s health needs and their determinants, in the context of a transformative recovery.     The phenomenon of informality in Latin America is strongly conditioned by the main structural axes of the social inequality matrix. It is a heterogeneous and multifaceted phenomenon in which socioeconomic, territorial, gender, age and ethnic/racial inequalities are manifested. Deeper analysis of the characteristics and nature of this phenomenon, taking into account that diversity and heterogeneity, is a still pending task that calls for the production of data and information systems able to encompass those various dimensions. This is also a central condition for the design and implementation of policies capable of tackling informality in a more appropriate, efficient and sustainable manner and of making progress in expanding the possibilities for better-quality and more protected productive and labour market insertion, as well as in closing gaps in access to decent work. This paper reviews the conceptual discussion on existing and new forms of informality in Latin America and analyses in depth the relationship between informality and the various axes of inequality that shape its labour markets, with an emphasis on the territorial and subnational dimension. Likewise, based on that diagnostic assessment, policy recommendations are proposed to advance towards the formalization of informality in its existing and new forms. Summary .-- Introduction .-- I.     In a regional and international context of weak growth, high inflation and growing inequality, the countries of Latin America and the Caribbean must focus policies on reactivating, rebuilding and transforming economic and production systems to advance towards low-carbon and high-tech economies that address climate change and reduce their historical gaps, structural heterogeneity and dualism.This document considers the complex conditions that pose significant challenges to accelerating growth, tackling high inflation and the cost-of-living crisis, maintaining transfers to the most vulnerable households, mitigating the social costs of the crisis and boosting investment. Its chapters analyse the dynamics of globalization and the policy challenges in changing the production structure and moving towards sustainable development. In addition, they consider strategies for reducing inequality and creating universal protection systems and decent jobs in a challenging world. Nine strategic sectors expected to drive a big push for sustainability are examined through the prism of green growth.
