    Current demographic changes require a paradigm shift in the delivery of health and social services. Wide-scale implementation of validated ICT support to clinicians and patients is essential to ensure the quality of services to future generations of citizens. Healthcare providers from four European regions - Turkey, Portugal, Campania and Murcia- have joined forces to procure an innovative ICT solution for patient empowerment and self-management for patients with diabetes mellitus. The procurement is in the form of a joint pre-commercial procurement (PCP) of Research & Development, with participation by EU industry in competitive phases of development. The PCP is part of the EU-funded project ProEmpower, which is currently in the prototype testing phase. The challenge faced by the procurers was to jointly define specifications for the envisioned solution that reflect the needs of all four regions. After an intensive year of consultations with procurers' experts - clinicians, IT staff, procurement specialists - ProEmpower launched a call for tender with the defined specifications, which reflect the unmet needs across the procuring regions with regards to improving management of diabetes mellitus supported by ICT. This paper presents the ProEmpower specifications, which can be easily adapted to the local conditions of any procuring region in Europe and beyond. The specifications thus represent a valuable source for any new development of ICT-supported diabetes management.

    This book takes on a daunting task: How do writing teachers continue to work toward preparing students for academic and real-world communication situations, while faced with the increasing use of standardized high-stakes testing? Teachers need both the technical ability to deal with this reality and the ideological means to critique the information technologies and assessment methods that are transforming the writing classroom. Teaching and Evaluating Writing in the Age of Computers and High-Stakes Testing serves this dual need by offering a theoretical framework, actual case studies, and practical methods for evaluating student writing. By examining issues in writing assessment--ranging from the development of electronic portfolios to the impact of state-wide, standards-based assessment methods on secondary and post-secondary courses--this book discovers four situated techniques of authentic assessment that are already in use at a number of locales throughout the United States. These techniques stress: *interacting with students as communicators using synchronous and asynchronous environments; *describing the processes and products of student learning rather than enumerating deficits; *situating pedagogy and evaluation within systems that incorporate rather than exclude local variables; and *distributing assessment among diverse audiences. By advocating for a flexible system of communication-based assessment in computer-mediated writing instruction, this book validates teachers' and students' experiences with writing and also acknowledges the real-world weight of the new writing components on the SAT and ACT, as well as on state-mandated standardized writing and proficiency exams.

    The present study assesses how governance affects information and communication technology at the global level contingent on macroeconomic policy factors such as trade, foreign investment, manufacturing value added and agriculture value added. The focus of the study is on 183 countries for the period 2003 to 2021 and the empirical evidence is based on the generalised method of moments. The following main findings are established. For the full sample, governance unconditionally promotes ICT development while trade openness (industrial added value) moderate governance to promote (dampen) ICT development. In sub-Saharan Africa, only trade openness effectively moderates governance to induce an overall positive effect on ICT while in the MENA, all policy variables moderate governance for an overall positive incidence on ICT sector development. The findings of the MENA are confirmed in the ECA region with the exception of the moderating role of industrial added values which engenders an overall negative effect. In the East & South Asia and the Pacific (ESAP) countries, one overall positive incidence is apparent in the role of trade openness while net negative effects are established from the moderating roles of industrial added value and agricultural added value, respectively. In the American sub-sample, a positive (negative) net effect is apparent from the role of industrial added value (trade) in moderating the incidence of governance on ICT sector development. Policy implications are discussed.

    We provide novel evidence of how an innovative market-based solution using remote-sensing technology can mitigate conflict. Droughts are a major driver of conflict in Africa, particularly between nomadic pastoralists and sedentary farmers, and climate change is predicted to intensify this problem. The Index-Based Livestock Insurance (IBLI) scheme piloted in Kenya provides automated, preemptive payouts to pastoralists affected by droughts. Combining plausibly exogenous variation in rainfall and the staggered roll-out of IBLI in Kenya over the 2001-2020 period, we find that IBLI strongly reduces drought-induced conflict. One key mechanism is that insured pastoralists travel less far away from their ancestral homelands, reducing conflicts over scarce resources in contested areas. This suggests that market-based solutions are a promising pathway to mitigate conflict beyond difficult institutional reforms and raises the question of how governments can support the adoption of such schemes for underprivileged groups through subsidies or other campaigns.

    This study investigates the characteristics of Africa's tech sector, its digital services, and its impact on economic development, specifically on labour markets. Our literature review and new analyses based on a database of African startups shows that Africa's emergent tech sector is adapting to the continent's constraints on development and, sometimes, contributes to overcoming them. A case in point is the credit constraints that numerous startups have overcome to attract very significant amounts of capital. Tech startups tend to be concentrated in financial services in the "Big Four": Egypt, Kenya, South Africa, and Nigeria. We show, first, that "home-grown" African platform businesses do not simply connect demand and supply, but also invest in logistics and infrastructure; second, that many tech firms offer multiple products that complement the original service; and third, that business models often rely on large networks of agents. We conclude that more evidence on the impact of digital technologies is needed.
