    Durch den Fachkräftemangel in den Bereichen Mathematik, Informatik, Naturwissenschaften und Technik (MINT) ist der deutschen Volkswirtschaft von Juli 2007 bis Juni 2008 ein Wertschöpfungsverlust in Höhe von 28,5 Milliarden Euro entstanden. Mittelfristig wird der Fachkräftemangel in den technischen Bereichen deutlich steigen – bis zum Jahr 2020 werden weitere rund 232.000 Akademiker in den MINT-Bereichen fehlen. Dieser für die deutsche Wirtschaft schädliche Trend setzt sich langfristig fort. Allein weil es noch nicht einmal gelingt, den Ersatzbedarf an Hochqualifizierten zu befriedigen, fehlen bis zum Jahr 2030 zusätzlich knapp eine Million Hochqualifizierte. Daher sind Reformmaßnahmen unbedingt notwendig. Kurzfristige Entlastung kann durch eine Halbierung der Abbrecherquoten in den MINT-Studiengängen erzielt werden. Mittelfristig zahlen sich eine nachfrageorientierte Finanzierung der Hochschulen, ein qualifikationsadäquater Einsatz von Migranten und eine bessere Erfüllung der Erwerbswünsche von Müttern mit kleinen Kindern aus. Langfristig ist die frühkindliche und schulische Bildung zu stärken. Alle Reformmaßnahmen zusammen kosten anfangs jährlich rund 6 Milliarden Euro, später jährlich gut 9 Milliarden Euro – zahlen sich für den Staat langfristig aber mit einer Rendite von 13 Prozent aus. Between July 2007 and June 2008 the German economy incurred a loss in value-added of € 28.5 billion due to the lack of workers skilled in the fields of mathematics, computer science, the natural sciences and technology (collectively known from their German initials as MINT). In the medium term the skills shortage in these technical areas will rise significantly. By the year 2020 there will be a shortfall of a further 232,000 graduates in the MINT subjects. This trend will continue to damage the German economy in the longer run, too. As it is proving impossible even to maintain replacement levels, by 2030 there will be a further shortage of just under a million highly skilled workers. Reforms are therefore essential. Halving the number of dropouts from university courses in MINT subjects would provide short-term relief. In the medium term, university financing based on demand, the deployment of migrants in positions better suited to their qualifications and a more effective response to the wish of mothers with small children for gainful employment would pay for themselves. In the long term, pre-school, primary and secondary education must be improved. All these reform measures together would initially cost some € 6 billion annually, rising to something over € 9 billion at a later stage. However, this investment would bring the state a return of 13 percent.

Raising human capital has emerged as a key policy priority, particularly for low-skilled individuals, who are at risk of being left even further behind. Policy in this area is focusing on early childhood development, improving quality and choice in schooling, creating excellence in tertiary education, and widening access to adult learning.     One of the best documented relationships in economics is the link between education and income: higher educated people have higher incomes. Advocates argue that education provides skills, or human capital, that raises an individual's productivity. Critics argue that the documented relationship is not causal. Education does not generate higher incomes; instead, individuals with higher ability receive more education and more income. This essay reviews the evidence on the relationship between education and income. We focus on recent studies that have attempted to determine the causal effect of education on income by either comparing income and education differences within families or using exogenous determinants of schooling in what are sometimes called natural experiments.' In addition, we assess the potential for education to reduce income disparities by presenting evidence on the return to education for people of differing family backgrounds and measured ability. The results of all these studies are surprisingly consistent: they indicate that the return to schooling is not caused by an omitted correlation between ability and schooling. Moreover, we find no evidence that the return to schooling differs significantly by family background or by the measured ability of the student.
