    The study estimates the housing supply elasticity and the impact of geographic constraints in Germany from 2008-2019 using the Bartik instrument. The results show that the housing supply is, on average, inelastic, with a floorspace elasticity of 0.22 and a units elasticity of 0.25. The study also reveals that geographical constraints partially affect the housing supply elasticity across districts. Notably, high development intensity decreases the elasticity, while the unavailability of land for development due to restrictive geography has no significant impact on the housing supply elasticity. The housing supply elasticity estimates may prove useful for calibrating quantitative urban or regional models in Germany. In der Studie werden die Elastizität des Wohnungsangebots und die Auswirkungen geografischer Beschränkungen in Deutschland im Zeitraum 2008–2019 mithilfe des Bartik-Instruments geschätzt. Die Ergebnisse zeigen, dass das Wohnungsangebot im Durchschnitt unelastisch ist, mit einer Flächenelastizität von 0,22 und einer Einheitenelastizität von 0,25. Die Studie zeigt auch, dass geografische Zwänge die Elastizität des Wohnungsangebots in den einzelnen Bezirken teilweise beeinflussen. Vor allem eine hohe Bebauungsintensität verringert die Elastizität, während die Nichtverfügbarkeit von Bauland aufgrund restriktiver geografischer Gegebenheiten keine signifikanten Auswirkungen auf die Elastizität des Wohnungsangebots hat. Die Schätzungen der Wohnungsangebotselastizität können sich als nützlich für die Kalibrierung quantitativer Stadt- oder Regionalmodelle in Deutschland erweisen.

    Rising within-country differences in house values are a much debated trend in the U.S. and internationally. Using new long-run regional data for 15 advanced economies, we first show that standard explanations linking growing price dispersion to rent dispersion are contradicted by an important stylized fact: rent dispersion has increased far less than price dispersion. We then propose a new explanation: a uniform decline in real risk-free interest rates can have heterogeneous spatial effects on house values. Falling real safe rates disproportionately push up prices in large agglomerations where initial rent-price ratios are low, leading to housing market polarization on the national level.

    Household borrowing and spending rise with house prices, particularly for leveraged households, but household spending is not consumption. We propose an alternative borrow-to-invest motive by which house price gains affect household spending on residential investment: rational, leveraged households have an incentive to make additional residential investments when house prices rise. We test this motive by comparing responses in different categories of spending across more and less leveraged households. We find strong evidence of the borrow-to-invest motive in UK data. Credit constraints matter through reducing access to leveraged returns and so reducing lifetime resources, rather than through consumption smoothing.

    In 2017, the German federal government passed the Railroad Noise Protection Act to reduce the noise emitted by freight trains. This paper evaluates the effects of this law on house prices by using regional variation comparing affected homes close to train tracks and homes in greater distance before and after the introduction of the national strategy. The difference-in-difference framework suggests an increase in house prices by 0.5% to 2.5% for houses close to the tracks considering different time periods for the act being passed and its complete implementation. A heterogeneity analysis reveals increasing effects with reduced distance to tracks. It also shows that those with the highest general noise burden gain the most from the Railroad Noise Protection Act. Im Jahr 2017 verabschiedete die deutsche Bundesregierung das Schienenlärmschutzgesetz zur Reduzierung des von Güterzügen ausgehenden Lärms. In dieser Studie wird die Auswirkung dieser Lärmveränderung untersucht. Dazu werden Preise für betroffene Häuser in der Nähe von Bahngleisen mit Häusern in größerer Entfernung vor und nach der Einführung der nationalen Lärmbekämpfungsstrategie verglichen. Der Differenz-von-Differenzen Ansatz deutet auf einen Anstieg der Hauspreise um 0,5% bis 2,5% für Häuser in Gleisnähe hin, wobei die unterschiedlichen Implementierungsphasen des Gesetzes - die Verabschiedung und die vollständige Umsetzung - berücksichtigt werden. Eine der Heterogenitätsanalysen zeigt, dass die Effektgröße mit abnehmender Distanz zu den Gleisen zunimmt. Weiterhin wird gezeigt, dass diejenigen mit der höchsten allgemeinen Lärmbelastung am meisten von der Einführung des Schienenlärmschutzgesetzes profitieren.
