    En este trabajo se analiza la movilidad social intergeneracional en México desde un enfoque multidimensional. Se parte de una perspectiva que considera la desigualdad distributiva o de condición y la desigualdad de oportunidades como rasgos estructurales de la sociedad mexicana que se refuerzan mutuamente. Se propone que el análisis de la movilidad social intergeneracional en sus dimensiones educativa, ocupacional y económica es importante para evaluar la magnitud de la desigualdad de oportunidades. Los resultados revelan la persistencia de altas tasas absolutas de movilidad intergeneracional ascendente educativa y ocupacional, pero una baja movilidad económica. También muestran que en las tres dimensiones existe una alta asociación neta entre los orígenes y destinos sociales de las personas, lo que es indicativo de la alta desigualdad de oportunidades que prevalece en el país. Finalmente, existe una muy baja asociación entre la movilidad educativa y ocupacional y la movilidad económica, lo que sugiere una devaluación de la movilidad ascendente en la escolaridad y el mercado de trabajo. Estos resultados indican que para lograr una mejora sustantiva en los niveles de bienestar de la población es necesario no solo generar más y mejores oportunidades de movilidad ocupacional y económica, sino también promover los cambios estructurales e institucionales que garanticen la distribución equitativa de esas oportunidades. It provides a comparative analysis of global economic growth, commodity price performance, Caribbean growth performance, and unemployment.     The COVID-19 pandemic has exacerbated existing vulnerabilities and inequalities in Caribbean society, including with regard to access to information and communication technologies (ICTs) and education services, food insecurity, and the situation of women and girls given the significant increase in gender-based violence. It has also posed a considerable challenge to governments, already burdened by high levels of public debt and debt service payments, to provide support to struggling businesses and to the increasing numbers of unemployed, particularly those in the informal sector.This edition of The Caribbean Outlook offers perspectives on how the subregion might address the challenges of response, recovery and resilience-building in the wake of the pandemic, including strategies to ensure that States’ commitments under the 2030 Agenda for Sustainable Development and the SIDS Accelerated Modalities of Action (SAMOA) Pathway are fulfilled.The fundamental challenge facing all Caribbean societies is primarily to protect citizens from the disease, support households and businesses and access the resources available domestically and internationally to do so, even as governments have limited fiscal space.     La pandemia de COVID-19 ha provocado fuertes efectos en la salud pública y ha tenido profundas implicaciones en los ámbitos económico y social. Las medidas de confinamiento, distanciamiento físico y suspensión de actividades no esenciales han sido efectivas para frenar la propagación de la pandemia, pero, a su vez, han provocado pérdidas de empleo, la reducción de ingresos de las familias y las empresas, una menor producción de bienes, una disminución de la provisión de servicios y una caída de los niveles de recaudación fiscal.Este documento fue preparado para el Consejo de Ministros de Energía del Sistema de la Integración Centroamericana (SICA) con el objetivo de proponer medidas y acciones para mitigar los impactos de la pandemia de COVID-19 en el sector energía y evitar que los efectos de esa pandemia pongan en riesgo la sostenibilidad de dicho sector. Constituye la propuesta del sector energía y formará parte del “Plan de Contingencia Regional orientado a complementar los esfuerzos nacionales para la prevención, contención y tratamiento de COVID-19 y otras enfermedades de rápida propagación”, iniciativa que es coordinada por la Secretaría General del SICA.     El presente estudio expone algunas de las implicaciones económicas y sociales de la transición demográfica que atraviesa el Paraguay, con una mirada especial en las transformaciones de la estructura por edades de la población y las consecuencias de este fenómeno en el desarrollo y logro de ciertos ODS, en un entorno marcado por importantes desigualdades.De los tres mecanismos que tiene la sociedad para el financiamiento del déficit -reasignaciones al interior del hogar, las transferencias públicas financiadas con impuestos y la acumulación de activos por parte de las personas- el más importante en el Paraguay es el realizado por las familias, lo cual implica serias dificultades para el desarrollo teniendo en cuenta que el contexto de bajos ingresos laborales y altos niveles de informalidad.Debido a que la participación de las transferencias familiares es mayor en el caso de la niñez y que el sector público tiene una participación relativa más importante en el caso de las personas mayores, las transferencias públicas podrían estar siendo una fuente de desigualdad intergeneracional, tal como se ha verificado en otros países de la región.     Los ingresos por emisión han sido una fuente importante de financiamiento para las economías de la región, promediando el equivalente a 2,9 puntos del PIB y a 20,7% de los ingresos fiscales para el período entre 1960 y 2016. Esta forma de “recaudación” ha cambiado a lo largo del tiempo, siendo en la década del ochenta cuando se empleó de manera más profusa en la región. Pareciera que el uso intensivo de esta forma de financiamiento se produce luego de una caída en los términos de intercambio. Adicionalmente, los datos muestran que los episodios en que este financiamiento ha sido empleado más intensamente coinciden con aumentos de la inflación, caídas del consumo privado, de la inversión y de la actividad económica. Chapter I presents the relevant macroeconomic background in terms of the evolution of per capita GDP, employment, household income distribution and the consumer price index, and looks at how income inequality and poverty have changed over the past two decades (2002–2021). The chapter also discusses changes that occurred in social stratification during the pandemic.Chapter II addresses the worrying silent crisis of education as another of the pandemic’s major consequences, as well as the successive crises that have accompanied it. Despite previous progress in access to education, the lengthy interruption of face-to-face educational services during the pandemic deepened long-standing educational inequalities, reflected in gaps in access to quality alternatives for continuing education and in the availability of resources for remote learning. However, this silent crisis in education also represents an opportunity for transformation. The chapter addresses a number of priorities, including maintaining safe conditions for reopening schools, investing in strategies to identify the costs of disruption to face-to-face education, in terms of both learning and socioemotional well-being, and designing and implementing recovery strategies aimed at leaving no one behind.Chapter III looks at access to education and the unequal labour impacts of the pandemic on men and women. The severe setbacks experienced by women in the labour market contrast with their notable advances in access to education, which, paradoxically, have not translated into greater equality in the labour market. The chapter considers in particular the role to be played by the development of more knowledge-intensive sectors, especially in STEM-related fields, in advancing towards progressive structural change.Finally, chapter IV analyses the social institutional framework and the evolution of social spending in Latin America and the Caribbean. Social institutions are crucial for establishing universal, comprehensive, sustainable and resilient social protection systems. ECLAC advocates an approach focusing not only on the evolution, volume, destination and financial sustainability of the public resources that make up social spending, but also on other institutional dimensions. This would enable those resources to fulfil their purpose in an effective, efficient, transparent and accountable manner by means of high-quality social policies, as set forth in the Regional Agenda for Inclusive Social Development.     En este trabajo se estudian los factores que impulsaron la inflación en el bienio 2021 -2022 en seis economías de América Latina desde un enfoque de costos. Los determinantes de la inflación se estiman a partir de una variante de un modelo empírico estándar en el que se utiliza el método de proyección local de Jordà (2005). Los resultados obtenidos muestran que el mayor aporte al aumento de la inflación en el período analizado se asocia a la suba del precio de las materias primas, tanto entre las economías exportadoras como importadoras de esos productos. A su vez, se muestra que el aumento de la inflación fue mayor en comparación con el superciclo de las materias primas de 2008 porque en esta oportunidad se sumaron las presiones sobre los tipos de cambio, en un contexto de una política monetaria contractiva de las economías centrales y de una mayor vulnerabilidad financiera de los países de la región. Este mayor aumento de la inflación tuvo como contrapartida una caída de los salarios reales que en varios casos profundizó la tendencia de los dos años previos. Por último, se plantea que los mayores desafíos que enfrenta la región para contener nuevas presiones inflacionarias son financieros, y que el foco de la política económica debe estar puesto en proteger los ingresos de los sectores sociales más vulnerables que ya habían sido afectados por la crisis de la pandemia por COVID-19.     The conflict between the Russian Federation and Ukraine has come at a time of great uncertainty in the world, relating to several factors: uneven rates of vaccination against coronavirus disease (COVID-19) and new variants of the virus; inflationary pressure and difficulty in maintaining fiscal stimulus packages; trade tensions and risks in the Chinese real estate sector; disruption of supply chains and rises in freight charges; and extreme events caused by climate change.The conflict will have an impact on the economies of Latin America and the Caribbean through several channels, but primarily the trade channel (with direct and indirect effects), the commodity price channel (including terms of trade and inflation issues) and the financial channel.
